About this file
This is a Request for Quotation (RFQ) for 20-foot standard 1-trip shipping containers (Connex units) issued by the U.S. Air Force. The solicitation number is F3G3AA6103A0011, and quotes are due Monday, June 22, 2026, at 1000 PDT via email submission to SSgt Christian Jacobson (Christian.Jacobson@us.af.mil) and Ms. Kelela Lemon (kelela.lemon@us.af.mil). The RFQ is set aside as a Total Small Business Set under NAICS code 332439 (small business size standard: 600 employees). The anticipated contract type is Firm Fixed Price (FFP), structured with two CLINs: CLIN 0001 for the 20-foot standard 1-trip shipping container and CLIN 0002 for delivery to Nellis AFB, Nevada 89191. Delivery is required within 60 days after receipt of order (ARO) to Nellis AFB, NV, with FOB Destination inspection and acceptance terms.
Award will be made to the lowest-priced, technically acceptable (LPTA) responsible vendor on an all-or-none basis; vendors quoting less than the entire package will be deemed non-responsive. All quotes must include product specifications, CAGE code, SAM Unique Entity ID, payment terms, discount terms, point of contact information, and proposed delivery schedule. Prospective vendors must be registered in the System for Award Management (SAM) prior to contract award. Critical compliance requirement: The storage units are subject to the Buy American Act (DFARS 252.225-7001). To qualify as a domestic end product, units must be manufactured in the United States with domestic components exceeding 65% of total component cost. Offerors must explicitly state the country of manufacture for the raw steel container shell; quotes offering modified foreign-manufactured container shells will be evaluated as foreign end products subject to a 50% price evaluation penalty. Secondary modifications performed in the United States (painting, insulation, door/window installation, electrical wiring, shelving) do not transform foreign containers into domestic end products.

(a) The Government will award a contract resulting from this solicitation to the responsible vendor whose quote conforming to the solicitation is the lowest-priced, technically acceptable (LPTA). Technical Acceptable/Unacceptable Ratings---mailto:Christian.Jacobson@us.af.mil mailto:kelela.lemon@us.af.mil
Acceptable: Offeror has followed instructions in 52.212-1. Offeror’s quote clearly meets the requirement as stated in the solicitation and all attachments.
Unacceptable: Offeror has not followed instructions in 52.212-1. Offeror’s quote does not meet the requirement as stated in the solicitation and all attachments.
NOTICE TO OFFERORS: BAA COMPLIANCE
Offerors are notified that the storage units (Connex/shipping containers) procured under this solicitation are subject to the Buy American Act (DFARS 252.225-7001).
To qualify as a "Domestic End Product," the storage unit must be manufactured in the United States, and the cost of its domestic components must exceed 65% of the cost of all components.
Important Rule on Modifications/Edits:
Utilizing a foreign-manufactured (e.g., Chinese-made) ISO shipping container shell as the base unit and performing secondary modifications in the United States (including, but not limited to: painting, insulating, installing doors/windows, electrical wiring, or shelving) does not transform the foreign container into a domestic end product. The structural steel container shell itself is considered the primary component and must be of domestic origin.
Submission Requirement:
Offerors must explicitly state the country of manufacture for the raw steel container shell in their proposal. Quotes offering modified foreign-manufactured container shells will be evaluated as "Foreign End Products" and subject to a 50% price evaluation penalty.
