F2Z00C4135AW02 - Trash Services

McConnel AFB Airshow 2024

Solicitation Due Date: 27 JUNE 2024

Question and Answers from vendors:

1. Is the contractor responsible for setting up and managing the trash containers? According to the statement in the SOW "Contractor shall provide trash bags to a specified POC on Thursday, 22 August 2024." and "The government will ensure full trash container bags are placed into the dumpster and will replace the liners with liners provided by the contractor.", does this mean that government takes care of managing the trash containers?

1A: The government is managing the 90-gallon trash containers with volunteers. This includes restocking the containers with trash bags that will be provided by the contractor and transferring the full trash bags into the roll off dumpsters.

2. According to SOW "Ensure the nearby ground is clean with no overflow trash. If the dumpster becomes full, pick up and remove any trash bags stacked near the dumpster.", Is the contractor responsible for managing the nearby ground for the trash containers also or just the dumpster?

2A: The Contractor is managing the nearby ground of only the roll of dumpsters. In the event the roll off dumpsters become full prior to servicing; government volunteers will place tied off trash bags directly next to the dumpster.

3. According to SOW "Empty Dumpsters Friday Evening, 23 August 2024. Contractor shall be available Saturday, 24 August & Sunday & 25 August 2024 for full support (See Performance

Requirements) - 7:30 AM to 4:30 PM", what is the time schedule for Friday work? Also, is the contractor expected to empty the dumpsters on Saturday and Sunday Evening as well? What specific time periods in the evening are the dumpsters expected to the emptied?

3A: The Friday work entails a family show for government personnel only. Due to this event, there will be limited trash accumulated. As a result, we need the dumpsters to be completely empty prior to the start of the Airshow Event on 24 August. In order to prevent Trash

Accumulation, we also require the dumpsters to be empty prior to the start of the Airshow on 25

August. That being said, there is no specific Scheduled time for servicing throughout the day.

The dumpsters need to be maintained, as necessary.

4. According to SOW "Disposal shall be in strict accordance with local and State of Kansas laws and ordinances", can you share a reference to these laws?

7A: See answer to question 1.

8. What measures should our crew take to ensure the surrounding areas remain clean and free of debris throughout the event?

8A. The contractor needs to ensure that the Roll off dumpsters are properly serviced to prevent overflow of trash. We will require the contractor to be on site and available to service the roll off dumpsters per the Emergency Services paragraph.

Contractor personnel available to empty the roll off dumpsters as needed. Please note that cell phone service may be compromised due to a large number of spectators. Government personnel will need to be able to reach out to contractor personnel on site if needed.

10. Aside from replacing trash bags in the 90-gallon containers and transporting full bags to the roll-off dumpsters, are there any specific guidelines regarding the area around each 90-gallon container that our crew should clean? For instance, is there a specified radius (e.g., 5 feet) around each container that we should ensure remains clean and free of debris throughout the event?
