Text version
R1 & R3) Robins AFB has two natural gas inlet points onto the base: one is owned and used solely by the City of Warner Robins and one is owned and maintained by Atlanta Gas Light Company (AGL). Depending upon who possesses the current natural gas contract, the other inlet point valve is shut off to prevent leakage of natural gas into the open-looped system on the base.
AGL does not sell natural gas, but instead, “leases” their system to natural gas marketers certified by Georgia Public Service Commissioner to sell natural gas services in the State of Georgia.
Robins AFB contracts with the marketer to receive natural gas. The marketer is responsible for obtaining the natural gas, ensuring the quality of the natural gas they purchase meets our requirements, with any costs incurred by them to be passed onto Robins AFB through the marketer’s itemized monthly invoice. Robins AFB does not deal with “sub-contract” issues. All responsibility will fall upon the marketer. Therefore, the cost of leasing the AGL equipment will be the responsibility of the marketer with their passing incurred costs to Robins AFB via their monthly itemized invoice to RAFB.
R4) Robins AFB has not had a problem in the past in receiving 24 notifications from the contractor in the past. There have been a couple of occasions where incidents have occurred and a 24 hour notice was not possible. It is the responsibility of the government (Robins AFB) to curtail natural gas flow during the designated curtailment period and it is the government (Robins AFB) that risks being penalized if the goal is not met, therefore, the government (Robins AFB) is requesting as much notice as possible to ensure compliance with curtailment rules.
R5) In order to provide the marketer with an idea of volume of gas used each month by the base, Robins AFB provides a spreadsheet using data over the past five (5) years average. This value is an estimate only and does not mean the government is obligating itself to purchase this amount.
Depending upon the weather, Robins AFB could use more/less than this value. The marketer can make the “cash out option” a part of the bid, it has not been presented before in past bids.
