About this file

This document is a Questions and Answers (Q&A) file for a federal solicitation (F3GHBA5030A001) seeking a complete borehole video camera system for well inspections. The solicitation requires a full replacement system with specific technical specifications, including a camera that can:

  • Descend to 1300' depths
  • Provide both downward and controllable side-view camera lenses
  • Include a monitoring screen with audio/visual data
  • Have recording capabilities
  • Work in well diameters ranging from 4-12" (typically 6")

The agency seeks a total small business set-aside procurement for a Firm Fixed Price contract, with the camera system to be delivered to Nellis AFB, Nevada within 30 days after receipt of order. The government will evaluate quotes using a lowest-priced, technically acceptable (LPTA) methodology, and vendors must submit electronic quotes by Tuesday, 26 May 2025 at 10:00 AM PDT. All quotes must include product specifications, CAGE code, SAM Unique Entity ID, payment terms, contact information, and proposed delivery schedule.

Questions:

1. Does the scope of work include removal of the existing downhole cameras and installation of the new units, or is this procurement limited to equipment supply only?

A: There should not be a downhole camera installed in the unit. Downhole cameras are for inspection purposes only and are removed from the well immediately after use. The procurement is for equipment supply only. Our current camera is in need of a replacement.

2. Are there any additional specifications, preferred models, or brand name references for the replacement cameras that would help us better align with your operational requirements?

A: Our camera’s brand is Aries Industries (Explorer Model). They were bought out by a company called Laval Underground. Preferably, we would like a camera that can go down 1300’, has a downward facing camera lens as well as a side facing option, a monitoring screen that provides audio and visual data, and an option to record what the camera sees for future use/reference.

3. We would like to clarify if this RFQ is for a complete borehole video camera systems (camera, cable, winch, monitor/recording device, etc.) and not just replacement cameras?

A: Correct, we are requesting a complete system replacement with all mentioned specifications.

4. Can you provide information on the range in diameters of wells and boreholes that these cameras will be used in?

A: The diameters of wells can range from 4-12+” however we typically deal with 6” diameter wells.

5. Are "controllable sideview" cameras required or just downview wide-angle or fisheye (distorted) lenses?

A: A camera with a controllable side view and downward view is required.
