Addendum To 52.212-1 – Instructions to Offerors – Commercial Products and Commercial Services (Nov 2021)

This firm-fixed-price (FFP), Indefinite Delivery Indefinite Quantity (IDIQ) contract is being issued on a 100% Small Business Set-aside competitive basis. However, if at any time during this competition the contracting officer determines that adequate price competition no longer exists; offerors may be required to submit information to the extent necessary for the contracting officer to determine the reasonableness of the price.

It is imperative that mathematical calculations are correct and do not exceed two (2) decimal spaces when entering pricing. Shipping costs are not to be included in pricing; they will be included at the task order level.

B. Period of acceptance of proposal. The contractor agrees to hold the prices in its proposal firm for 30 calendar days from the date specified for receipt of proposal. BASIS FOR AWARD

This will be a Lowest Price Technical Acceptable (LPTA) acquisition utilizing FAR Part 15, Contracting by Negotiation. Award will be based on technical acceptability and price. This requirement will be awarded to the lowest priced offeror meeting technical acceptability.

The Government shall evaluate each offer's proposal, as it pertains to the following factors/subfactors, on a pass/fail basis, by assigning ratings of Acceptable or Unacceptable:

Part I- Technical acceptability: The offeror shall provide a detailed approach to accomplish/satisfy the subfactors listed below, and to allow the Government to evaluate the offeror's technical capability to perform the requirements outlined in the attached.

Proposals will be assigned ratings of acceptable (clearly meets the minimum requirement) or unacceptable (does not clearly meet the minimum requirements).

Technical Ratings and Definitions

Acceptable Acceptable Based on the offeror’s technical proposals, the Government has a reasonable expectation that the offeror will successfully perform the required effort in accordance with the Statement of Requirement (SOR).

Unacceptable Unacceptable Based on the offeror’s technical proposal, the Government does not have a reasonable expectation that the offeror will successfully perform the required effort in accordance with the Statement of Requirement (SOR).

The Technical Evaluator will evaluate the offeror’s technical proposal against the minimum requirements identified below:

Subfactor 1: Offeror provided a statement confirming they are an authorized reseller of CoDrone EDU (JROTC Edition) drones.

Subfactor 2: Offeror provided documentation stating their ability to provide CoDrone EDU (JROTC Edition) drones (package of 10 each)Aerial Drone Competition Field Basics Kits, Aerial Drone Competition Challenge Game Elements Kits, Student and Instructor Classroom Drone Curricula in accordance with Sections 2.0.1 – 2.0.3, 2.1.1 – 2.1.5, and 4.1 of the SOR.

Part II- Price: The offeror's proposal will be evaluated on price based on Total Evaluated Price (TEP). The offeror's TEP will be determined by multiplying the quantities identified in the Price Schedule of the RFQ by the offeror's firm-fixed price for Contract Line Item Numbers (CLINs) 0001, 0002, and 0003 for the base year, and all option periods, to confirm the extended total amount for all CLINs. The extended total amounts for CLIN 0001, 0002, and 0003 for the base year, and each option period, will then be added together to calculate the TEP.

The Government may use any of the following price analysis techniques IAW FAR 15.305 to mailto:jaeden.alvarez.2@us.af.mil mailto:mark.restad.1@us.af.mil determine price reasonableness: competitive quotes, comparison of the proposed price with prices found reasonable on previous purchases, a comparison with similar items in a related industry, comparison to an independent Government estimate, or any other reasonable basis.

The Government intends to award a contract without discussions. The Government, however, reserves the right to conduct discussions if deemed in its best interest.

SUMMARY OF EVALUATIONS: Initially the Government will evaluate all proposals PART I - Technical & PART II - Price for responsiveness. The Government will then rank all responsive offerors by price from the lowest TEP to the highest TEP and conduct the Technical Evaluation solely on the offer with the lowest TEP. If the lowest-priced offer is determined to be Technically Unacceptable, that offer will be eliminated from consideration and the next lowest priced offer will be evaluated for Technically Acceptability.
