About this file
This is a Statement of Work (SOW) for JP-8 Fuel Spill Remediation and Sampling dated July 21, 2026, with a 60-calendar-day period of performance from the Date of Notice to Proceed. The project is located on Bureau of Land Management (BLM) land approximately 2,000 feet west of Creech Air Force Base at coordinates 36.5881, -115.714996. An estimated 500 gallons of JP-8 fuel was released across a 120-foot by 200-foot impact area, with approximately 70 cubic yards of contaminated soil requiring excavation and removal to a depth not exceeding 36 inches. The contamination is concentrated in a 50-foot-diameter burned area and up to six scattered unignited fuel pockets, each measuring roughly 36 inches in diameter.
The Contractor must complete three primary tasks: (1) provide a Nevada Certified Environmental Manager (CEM) to oversee excavation, conduct field screening using photoionization detector (PID) measurements, visual and olfactory assessments, and collect confirmatory soil samples in compliance with Nevada Division of Environmental Protection (NDEP) guidelines—minimum one sidewall sample per 50 linear feet of excavation perimeter and one base sample per 200 square feet of excavated area, with an anticipated 20 samples maximum; (2) excavate and dispose of approximately 70 cubic yards of petroleum-impacted soil using eight lined 20-yard roll-off bins, coordinate transportation to an NDEP-approved disposal facility, and backfill excavations with clean native material within a target of two days onsite; and (3) prepare and submit an NDEP Closure Report (Attachment A or B preferred) documenting analytical results, site maps, and certification that clean closure below 100 mg/kg Total Petroleum Hydrocarbons (TPH) has been achieved. All confirmation samples must be analyzed for TPH using TNRCC Method 1005, with additional analysis for Volatile Organic Compounds (VOCs) via EPA Method 8260 and Polycyclic Aromatic Hydrocarbons (PAHs) via EPA Method 8270 if TPH exceeds 100 mg/kg or an Attachment B closure pathway is required. A single representative waste characterization sample must be analyzed for TPH, VOCs, Toxicity Characteristic Leaching Procedure (TCLP) RCRA 8 metals, flashpoint, and pH to secure landfill profiling approval. Key deliverables include a Work Plan/Health and Safety Plan prior to mobilization, disposal manifests, all signed chain-of-custody records, complete laboratory analytical data packages, and the NDEP Closure Report prepared by a CEM. The project requires one-time successful completion ensuring all contamination at or above 100 mg/kg is removed on the first attempt, with compliance to NDEP, BLM, and federal regulations regarding waste removal, transportation, and occupational safety.

Statement of Work (SOW) Project Title: JP-8 Fuel Spill Remediation and Sampling Date: July 21, 2026
1. Project Objective The objective of this project is to perform complete soil remediation and confirmatory sampling for a JP-8 fuel spill. The primary intent is to excavate and safely remove all soils contaminated with JP-8 fuel at or above the concentration threshold of 100 mg/kg. The Contractor must achieve this goal in a single mobilization, ensuring that no repeated remediation or sampling efforts are necessary.
• Period of performance: 60 Calendar Days from Date of Notice to Proceed Receipt
2. Site Location and Description
• Coordinates: 36.5881, -115.714996
• Location: Bureau of Land Management (BLM) land, located approximately 2,000 feet west of the western fenceline of Creech Air Force Base.
• Overall Site Dimensions: The broader impact area is approximately 120 feet by
200 feet. (Reference Diagram 1)
• Release Details: An estimated 500 gallons of JP-8 fuel was released. A significant fraction of the fuel burned upon release.
• Impact Zones:
• Burned Area: A mostly circular area measuring approximately 50 feet in diameter where the majority of the fuel burned. (Reference Diagram 1)
• Unignited Pockets: Up to six (6) scattered pockets of unburned fuel, each measuring roughly 36 inches in diameter.
• Contamination Depth & Volume: Fuel penetration is not expected to exceed a depth of 36 inches. The total volume of contaminated soil to be removed is estimated not to exceed 70 cubic yards.
3. Scope of Work The Contractor shall provide all necessary labor, equipment, materials, and analytical services to execute the following tasks:
Task 1 — Certified Environmental Manager (CEM) Oversight & Confirmatory Sampling The Contractor shall provide a qualified Nevada Certified Environmental Manager (CEM) to oversee all excavation, field screening, and confirmation sampling activities at the Site.
• Field Screening & Documentation: During excavation, the CEM shall conduct periodic photoionization detector (PID) measurements, visual and olfactory assessments, and document soil lithology to guide the limits of excavation.
• Confirmatory Sampling Requirements:
• Once field indicators suggest clean soil has been reached, the CEM shall collect confirmation samples.
• Sampling density must strictly comply with the Nevada Division of Environmental Protection (NDEP) guidelines: at least one (1) sidewall sample for every 50 linear feet of excavation perimeter, and at least one
(1) base (bottom) sample for every 200 square feet of excavated area.
• A minimum of two (2) soil samples must be collected from each distinct excavation area. For scoping purposes, it is assumed that no more than twenty (20) confirmation samples will be collected in total.
• Analytical Suite:
• All confirmation soil samples shall be chilled, managed under strict chain-of-custody protocols, and submitted to an NDEP-approved laboratory.
• Samples shall be analyzed for Total Petroleum Hydrocarbons (TPH) using the Texas Natural Resource Conservation Commission (TNRCC) Method 1005 or another NDEP-approved methodology.
• If TPH concentrations exceed 100 mg/kg, or if an NDEP Attachment B closure pathway becomes necessary, those samples must also be analyzed for Volatile Organic Compounds (VOCs) via EPA Method 8260 and Polycyclic Aromatic Hydrocarbons (PAHs) via EPA Method 8270. Note that an NDEP Attachment A closure pathway is highly preferred by the Air Force.
• Waste Profiling: The Contractor shall collect one (1) representative waste characterization sample to secure landfill profiling approval. The waste profile analysis must include TPH, VOCs, Toxicity Characteristic Leaching Procedure (TCLP) RCRA 8 metals (EPA Methods 1311/6010D/7470A), flashpoint (ASTM D93/1010A), and pH (EPA Method 9045D).
Task 2 — Excavation, Soil Disposal, and Backfilling The Contractor shall provide all labor, field personnel (including supervisors, operators, and technicians), and heavy equipment necessary to complete the physical remediation within an anticipated target of two (2) days onsite.
• Excavation Logistics: Excavate approximately 70 cubic yards of petroleum-impacted soil.
• Container Management: Deliver, stage, and manage an estimated eight (8) lined 20-yard roll-off bins onsite to hold the excavated soil.
• Staging & Waste Management: Safely stage all filled containers onsite pending the receipt and approval of the waste profile analytical results.
• Transportation & Disposal: Coordinate all transportation logistics and transport the containerized soil to an NDEP-approved disposal facility. Retain all certified disposal documentation and weight tickets.
• Backfilling & Restoration: Backfill the completed excavations using imported, clean native material. Grade the disturbed areas to restore natural site drainage.
Task 3 — NDEP Closure Report Preparation and Submission Following the receipt and validation of all laboratory analytical results, the Contractor’s CEM shall draft and submit a formal Closure Report (Attachment A or Attachment B, with Attachment A preferred) to the NDEP and the Air Force. The report must contain:
• Tabulated soil analytical results compared against regulatory thresholds.
• Site maps and scaled figures clearly depicting excavation boundaries and all confirmation sampling locations.
• A comprehensive summary and discussion of the field activities and sampling results.
• Clear professional conclusions and recommendations certifying that clean closure (< 100 mg/kg TPH) has been achieved.
• Copies of all signed chain-of-custody records and complete laboratory analytical data packages.
4. Performance Standards
• One-Time Effort Target: The project is to be executed in a manner that ensures all contamination at or above 100 mg/kg is removed on the first attempt.
Strategies to over-excavate slightly or use field-screening tools to guarantee clearance are highly recommended.
• Compliance: All work must comply with applicable NDEP, BLM, and federal regulations regarding hazardous/non-hazardous waste removal, transportation, and occupational safety.
5. Deliverables
• Work Plan/Health and Safety Plan: Prior to mobilization, outlining excavation and sampling methodologies.
• Disposal Manifests: Documentation verifying the legal and proper disposal of all contaminated soils.
• NDEP Closure Report: Prepared by a CEM as outlined in Task 3.
