About this file
This document contains Request for Information (RFI) responses for the 432 MSG Regional Fire Training Facility Application & Design solicitation (F3G3JE5159AQ01). The RFI addresses critical details about proposal submission, including that there is no required format for proposals, and all documents will be reviewed. The procurement is a Total Small Business set-aside requiring the awardee to hold small business status, with a shift from Low Price Technically Acceptable to Best Value Continuum evaluation methodology.
Key details include a requirement for fully loaded hourly rates for each task, use of Microsoft Teams for virtual meetings, DOD Safe for file transfer, and Microsoft Word/PowerPoint for documents. Travel expenses should be included in the firm-fixed price proposal. Technical approach and pricing are significantly more important than past performance. Utility maps will be available only if the selected site is on the parcel identified by Creech AFB. The point of contact for charrette sessions is Monica Tate from Clark County's Department of Real Property Management. No future solicitations for implementation services are currently planned.

F3G3JE5159AQ01, 432 MSG Regional Fire Training Facility Application & Design RFIs
1. Can you please confirm if this is a SF-330 formatted proposal? There is not a required format for the proposals. All documents submitted will be reviewed as part of the proposal.
2. If there is more than one CLIN, should each CLIN show the price/extended/total for each Task listed in the SOW? Yes. All line items should have their own pricing information.
3. If a price breakdown is by Task (Base and Option) what details or metrics do you want to see?
For example, a fully loaded hourly rate for each task, or detailed rates or budget for each activity outlined in the Task(s)? We request to see the fully loaded hourly rate for each task.
4. Please verify if this procurement is in fact a Low Price Technically Acceptable procurement as outlined in the attachment titled “Combo.” My question stems from the fact that the NAICS Code 541310 - Architectural Services for this procurement typically falls under the Brooks Act which is qualification-based and not Commercial Services which is price-based. Thank you for that information. Due to this, this requirement will now utilize the Best Value Continuum to make the award decision. Please see updated Combo for new Evaluation Factors under Basis for Contract Award.
5. Can you provide 2-3 successful OLDCC applications from previous years for reference and format guidance? Yes, we can provide one winning example and then advise any bidder to visit the OLDCC website at https://oldcc.gov and navigate to the past winner section. The package we will provide is from a winning effort at Grand Forks AFB.
6. Does Clark County have preferred cost estimation methodologies or software we should use for construction-ready estimates? Clark County suggests a certified Primavera P6 cost estimating organization.
7. Are there specific training scenarios or equipment requirements already identified by both Clark County and Creech AFB? For the purposes of this effort, there will be certain pieces of training equipment and capabilities that must be placed in the construction of this facility. The how, when and by which organization they will be utilized are not relevant to the application.
8. What's the typical processing time for contractor base access clearance at Creech AFB? 3 days from the date of receipt of the submitted personnel list. Note, this is a federal installation, and a complete background check will be run on all members of the winning team. All teal members will be required to provide drives licenses with number and social security credentials for purposes of background examination. All materials will be properly disposed of properly and nothing will be retained by the installation after clearances have been certified. Outstanding warrants to include issues of parking and/or speeding violations as well as child support issues with the courts have been grounds for barring access to the installation.

9. Who are the primary points of contact at Clark County for the charrette sessions? Monica Tate, Principle Program Analyst, Clark County Department of Real Property Management
10. Are current site surveys, soil reports, or utility maps available for the proposed location? If the selected site is on the parcel identified by Creech AFB, yes the utility maps can be made available. If the site is moved to an alternative location identified by Clark County, the answer is no.
11. What platform does the Air Force prefer for virtual meetings and document sharing? Microsoft Teams is the preferred options for virtual meetings, with regards to transfer of files it is DOD Safe. The DOD Safe Website can be found at https://safe.apps.mil/
12. Are contractor travel expenses to Creech AFB reimbursable under this contract? A firm-fixed price contract will be awarded so please include estimated travel expenses in your proposals. If something unexpected occurs, the Contracting Officer will consider a modification after reviewing details.
13. Are there specific IT security or data handling requirements for this project? Microsoft Word and PowerPoint are the desired platform for written documents and presentations, design documents can be provided in CAD.
14. How heavily weighted is past performance versus technical approach for new government contractors? Technical Approach and Price, when combined are significantly more important than the Past Performance.
15. Would teaming with certified small businesses (8(a), WOSB, etc.) strengthen our proposal?
This solicitation is a Total Small Business set-aside, so the awardee must hold this status.
16. If the grant is awarded, would implementation services be a separate procurement opportunity?
At this time, this is the only portion of this requirement being solicited. No future solicitation is currently planned.
