BASIS FOR CONTRACT AWARD:

This acquisition will utilize the Best Value Continuum by incorporating tradeoffs to make the award decision. The Government intends to make an award without discussions pursuant to FAR 15.306(d);

however, discussion sessions may be held after proposals have been evaluated if the Contracting officer determines them necessary to determine that award will satisfactorily provide the Government its requirement at a fair and reasonable price. Should discussions take place, a competitive range will be established and all Offerors in the competitive range will be allowed an opportunity to submit Final Proposal Revisions. In addition, if the Contracting Officer determines that the number of proposals that would otherwise be in the competitive range exceeds the number at which an efficient competition can be conducted, the Contracting Officer may limit the number of proposals in the competitive range to the greatest number that will permit an efficient competition among the most highly rated proposals.

If discussions are conducted, the Contracting officer may conduct discussions orally, in writing, etc. The method for discussions will be at the discretion of the Contracting Officer. The Contracting Officer will provide additional instructions with the notification.

Award will be made to the responsible offeror whose proposal conforms to all required terms and conditions, meets all requirements set forth in the RFP, and represents the best value to the Government. All offerors will be reviewed for responsiveness on a pass or fail basis. Once responsive offers have been determined, the Best Value offer will be determined by evaluating Technical Approach, Past Performance, and Price. Technical Approach and Price, when combined are significantly more important than the Past Performance.

Contractor’s response should clearly and accurate demonstrate your ability to meet all standards, terms, and conditions listed in all required documentation.

1. Responsiveness: Proposals received will be evaluated for responsiveness on a pass or fail basis; a proposal determined to be nonresponsive shall not be considered for competition or award.

2. Technical Evaluation: Proposals received will be evaluated based on the offeror’s ability to clearly and thoroughly describe how during the performance of this work they will satisfy all requirements of the Statement of Work and any other applicable documents. Offeror should provide detailed methodology, site plans or drawings, or any other supporting documentation to reinforce their technical approach.

The evaluation team will evaluate all proposals and assign each a number rating from 0 through 4. The number ratings are described below and focus on the strengths and deficiencies of the offeror’s proposal. The rating depicts how well the offeror’s proposal meets the technical requirements.

Number Rating Adjectival Rating Description

4 Outstanding Proposal indicates an exceptional approach and understanding of the requirements and contains multiple strengths.

3 Good Proposal indicates a thorough approach and understanding of the requirements and contains at least one strength.

2 Acceptable Proposal indicates an adequate approach and understanding of the requirements.

1 Marginal Proposal has not demonstrated an adequate approach and understanding of the requirements.

0 Unacceptable Proposal does not meet requirements of the solicitation and, thus, contains one or more deficiencies and is unawardable.

3. Past Performance: In assessing present and past performance, the Government will employ several approaches, including, but not limited to those pursuant to FAR 15.305(a)(2)(ii). The Past Performance Team evaluation is not limited to only the review of the information provided in the offeror's Present/Past Performance information. Present/Past performance information may be obtained from the Government's Federal Awardee Performance and Integrity Information System (FAPIIS) and the Past Performance Information Retrieval System (PPIRS). The Government also reserves the right to use performance information from other available sources. Data from previous source selections may be used if the data is recent and relevant. The evaluation team will evaluate all proposals and assign each a number rating from 0 through 4. The number ratings are described below and focus on the Government’s confidence level of the offeror performing the requirements.

Number Rating Adjectival Rating Description

4 Substantial Confidence Based on the offeror’s recent/relevant performance record, the Government has a high expectation that the offeror will successfully perform the required effort.

3 Satisfactory Confidence Based on the offeror’s recent/relevant performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort.

2 Neutral Confidence No recent/relevant performance record is available or the offeror’s performance record is so sparse that no meaningful confidence assessment rating can be reasonably assigned. The offeror may not be evaluated favorably or unfavorably on the factor of past performance.

1 Limited Confidence Based on the offeror’s recent/relevant performance record, the Government has a low expectation that the offeror will successfully perform the required effort.

0 No Confidence Based on the offeror’s recent/relevant performance record, the Government has no expectation that the offeror will be able to successfully perform the required effort.

Note: In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available or is so sparse that no meaningful past performance rating can be reasonably assigned, the offeror may not be evaluated favorably or unfavorably on past performance (see FAR 15.305(a)(2)(iv)). Therefore, the offeror shall be determined to have unknown past performance and will be assigned a performance confidence rating of “Neutral”. A strong record of relevant past performance may be considered more advantageous to the Government than a “Neutral Confidence” rating.

4. Price Evaluation: Price proposal will be reviewed for price reasonableness, completeness, and balanced utilizing the methods prescribed in FAR 15.404-1(b).

Offerors are reminded that the Government reserves the right to award this effort based on the initial proposals, as received, without discussion.
