About this file
This is a Department of the Air Force Justification and Approval (J&A) document for a sole source acquisition under 10 U.S.C. 3204(a)(1). The 22d Contracting Squadron at McConnell Air Force Base, Kansas seeks to award a purchase order on a sole source basis to Monaco Enterprise Inc. (MEI) for preventative maintenance inspection (PMI) services for the D-21 system hardware and software, which is part of the Monaco Mass Notification System (MNS) platform. The acquisition is valued under $10 million and was certified by Contracting Officer Sugeys M. Allen on June 16, 2026.
The justification establishes that MEI is the only responsible source capable of meeting the requirement because it is the original manufacturer and exclusive service provider of the Fire and Life Safety equipment currently deployed at McConnell AFB. MEI retains exclusive ownership of all proprietary codes and software; no other source can integrate with the existing system without implementing an entirely new infrastructure. The document notes that market research identified other vendors offering similar products (including AES Corp/Intelligent), but none could both integrate with the existing Monaco system and fully satisfy customer requirements. Additionally, no other contractor has been authorized by Monaco to service the system. The acquisition will be a follow-on contract supporting continued maintenance and system performance of critical sensitive electrical components. A Special Notice with the sole source J&A was posted via SAM.gov to encourage alternative vendors to develop competing solutions.

I. Agency and Contracting Activity (RFO 6.104-1(a)(1)):
Contracting Activity: 22d Contracting Squadron, 22d Air Refueling Wing, McConnell AFB, KS.
II. Nature and/or description of the action being approved (RFO 6.104-1(a)(2)):
This document approves the award of a purchase order, on a sole source basis to Monaco Enterprise Inc.
(MEI) for preventative maintenance inspection (PMI) service for McConnell AFB's D-21 system hardware and software, which is part of the Monaco Mass Notification System platform. This justification is made on an individual basis.
III. Description of supplies/services required to meet agency needs (RFO 6.104-1(a)(3)):
22nd Civil Engineering Squadron (CES) requires preventative maintenance inspection services for their D-21 system hardware and software which is part of the Monaco Mass Notification System (MNS) platform. This requirement will service sensitive electrical components that are easily damaged from excessive heat & moisture. Regular maintenance & system service can reduce the chances that these irritants may cause a total system failure. Regular PMI service saves the Air Force time and money along with safeguarding sensitive data and maintaining system performance.
IV. Statutory Authority Permitting Other Than Full and Open Competition (RFO 6.104-1(a)(4)):
10 U.S.C. 3204(a)(1), Only one responsible source and no other supplies or services will satisfy agency requirements.
RFO 12.201-2, Other procedures - 10 U.S.C. 3204(a)(1)
V. Rationale for Use of Authority (RFO 6.104-1(a)(5)):
Monaco Enterprises Inc. (MEI) is the only company that can fulfill this requirement because it is the original manufacturer and service provider of the equipment and services for Fire and Life Safety currently in use at McConnell AFB. MEI owns the license and any other source would require a new system to be implemented from scratch requiring new infrastructure and design.
Therefore, this acquisition will be a follow-on contract for the continued development of highly specialized equipment.
The products, accessories, and software are primarily comprised of proprietary codes developed by MEI and licensed directly to the end user. MEI retains exclusive ownership of this code and does not license third parties to alter or add to the software or equipment. System design has been performed by a Monaco Applications Engineer to ensure seamless integration with the existing Monaco system in use at McConnell AFB. The system installation must be completed by a Monaco certified installer. Using a Monaco certified installer will ensure that the system software and hardware are interfaced correctly and operating according to design. It will also ensure that the system software and hardware will be covered by the required MEI warranty.
VI. Integrated Market Analysis and Efforts to Solicit Competition (RFO 6.104-1(a)(6), (8), and (10)):
Market research was conducted to find alternate sources to purchase and install Monaco products. This investigation revealed other U.S. Air Force installations use Monaco products/services, including: Scott AFB, Goodfellow AFB, and Joint Base San Antonio (JBSA).
Moreover, an internet and GSA website search revealed additional companies that can provide similar products/services (for example, product literature from AES Corp/Intelligent was obtained and reviewed), but none were able to both integrate
CUI
April 2026 CUI Page 3 of 3 with the existing system and fully meet customer requirements.
Due to the proprietary nature of the current Monaco Mass Notification System (MNS), no other contractor has been given the rights or capability to act as an authorized agent to Monaco to service the system.
VII. Determination of Fair and Reasonable Cost (RFO 6.104-1(a)(7)):
The Contracting Officer is responsible for evaluating, determining, and documenting the anticipated contract cost/price is fair and reasonable in accordance with RFO Subpart 15.4, Contract Pricing.
VIII. Any Other Facts Supporting the Justification (RFO 6.104-1(a)(9)):
Considering that this is a follow-on requirement needed to support and maintain Monaco's Mass Notification System already in place at McConnell AFB, it is imperative that it is handled by a company that is licensed and specializes in Monaco hardware and software.
IX. Actions to Overcome Barriers to Competition (RFO 6.104-1(a)(11):
A Special Notice has been posted via SAM.gov, with Sole Source J&A attached, to encourage vendors to sell or make products that meet the above requirements.
