About this file

This is a Questions and Answers document dated 29 July 2026 that clarifies administrative and compliance matters related to a federal contract solicitation. The document does not address specific products or services, response deadlines, or award information.

The primary purpose of this Q&A is to correct a marking error in the Combined Synopsis/Solicitation (COMBO). The contracting officer clarifies that Controlled Unclassified Information (CUI) markings were erroneously included on the original COMBO and that an updated version has been posted without these markings. Consequently, prospective offerors may transmit the Statement of Work and supporting documents to proposed subcontractors using ordinary business email, and secure transmission is not necessary for this requirement. Additionally, resulting proposals, subcontractor technical material, pricing, site maps, sampling plans, and work plans do not need to be marked or handled as CUI. The document confirms that no cybersecurity or safeguarding requirements beyond those expressly listed in the solicitation clauses apply to offerors or subcontractors.
