Q1.) Will this delivery be done thru the Atlanta Gas Light Meter? If so, will AGL bill the prime contractor as it does all their industrial sites?

R1. Yes, the natural gas will be transported through AGL equipment with inlet point on north end of base. The transportation costs for AGL is passed through to the base through the monthly invoice; we do not deal directly with AGL.

Q2.) Under "Gas service Specifications" #4 letter "f" it states contractor > must install meters at the site and maintain those meters. Does the prime contractor have to install meters and maintain them?

R2. RAFB needs the ability to monitor gas flow through inlet points onto base on a 15 min interval basis for various reasons; a requirement change that has taken place since the last time we have received gas through AGL inlet point. Whether there is a website we can access that will give us this information or a meter set with direct connection by us ... as long as we can get the flow data at real time and on 15 min intervals is our main concern. So, installing a meter set and remote software may be a part of requirements if no other monitoring method is available.

Q3.) AGL and Sonat are responsible for the "Gas Quality" in the pipelines. The contract states the contractor would be responsible for this. Does the contractor have to be responsible for the gas quality?

R3. Our contract for gas will be through AGL approve provider OR City of Warner Robins. It will be the providers responsibility to purchase the requested quality of natural gas from qualified source. We do not control that contract.

Q 4.) The contract requires a 24 hour notice for curtailments. Sonat and AGL have a 4 hour notice period in their respective tariffs.

R4. In the past, we have not had problems receiving notice 24hrs in advance. I am not sure how this was conducted, ie, whether the notice was based upon "forecasted curtailments" or they actually received 24 hours notice in the past. But for us to have everything in place without scrambling with propane plant operation and all tenant and shop notifications, we have always required 24 hrs notice and have always received 24 hours notice.
