STATEMENT OF WORK

GARNET MEDIA BLAST SYSTEM - BUILDING 38

Revised 31 March 2010

I. GENERAL REQUIREMENTS

A. SCOPE OF WORK

1. This document establishes the minimum requirements to modify the existing abrasive blast system WR003208 in Building 38. Blast System WR003208 currently uses Quickstrip® media with a pneumatic recovery and reclaim system.

The main components include; one spent abrasive loading hopper with a reclaim classifier and dust collector, media add hopper with reclaim dust collector and hopper, and 2 pressure blast pots. The current system shall be modified to support garnet media and include a purely mechanical recovery system from the existing loading hopper to the reclaim separation system. All existing equipment to be replaced or removed, excluding existing building ventilation controls and hardware located in the same control panel as the blast system controls, must be relocated by the contractor to a staging area on the east side of B38 to be properly disposed of by the government. The existing control panel shall be manipulated and only controls specific to the existing blast system shall be removed.

2. The current system is configured to use a motorized ‘floor sweeper’ to collect spent media and deposit into the the loading hopper. The new configuration must use the existing loading hopper to deposit spent and virgin media into the system. All other components listed shall be new. A belt conveyer system will deliver the media from the existing loading hopper to a bucket elevator which will discharge the media into the reclaim system. The reclaim system will consist of a media air wash, media storage hopper, and a standalone dust collector. Reusable media will return to a storage hopper that will feed two pressure vessels. Pressure vessels shall include new feed and exhaust valves, blast hoses, and nozzles. The operator controls shall be pneumatic and include a media cut off switch.

II. CONTRACTORS RESPONSIBILITIES

A. GENERAL

1. Provide all materials, labor, equipment, and services necessary to accommodate the media switchover and recovery/reclaim modification to B38 blast room.

2. Provide products that are new and free from defects.

3. Provide technician to supervise start-up and provide training for operator and maintenance personnel (10-15 people). Training shall include detailed operating instructions along with troubleshooting and maintenance procedures.

4. Provide technical drawings of system components including at minimum: system layout with complete part list, media flow schematic, electrical/pneumatic controls schematics, pressure vessels, valve assemblies.

B. PRODUCT REQUIREMENTS

1. All components and hardware shall be standard commercial items, unless otherwise noted.

2. Contractor must provide 2 complete service and parts manuals for new equipment.

3. Contractor must provide 132,000 lbs of garnet start-up media packaged in 2,200 lb super-sacs.

4. The modification must satisfy the following specifications/requirements:

4.1 Belt Conveyer Recovery: A belt conveyer shall be used to deliver media from the existing loading hopper to a bucket elevator. It must be designed to meter media flow to prevent overload and/or media overflow. Contractor must provide at least 3 references to existing and currently operating belt conveyer systems.

4.2 Bucket Elevator: Belt tension must be easily accessible for adjustment.

Bucket elevator shall include underspeed monitoring to prevent belt from breaking and rest on a base or platform at least 6 inches above finished floor to avoid flooding issues.

4.3 Reclaim System: The following specifications shall be met for the media reclaim system:

A 600 CFM dedicated dust collector that is a cartridge type with reverse pulse style cleaning of filters. The reverse pulse cleaning shall be adjustable and a differential pressure gauge shall be provided for monitoring health of filters. Access panels shall be provided for filter maintenance.

A rotary drum and media air wash separator that will remove all trash, debris, and dust from the system. The rotary screen will have 3/16” diameter holes and the air wash separator shall be adjustable.

A storage hopper that will meter clean media to the two pressure vessels.

4.4 Pressure Blast Equipment: The following specifications shall be met for the pressure blast system:

There shall be 2 each pressure vessels that are certified and designed in accordance with ASME regulations, with 1-1/4” I.D. minimum piping. The vessel shall use a ‘pop-up’ type valve to control flow of media from storage hopper and have an access panel/door for maintenance.

The exhaust line (for depressurization) on the pressure vessel shall tie back into the media storage hopper.

Media flow valve on bottom side of pressure vessel shall be manually adjustable from completely closed to fully opened. It shall also have the function of being pneumatically actuated from a ‘media cut off’ switch.

All valves associated with pressure blast equipment shall be ‘gate-type’.

No ‘pinch-tube’ valves shall be used.

3 | P a g e

Operator controls shall be pneumatic and include a media cut off switch on the blast hose handle. A ‘dead-man’ switch shall also be on the blast hose handle to trigger pressurization and depressurization.

Blast hose must have a minimum I.D. of 1-1/4”, minimum length of 50 ft.

each, quick couplings, interlocking safety wires, and be lightweight and ergonomical.

Blast nozzles must be a venturi design size #5 (5/16” I.D.) nozzle with carbide lining.

4.5 Electrical Controls: Control panel shall be a NEMA TYPE 12 enclosure and house all electrical control components. Available voltage for contractor use includes 460V, 3θ, 60Hz, and single phase 120V. Two copies of wiring schematics shall be provided.

All system functions will be controlled via relay logic and timers (no programmable controllers).

C. DELIVERY, STORAGE, AND HANDLING

1. The contractor shall be responsible for the receipt, offloading, and handling of all materials and supplies.

2. All deliveries shall be scheduled with an 802 nd

MXDTC Engineer and B38 Facility

Representative. A minimum of 72 hours notice must be given before all scheduled deliveries.

3. The contractor shall remove all packing materials and residue from the area at the end of each day and properly dispose of off base.

D. INSTALLATION

1. All products shall be assembled and installed in strict accordance with the manufacturers installation procedures.

2. The contractor shall provide a single point of contact to be responsible for coordinating all phases of the blast system modification and installation. Any delays or problems should be reported to the Administrative Contracting Office and

Facility Representative.

3. A final walk-thru inspection shall be conducted with the installation foreman, facility representative, and 802 nd

MXDTC engineer after the installation and operator/maintenance training has been completed. Any components damaged, missing, or installed incorrectly will be listed and a copy given to the

Administrative Contracting Office. A suitable time frame for correction of these problems will be allowed.
