STATEMENT OF WORK
Section 110 Architectural Resources Survey of Potentially Eligible Sites Located at
MacDill Air Force Base, Florida
Prepared by:
MacDill AFB
6 CES/CEIE
7621 Hillsborough Loop Drive MacDill AFB, Florida 33621-5207
1.0 INTRODUCTION
MacDill AFB is located eight miles south of Tampa and is comprised of approximately 5,630 acres on the southern tip of the Interbay Pennisula on the west coast of Florida. Flying operations began at this former Army Air Base in 1941. In 1947 MacDill became an operational base for Strategic Air Command. In 1963 MacDill became a Tactical Air Command installation.
In 1983, the forerunner to US Central Command, the Rapid Deployment Joint Task Force, was activated and in 1987 US Special Operations Command replaced the US Readiness Command.
In 1991 the Defense Base Closure and Realignment Commission recommended, and the President accepted, the closure of all flight operations by 1993. In 1993, Congress passed legislation reversing the closure of the flightline. The National Oceanic and Atmospheric Administration, 6th Air Base Wing, and tenant and transient units have used the runway since 1994. In 1995 KC-135s were realigned to MacDill and in 2001 the 310th Airlift Squadron bedded down at MacDill AFB and subsequently assumed the commander support mission.
Today, the 6th Air Mobility Wing continues to contribute to military operations around the world.
2.0 PROJECT UNDERSTANDING
The proposed project is part of the overall management plan at MacDill AFB to protect cultural resources. This project will insure that the Air Force meets the legal responsibilities for identification and evaluation of cultural resources in accordance with Section 110 of the National Historic Preservation Act (NHPA). Completion of this survey will also allow MacDill AFB to manage its cultural resources in a manner that supports the military mission of the 6th Air Mobility Wing and tenant commands. The Integrated Cultural Resources Management Plan (ICRMP) provides the guidance and procedures to enable MacDill AFB to meet these obligations.
The goal of this project is to better manage the architectural resources within the Base. In order to accomplish that goal, the surveying and evaluation of all sites that have reached 45 years of age is required. Upon completion of the survey, the evaluation of selected sites will be conducted. The survey and evaluation shall gather enough information to assess whether each structure is considered “eligible” or “non-eligible” for the National Register of Historic Places per criteria established in the Criteria for Evaluation for the NRHP. Sufficient data must be collected to defend the yes/no determination in the instance that the State Historic Preservation Office (SHPO) disagrees with the Air Forces determination of potentially eligible or non-eligible.
3.0 PROPOSED TECHNICAL APPROACH
The selected contractor proposes to work with the natural and cultural resources program manager at MacDill AFB in managing the cultural resources within the boundary of MacDill.
The selected contractor will examine all relevant structures 45 years of age or older that have not been previously assessed and evaluate those sites to determine if they are likely to be eligible for the National Register of Historic Places. MacDill AFB shall provide the contractor with a list of the base’s real property which will provide a facility number, category code and category name, construction date, facility size, and a condition code (Table 1). The results of the survey effort will be documented in a formal report which briefly describes each facility and states whether the facility meets the criteria for eligible or non-eligible. The report shall provide sufficient data to support the assertion of eligibility and meet the requirements of Section 110 of the NHPA.
The report shall also provide a photograph of the main façade of each site evaluated.
TASK #1 - KICK-OFF MEETING AND DATA COLLECTION EFFORT
Representatives from the selected contractor including the project manager and architectural historian will meet with the natural and cultural resources manager at MacDill AFB in Florida to discuss the best approaches in conducting the survey, and evaluation. At the meeting, the MacDill AFB manager will provide the selected contractor with the following:
GIS generated maps of project survey area obtained from MacDill AFB;
Any reports on previously conducted surveys on the base;
List of previously recorded architectural sites within the base;
Complete list of real property on base;
List of base contacts; and Photography permit.
The kick-off meeting and data collection effort at the installation will include review and collection of cultural resources data, interviews with individuals having knowledge of cultural resources and other planning issues at the installation, a facility tour, and focused photography.
An approved data collection form will be used to ensure consistency and thoroughness during the data collection effort. The data collection trip typically involves meeting a number of the installation staff.
Prior to the kick-off meeting, the selected contractor will provide a list of all personnel who must enter the base. This information will be used in coordinating site access and security clearances.
This list will include name, social security numbers, date of birth, and citizenship status. The MacDill AFB manager will submit this list to the Security Office in order to obtain the security clearance for the project. A list of contacts with phone numbers will also be exchanged.
Records to be examined as part of the kick-off meeting and data collection effort will include, but are not limited to:
1) Installation Histories;
2) Correspondence;
3) Any historic maps and photographs of each site being surveyed;
4) Available historic and as-built drawings of each site being surveyed;
5) Installation maintenance records related to each site being surveyed;
6) State and local histories; and
7) National Park Service/Natural Register of Historic Places guidance related to the evaluation of historic properties.
To ensure the accuracy of information gathered during installation interviews, to confirm the cultural resources complexion and issues at the installation, and to present preliminary goals and approaches to conducting the survey and evaluation of the selected sites, a comprehensive draft Trip Report (including a bibliography of all data collected) would be prepared and forwarded to the installation for review. Comments on the Trip Report will be incorporated and a final Trip Report issued to all interested parties.
MacDill AFB will be responsible for obtaining the necessary clearances, permits and passes to conduct the field effort. MacDill AFB shall also provide workspace at the Base including limited access to a photocopier (any extensive copying such as copying of very large reports must be completed at contractors expense). MacDill AFB shall compile a list of contacts on the base.
TASK #2 PHASE I INVENTORY OF SELECTED SITES
An architectural survey involving the physical inspection of potentially eligible architectural sites will be conducted. To the extent possible, the selected contractor will utilize existing documents for the preparation of the report. Physical inspection of each facility consists of site inspection, measurement of building and/or structural complexes, photographic documentation and drawing schematic plans of the site. Interior inspections will be conducted of notable spaces and architectural features. Information will be recorded on field notes and maps. Oral interviews will be conducted with persons who may have information about the history and use of the selected sites.
Photographic and written documentation will be prepared for each of the sites identified for survey. Archival quality photographs (digital is acceptable if it meets the requirements of New Photo Submission Policy for Florida State Historic Preservation Office) will be taken for each site. Schematic sketch plans and field descriptions will also be done. Information collected will be used to assist in the evaluation of the structure for its eligibility to the National Register of Historic Places.
An initial review of base real property records tentatively identified approximately 30 buildings and eight structures for evaluation during the field effort; however additional site could be identified upon review of real property records by a subject matter expert. Field work can be completed during the weekend, if required.
TASK #3 FORMS
Upon completion of the field effort and within 45 days, the selected contractor will record each of the evaluated sites on a Florida Master Site File Historical Structure form (version 4.0). At a minimum, the shaded fields of the form (minimum acceptable level of documentation) shall be filled in, and each form shall be accompanied by a USGS 7.5’ map with structure location pinpointed in red, a large scale street map, and a archival quality black and white or digital image of the main façade of the building. MacDill shall review the draft version of the forms. After review by MacDill AFB, the selected contractor will submit a draft final version of the forms to MacDill AFB for submittal to the Florida SHPO.
The selected contractor shall prepare a draft, draft final, and final version of the state inventory forms for submittal to MacDill AFB. The draft final forms shall be submitted to the SHPO for review and comment. It will be the responsibility of MacDill AFB to submit the final site record forms to SHPO. One set of each form shall be submitted to MacDill AFB in both hard copy and electronic format. An electronic version of the forms shall be provided on CD-rom. One set of black and white photographs shall also be submitted to MacDill AFB accompanied by a photo log and the negatives. Alternatively, if digital photographs are submitted, the digital image must be at least 1600 x 1200 pixels, 24-bit color, in .jpeg or .tiff format. If digital photographs are submitted, a hard copy (plain paper is acceptable) of the photo must also be submitted. All digital photographs shall be submitted to MacDill AFB accompanied by a photo log.
TASK #4 SURVEY INVENTORY REPORT
Once the data collection and field survey have been completed, each of the identified sites will be evaluated. The selected contractor will follow the guidelines of the National Register Criteria for Evaluation (Bulletins 15 and 16). The evaluation will include the photographs, location maps, field sketches and maps or plans detailing historic boundaries for any facility meeting the National Register criteria. A Florida Master Site File Historical Structure forms will be completed for each of the resources evaluated and will be included as an appendix to the report.
Results of the historic building survey and evaluation will clearly and defensibly state whether each evaluated site meets, or does not meet, the criteria for inclusion in the National Register of Historic Places. The final document will consist of three parts:
1) Summary of the base records search, and field efforts, supplemented with discussion of the MacDill AFB facilities built between 1966 and 1970, including appropriate property type analyses.
2) National Register evaluations for each of the evaluated sites. The evaluations will include photographs, location maps, field sketches and maps or plans detailing the historic boundaries for the facilities.
3) Florida Master Site File Historical Structure forms for each of the evaluated sites as an appendix. The form shall be accompanied by a 1) USGS 7.5” map with structure pinpointed in red; 2) large scale street or plat map; and 3) photograph of the main façade in archival B&W print (at least 3”x5” size) or digital image file (at least 1600 x 1200 pixel, 24-bit color, .jpg or .tiff format) .
This information will be provided in a report format and include maps and photographs to support the conclusions. The selected contractor will provide three copies of the full report including all appendicies for each version. A Draft, Draft Final, and Final version of the report shall be prepared. At a minimum, the Draft Final version shall be submitted to the SHPO for review and comment. MacDill AFB will be responsible for submitting the report to the appropriate agencies.
