Evaluation Factors for Award DELIVERABLES: At a minimum, Offerors shall provide the following with their proposal:

a. Price Proposal

b. Technical Proposal outlining how the work will be accomplished in accordance with the PWS.

c. Past Performance

Evaluation - Commercial Items

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

Factor 1 - Price

Factor 2 - Technical

Factor 3 - Past Performance

The Government intends to make an award to the Offeror whose Acceptable Technical Proposal represents the Best Value to the Government. Government will begin the technical evaluations with the lowest priced offer. Once a lowest priced, technically acceptable offer is identified, evaluations will cease.

Factor 1 - Price. Price will not be rated but will be evaluated to ensure it is reasonable and reflects an understanding of the requirements. If only one offer is received, the Government may use various price analysis techniques and procedures to ensure a fair, reasonable, and realistic price. It is expected that the competitive nature of this acquisition will drive price reasonableness and fairness.

Factor 2 - Technical. The Government will evaluate the offeror's technical proposal to determine the degree to which it demonstrates a clear understanding of the requirement and the offeror's ability to successfully perform the contract. Technical proposals will be evaluated and assessed as Acceptable or Unacceptable IAW this Solicitation and the Performance Work Statement.

1. Does the contractor's proposal meet the specifications outlined in the PWS?

Technical Acceptable/Unacceptable Ratings:

Rating Description

Acceptable The proposal clearly demonstrates a thorough understanding of the requirements IAW the PWS and provides all deliverables as outlined in the solicitation.

Unacceptable The proposal does not demonstrate an understanding of the requirement. The proposal did not include required deliverables.

Factor 3 - Past Performance. The Government will evaluate the completion of the offeror's past performance by revieing the Past Performance References (Attachment 3) and Federal Awardee Performance and Integrity Information System (FAPIIS). If the Offeror has one (1) or more active FAPIIS exclusions, the overall rating is Unacceptable, and the quote will not be evaluated further.

Complete the Past Performance Reference Worksheet and provide at least (2), but no more than (3) three recent examples of Federal Contracts. Past Performance will be reviewed for recency. Recency is defined as within the past 3 years from date of solicitation, that are relevant to this requirement The Government will review offerors' past performance for relevant experience and derogatory information. List of 3 references maximum, not older than 3 years from date of solicitation. The government may review other past performance information data independently obtained from Government and/or commercial sources which may include, but not limited to: Contractor Performance Assessment Reporting System (CPARS), the Past Performance Information Retrieval System (PPIRS); Federal Awardee Performance and Integrity Information System (FAPIIS); or other databases.

A written notice of award or acceptance of an offer shall result in a binding contract utilizing the offeror's Acceptable quote. Quotes will be valid through 30 September 2026.

The Government intends to evaluate quotes and award one (1) contract without discussions with offerors. Therefore, the offeror's initial quote shall contain the offeror's best terms. The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary.

Offerors without a record of past performance, or for whom information is sparse, will not be evaluated favorably or unfavorably. A strong record of relevant past performance may be considered more advantageous to the Government. The Contract will be awarded to the offeror with the lowest evaluated price that is also deemed technically acceptable, and responsible in accordance with FAR Part 9.1, who has no negative FAPIIS or CPARS or PPIRS.
