About this file

This document is a Questions and Answers (Q&A) file for a federal solicitation (F3GHBA5030A001) for well cameras. The Q&A provides detailed specifications for a complete borehole video camera system, including requirements for a camera that can descend 1300 feet, with both downward and controllable side-facing lenses, a monitoring screen with audio/visual data, and recording capabilities. The current camera brand is Aries Industries (Explorer Model), now owned by Laval Underground, and the agency seeks a full replacement system including a motorized cart (winch).

The solicitation is a Total Small Business Set-aside for well cameras to be delivered to Nellis AFB, Nevada, with a 30-day delivery timeline after receipt of order. The procurement method is a Firm Fixed Price (FFP) contract using a Lowest Price Technically Acceptable (LPTA) evaluation approach. Quotes are due on 26 May 2025 at 1000 PDT, to be submitted electronically via email. The cameras will be used in wells ranging from 4-12+" in diameter, with typical usage in 6" diameter wells, and the entire camera system assembly is being procured by the Department of the Air Force Air Combat Command.

Questions:

1. Does the scope of work include removal of the existing downhole cameras and installation of the new units, or is this procurement limited to equipment supply only?

A: There should not be a downhole camera installed in the unit. Downhole cameras are for inspection purposes only and are removed from the well immediately after use. The procurement is for equipment supply only. Our current camera is in need of a replacement.

2. Are there any additional specifications, preferred models, or brand name references for the replacement cameras that would help us better align with your operational requirements?

A: Our camera’s brand is Aries Industries (Explorer Model). They were bought out by a company called Laval Underground. Preferably, we would like a camera that can go down 1300’, has a downward facing camera lens as well as a side facing option, a monitoring screen that provides audio and visual data, and an option to record what the camera sees for future use/reference.

3. We would like to clarify if this RFQ is for a complete borehole video camera systems (camera, cable, winch, monitor/recording device, etc.) and not just replacement cameras?

A: Correct, we are requesting a complete system replacement with all mentioned specifications.

4. Can you provide information on the range in diameters of wells and boreholes that these cameras will be used in?

A: The diameters of wells can range from 4-12+” however we typically deal with 6” diameter wells.

5. Are "controllable sideview" cameras required or just downview wide-angle or fisheye (distorted) lenses?

A: A camera with a controllable side view and downward view is required.

6. Does the scope of work include removal of the exis ng downhole cameras and installa on of the new units, or is this procurement limited to equipment supply only?

9.

A: We would like to include the motorized cart included in the quote. The entire assembly is what we are looking to purchase.
