About this file
This document is a Questions and Answers (Q&A) file for a federal contract solicitation issued by the 57th Maintenance Group (MXG) for bird netting installation services at an Air Force Base (AFB).
The project requires installation of Bird Barrier StealthNet bird netting with 3/4-inch mesh size across approximately 37,800 square feet in two hangar bays. The netting material specified is high-density polyethylene (HDPE) with a 10-year warranty, and must be black in color. Installation requirements include positioning netting above crane equipment but below horizontal surfaces to prevent bird perching, wrapping netting around ductwork and HVAC equipment, securing netting flush to walls starting at 10 feet from the floor, and extending netting above hangar door tracks to prevent birds from accessing those areas. The contractor must provide all labor, materials, tools, and equipment; the government will provide one hangar bay at a time with no aircraft present. The customer requires each bay to be completed within 15 work days, with two weeks' notice needed before work begins to allow time for hangar evacuation. The Notice to Proceed (NTP) should be issued as soon as both the contractor and government are ready. Additional requirements include overnight storage of materials and lifts on-site in the secure hangar bay, unique item identification for delivered items costing $5,000 or more per DFARS 252.211-7003, stainless steel hardware and 1/8-inch stainless steel cable, and background checks for all personnel (no special security clearance required). No prevailing wage requirements, Davis-Bacon labor standards, or pest management/pesticide services apply to this contract. Ceiling heights, site drawings, and final installation schedule details are referenced as available in attached documentation.

Text version
No special access required. Just required to pass a background check.
The customer will required 2 weeks notice to ensure there is enough time to empty the hangar bay
I did not see anywhere that said what types of birds they are dealing with, which totally has an impact on final pricing.
Dangerous to simply ask for 37,800 square feet of netting when panel sizes are quite literally all over the place in final sizing.
Use 3/4inch netting
Do our guys need any kind of special clearance to work on the AFB.
When is the proposed install schedule.
1/8inch cable
Stainless steel
Use 3/4inch netting 1/8inch cableWill 1/8 stainless steel wire work instead of 9ga and 11ga
The solicitation states 9 gauge or 11 gauge tensile wire. The preferred use is NC-s500 is usually used for better performance is that acceptable?
For the attachments, hardware ,wire is there a preference to galvanized or stainless steel ?
Is 3/4 netting good ? Or does it need to be larger ?
Black
The customer would like for each bay not to take longer than 15 work days.
The customer would like the NTP to be issued as soon as 99CONS and the contractor are ready to do so
What is the total number of calendar days allotted for the completion of the installation
When does the government expect to issue the Notice to Proceed (NTP) or have the contractor begin on-site mobilization
Is there a preferred color for Net
Is there a secured area on-site to store materials and lifts overnight, or must they be removed daily?
Yes, the hangar bay that you are working in is secure and can be used for overnight storage and lifts
The doors are excluded, but the objective is to "ensure birds do not roost." If there are large gaps above or around the hangar door tracks, the netting may be ineffective unless those specific transitions are addressed.
Yes, all gaps must be address. The netting will need to be positioned and secured above the hangar door track to ensure birds can't perch/land on or fly through it. This may require securing the end of the netting onto a beam. As seen during the site walk, the netting will go beyond the door track to ensure of this.
"Premium PolyNet" comes in different mesh sizes (e.g., 3/4" for small birds like sparrows, or 2" for pigeons).
Which specific bird species is the base trying to exclude? This affects the weight and cost of the material.
The 3/4inch mesh is required to ensure no birds are allowed to fly through the netting.
Will the hangar be empty during installation, or will the contractor be working around active aircraft and personnel? This significantly impacts safety protocols and insurance.
The Hangar is split into 2-bays. The contractor will be given a single bay at a time with no aircraft in it.
Ceiling: The netting will be above the crane equipment, but below any horizontal surfaces to ensure bird can't perch/land.
Walls: Netting should be wrapped around ductwork/equipment or other surfaces that have horitzontal surfaces to ensure birds can't perch/landHow should the netting handle obstructions such as fire sprinklers, overhead lights, HVAC ducting, or bridge cranes? If the netting is installed "under trusses," it may block access to these systems for maintenance
The netting starts 10ft from the floor. How should the bottom edge be secured to the wall to prevent birds from flying behind the netting from underneath?
The netting should secured/flush to the wall in such a way that birds are not able to fly under or through any opening.Netting can be lower than 10ft but should be the same height throughout hangar bays
How does DFARS 252.211-7003 (Item Unique Identification and Valuation) apply to this contract, and what specific actions is the contractor required to take to ensure full compliance with its requirements?
The Contractor shall provide a unique item identifier for the following:
(i) Delivered items for which the Government’s unit acquisition cost is $5,000 or more

Please confirm the netting material the Government intends to have installed: polyethylene (HDPE) or polypropylene?
We are requesting the Bird Barrier StealthNet with 3/4inch holes
CLIN 0001 and the Statement of Objectives call for "Premium PolyNet" — a name associated with a polypropylene net, which typically carries a 5-year warranty.
- Attachment 1 – Specifications, however, is the Bird Barrier StealthNet data sheet, which is an high density polyethylene (HDPE) net carrying a 10-year warranty.
We are requesting the Bird Barrier StealthNet with 3/4inch holes confirm the ceiling height(s) in the hangar bays? See attached drawings confirm whether the contractor is responsible for providing aerial lifts or scaffolding for the installation?
Labor standards. Is this requirement subject to either FAR 52.222-6 (Construction Wage Rate Requirements / Davis-Bacon) or FAR 52.222-41 (Service Contract Labor Standards / Service Contract Act)? No wage determination is included in the solicitation package, so we request written confirmation as to whether prevailing wage standards apply and, if so, which wage determination governs
All labor, materials, tools and equipment must be provided by the contractor
No wage standards apply to this contract
The brand-name specification (Bird Barrier StealthNet) is available in multiple mesh sizes, each designed for different bird species. Can the Government confirm the required mesh size?
Use 3/4inch netting
Can the government identify the primary pest bird species Use 3/4inch netting confirm whether any existing bird dropping accumulation or structural damage is present in the areas to be netted? confirm whether pre-installation cleanup of bird droppings is within the contractor's scope of work?
No pre-installation cleanup will be required.
During evaluation and technical review due to concerns of public safety for pesticides applications and dealing with some public health related pests while performing IPM Pest Management services as outlined within the
Statement of Work, will the government require Prime Contractors to have direct pest industry experience as well as maintain proper pesticide General Liability insurance to include pesticide pollution coverage as per National
Pest Management Association Standard of Care and Best Practices guidelines or will the government permit subcontractors to qualify Prime Contractors that do not have pest industry experience and/or pesticide related insurance?
We don't believe there is a need for pest management or pesticide application
