About this file

This is a Questions and Answers document for federal solicitation FA561326Q0052 addressing technical specifications and delivery requirements for 1600-watt transformers.

The government requires delivery of transformers to Einsiedlerhof Air Station in Kaiserslautern, Germany, with the following specifications: 1600 VA capacity, 220/240VAC to 110VAC step-down design, 50 Hz frequency, and dimensions not to exceed 20cm width × 25cm length × 20cm height (including handle) with a maximum weight of 15kg. The transformer must include an ON/OFF switch and appropriate power cord. An autotransformer design is acceptable; electrical isolation is not required. Compliance with EN61558-2-13 standard is specified, with third-party UL/CE certification not mandatory if standards are met. The primary voltage should be 230V according to German electricity standards. The primary fuse requirement has been corrected to a minimum 7A but not exceeding 8A (revised from the original 4.5A specification). A standard grey manufacturer enclosure is acceptable provided all specifications are met and modifications include the 1600 VA rating upgrade, ON/OFF switch, and required power cord. Country of manufacture is not restricted if the product meets US Government and EU requirements and regulations. The document includes example images of reference transformers; technically acceptable "or equal" products are permitted.

Solicitation FA561326Q0052 : Transformers 1600 Watt Questions and Answers

Question 1: Will the government pick up and deliver the units?

• No, Transformers must be delivered to the following address:

• FMS

Einsiedlerhof Air Station Kaiserstrasse 117 Bldg 720 Kaiserslautern-23, 67661 Germany

Question 2: The requested configuration appears to be a custom design. They have asked whether a dimensioned drawing or enclosure drawing is available, as they would need it to prepare a quote?

• Dimensions/weight:

• Width (NTE): 20cm

• Length (NTE): 25cm

• Height (NTE): 20cm (handle included)

• Weight (NTE): 15Kg

Question 3: If no drawing is available, would it be acceptable to use the manufacturer's standard grey enclosure, provided it is modified to:

o Increase the rating to 1600 VA, o Include an ON/OFF switch, and o Be supplied with the required power cord, while meeting the solicitation requirements?

• Yes, standard grey enclosure is acceptable if all other specifications meet the requirements.

Question 4: The specifications do not mention UL or CE certification. Please confirm whether official UL/CE certification (NRTL-listed) is required, or if compliance with the applicable standards without third-party certification is acceptable.

• According to EN61558-2-13

Question 5: Is the design 50, 60 or 50/60 Hz? Are there any size requirements/limitations for the enclosure?

• 50 Hz on both primary and secondary current

Question 6: The specifications call for a 1600VA transformer with a 4.5A primary fuse.

According to the manufacturer, a 1600VA transformer would require approximately 7A primary current, and a 4.5A fuse would trip before the transformer reaches its rated capacity. Could you please confirm whether the 4.5A primary fuse requirement is correct?

• The manufacturer is correct, please update the required primary fuse requirement to a minimum 7A but not to exceed 8A

The specifications list a primary voltage of 220V or 240V. Could you please confirm the required primary voltage, or whether a 240V primary with a 220V tap is required?

• According to German electricity standards, the primary voltage should be 230V

Due to the special enclosure required for this transformer, the manufacturer has asked whether production in Germany would be acceptable. Could you please confirm?

• County of manufacture is not relevant from our side if it meets US Government and EU requirements and regulations

Question 7: The solicitation specifies a 220/240VAC to 110VAC, 1600W step-down transformer but does not state whether it must be an electrically isolated transformer or if an autotransformer design is acceptable.

Could you please confirm whether an autotransformer design will satisfy the requirement, or if the Government specifically requires a fully isolated transformer?

• Isolated transformer design is not required for the planned purpose of the transformers. Autotransformer design is acceptable

NOTE***

Items pictured below are used for example only. A proposed technically acceptable “or equal” product is acceptable.
