About this file
This document is a Single Source Justification (Simplified Acquisition) for the purchase of L3Harris Encryption Software by the 99th Contracting Squadron. The 99 Communications Squadron requires the purchase of 26 units of Over the Air Rekeying/Zeroizing Encryption Software, part number YRXL-PL5L, to allow their owned radios to comply with modern encryption standards and transmit on the base network. The software is a proprietary product owned by L3Harris, the manufacturer of the radios, and cannot be purchased from resellers. The contracting officer has determined that L3Harris is the only reasonably available source for this requirement in accordance with FAR 13.106-1(b)(1).
The related federal contract opportunity is a Special Notice for the 99 CS L3Harris Encryption Software requirement. The government intends to award a single source purchase order and is not requesting competitive proposals. Sources interested in responding must submit a capability statement by 20 September 2024 to be considered for a potential competitive procurement. The requirement is being competed under the authority of the Department of the Air Force, Air Combat Command.

Is this a Bridge Action as defined in the AF Bridge Action Reduction Plan? Yes No
Contracting Activity: 99th Contracting Squadron
Project/Program Name: 99 CS L3Harris Encryption Software
Purchase Request / Local ID Number: F3G3FA4234MW01
Estimated Contract Cost (including Options): $0.00
Section B: Description of the Supplies/Services Required
The 99 Communications Squadron (CS) is requesting the purchase of [QTY.: 26] Over the Air Rekeying/Zeroizing Encryption Software. The part number for the product is # YRXL-PL5L. The 99 CS requests encrypted software to allow 26 owned radios to comply with modern encryption standards. The requested encrypted software is required for radios to transmit on the base network. The software will further allow the 99 CS to conduct mission specific training without interruption or delay in communications, as the functional radios will relay proper transmissions amongst military personnel.
Section C: Justification for Soliciting from a Single Source or Brand Name
Air Rekeying/Zeroizing Encryption Software is a proprietary software owned by L3Harris as they are the manufacturer for the radios the software will be used on. Although L3Harris outsources physical assets to resellers, purchase requests for software must come directly from L3Harris and are not authorized for sale by resellers. The encrypted software will be sent directly from L3Harris across their secure file sharing system and will be uploaded to 26 radios owned by the 99 CS to comply with modern encryption security standards. This software is a requirement for any radio to transmit on the base network.
Section D: Efforts to Obtain Competition
In order to obtain competition, a notice of intent to award a purchase order on a single source basis shall be posted via www.sam.gov under the NAICS code 513210 and FSC 7A21.
Section E: Steps to Preclude Future Single Source or Brand Name Awards
In the future, market research shall be performed for similar or like requirement to ascertain if other manufacturers are entering these specified markets that can meet the AFI and/or DoDI standards/requirements. Additional market research shall also be conducted to determine if there are other brands available for future similar or like requirements that will neither hinder the mission of the customer nor increase the cost/price for the government.
