About this file
This document is a set of Request for Information (RFI) questions and answers related to the 432 MXG Sunshade Disposal federal contract opportunity. The document provides critical details about the project, including contract specifications, safety requirements, and logistical considerations. Key points include a planned contract award date of April 16, 2025, contingent on bid evaluations and internal approvals, and a regulated demolition disposal project requiring segregation, safe handling, proper packaging, and certified off-base disposal of materials.
The RFI answers clarify several important aspects of the project: the contractor is responsible for handling Universal Waste light fixtures, coordinating with base safety personnel, obtaining necessary permits (such as Hot Work Permits), and using approved roll-off dumpsters in designated areas. Payment will be processed after contract completion using Wide Area Workflow (WAWF) electronic payment. The project involves removing galvanized steel sunshades, with specific sections measuring 19' x 8" x 4" and 8.5' x 3' x 4", and requires careful handling of materials like methanol storage and prevention of Foreign Object Damage (FOD) hazards.

1. "Steel will be melted to remove zinc Galvanization before being repurposed or recycled" What exactly does that mean? Before being recycled? Yes, that is correct. The galvanized steel used in the sunshades is coated with a zinc layer, which must be removed prior to recycling. This is typically accomplished by melting the steel in a controlled environment, where the zinc is either burned off or separated. This step is required before the steel can be processed for repurposing or recycling to comply with environmental and industry standards.
2. What is the expected contract award date? The anticipated contract award date is on or April 16, 2025. This is contingent on completion of bid evaluations and internal approvals.
3. Can the government confirm that the government is going to take possession of the Universal Waste light fixtures and package correctly for storage prior to contractor removing from base?
No. The contractor is responsible for coordinating with the demolition team to ensure proper handling of Universal Waste light fixtures. The contractor shall individually package the fixtures for transport and removal off base in accordance with federal and state hazardous waste regulations. The government will not assume possession of these materials at any point. Light fixtures are temporally stored off site and will be returned in the same condition once awarded contactor can begin.
4. Can photos of the demo’d items with sizes of largest piece to be demo’d be provided? Yes. The longest section provided measures 19’ x 8” x 4”, and another section measures 8.5’ x 3’ x 4” (Reference attached photo).
5. There is a methanol storage shed in the vicinity of laydown yard (Methanol is a volatile substance, higher than hazardous) Have all base safety personnel signed off of civilian contractors within the methanal QD area and there isn’t an increased hazard to commercial contractors? Yes. Base safety and fire department personnel have reviewed the project scope and contractor access areas. The designated laydown yard has been approved for contractor use and does not impose any increased hazard beyond standard safety protocol. All contractors must follow applicable site-specific safety requirements and will receive safety briefings as needed.
6. Can the government confirm that the requirements have not transitioned over to just a scrap job? Confirmed. This project is not categorized as a scrap removal effort. It is a regulated demolition disposal project requiring segregation, safe handling, proper packaging, certified off-base disposal, and documentation—including a certificate of disposal.
7. Can the government confirm there is no requirement for transfer of government property?
There is no formal transfer of government property to the contractor in a legal or custodial sense. However, the contractor will assume temporary possession for the purpose of removal and off-base disposal of the materials. The contractor is required to provide a certificate of disposal for all materials removed, which will serve as documentation for government accountability and closure.
8. If there is cutting required can the government confirm if there are any base permits required?
Yes. If any hot work (e.g., cutting, welding) is required, the contractor must coordinate with Base Fire Department for a Hot Work Permit. This permit must be obtained prior to performing any cutting operations and must be displayed at the worksite during the task.
9. Is payment possible up front, or a portion up front? Will roll off dumpster trucks be approved?
No payment will be processed until after contract completion, utilizing WAWF for electronic payment.
10. Will roll off dumpster trucks be approved? Yes, roll-off dumpsters are approved for use on this project, provided they are:
• Properly secured,
• Not placed in areas that obstruct aircraft movement or base operations,
• Compliant with base safety and environmental standards, and
• Positioned in the designated laydown yard approved by the government.
Contractors are responsible for coordinating access and placement with TSgt Juan Lopez and Project Foreman for base facilities and ensuring proper containment to prevent FOD (Foreign Object Damage) hazards.
