About this file
This document is a set of Questions and Answers related to a federal contract opportunity for the rental of a portable chiller unit for the 99 CES Base Gym. The key details are:
The contract requires a 200-ton capacity, air-cooled chiller that can produce 40-50 degree chilled water. The chiller must be located within 120 feet of the building's electrical panel and water line connections, with the contractor providing 120-foot hoses and electrical cables. The existing chilled water system uses a mix of water and corrosion inhibitor. The contractor is responsible for all connections from the chiller to the building. Power is limited to a 500-amp, 460V, 3-phase, 60Hz service. The contract period is for the summer cooling season. Offers are due by April 26, 2024, and the Government reserves the right to award without discussions or make no award if proposed pricing is not fair and reasonable.

F3G3CE4089AW01 Ques ons & Answers
1. Could you define “low temperature” chiller from the PWS?
Answer: It means that the chiller should be able to produce 40-degree chilled water for the building.
2. How far is the chiller able to be parked from the structure?
Answer: The distance from the building to the electrical panel and water line connec ons is 120’.
They will need enough hose for a supply and return cam lock water lines w/ Vitalic connec ons to the main system. They will also need (4) 120’ camlock electrical cables.
3. What are the opera ng temperature ranges?
Answer: Our opera ng range that we like to stay between is 40 to 50 degrees supply chilled water.
4. Do we have the ability to e into the exis ng cooling tower system? If not, do we need to provide a cooling tower? The reason I ask is they don’t have the power for an air-cooled system.
Answer: Yes, we have the ability to e into the exis ng cooling tower. However, the goal is to use an air-cooled chiller for the amount of electrical capacity available.
5. Do they expect to operate the temporary system on a BACNET system?
Answer: No, the temporary system will not be ed into our Controls system. The unit will run as a stand-alone opera on based off the setpoint.
6. Based on the informa on we are ge ng and based on past projects similar to this one, our concern is that a 200 ton may not be enough. Can you confirm that a 200 ton will be sufficient?
Answer: 200 Ton capacity was sufficient for last summer. We also have one chiller that is running 50% so we have an addi onal 175 tons of cooling.
7. What is the distance from where the chiller will be located to the building power panel connec on point and the distance from where the chiller will be located to the building chilled supply and return connec on point?
Answer: The distance from the building to the electrical panel and water line connec ons is 120’.
They will need enough hose for a supply and return cam lock water lines w/ Vitalic connec ons to the main system. They will also need (4) 120’ camlock electrical cables.
8. What size piping is the exis ng connec on point?
Answer: 6” Victaulic would be the connec ons to e into the exis ng system.
9. What type of connec on is the exis ng piping? (Victaulic, flanged, welded, etc)
Answer: 6” Victaulic would be the connec ons to e into the exis ng system.
10. The scope states the following: The Contractor shall install all water fi ngs, hoses and electrical connec ons from the portable chiller to the building. Does this include final mechanical and electrical connec ons to the building?
Answer: Yes, we have pig tails currently coming off the 500 AMP breaker. All necessary water line connec ons must be determined and installed from the contractor who is awarded the job.
11. The scope states the following: Compa ble with exis ng 500 AMP building service connec on.
What is the building electrical connec on? Cam-lok, bare-lug, etc…?
Answer: We have cam lock electrical pig tails coming off the 500 AMP breaker already.
12. Do we only have 500 amps at 460V available for power?
Answer: Yes, 500 AMP service is all that is available.
13. The scope states the following: Single point 460V/3PH/60HZ power applica on power connec on for chiller/pump package. Are we providing a pump?
Answer: The facility pump will be used. If the portable chiller is equipped with a pump it will not be used.
14. The scope states the following: Pump: Motor 40 HP, End suc on configura on, variable speed
(VFD installed), 1200 gpm, total discharge head 100 . Does the pump have to have a VFD?
Answer: The scope was taken from a portable chiller cut sheet. The pump is not necessary since we are using the facili es exis ng pump.
15. In the spec they are looking for a low-temp chiller. What is the entering and leaving water temps they are looking for?
Answer: leaving water setpoints should be 40-50 degrees. Return water will be 45-55 degrees.
16. What is the Fluid in the exis ng chilled water system: Water, Glycol, inhibitor, or mix Percentage if Mixed?
Answer: It is a mix with water and a PH Corrosion Inhibitor (CHEM-AQUA 999). The percentages are somewhere around 90% water and 10% Inhibitor.
17. Does the chiller need to be trailer mounted or can it be on a skid?
Answer: Trailer or skid mounted as long as contractor has the equipment to off load it. We will not be supplying cranes or forkli s.
18. Will any Cable Ramps be needed for Electrical Cable?
Answer: Last year portable hoses were swea ng and condensing this le some standing water. It would be ideal if the contractor used ramps or pallets to keep electrical lines off the ground.
19. Will there be a need for any security measures?
Answer: Yes, please ensure portable hoses and electrical cables are neat and secured. We would like the area coned off and cau on taped ensuring nobody enters the space and gets hurt.
