F2S3C59117A001 - Mass Notification System For Bldg 1995
22 JUL 2009 MNS Site Visit Questions & Answers:
1. Is there an existing base-wide or “Giant-voice” mass notification system installed at the base?
Yes. However, the MNS for Bldg 1995 will act as a stand-alone unit and will not tie into the base-wide Giant-Voice in place.
2. If yes, what is the manufacturer and model of the existing base-wide system controller? Not applicable, as integrating new MNS into current Giant-Voice system is not an option to take into consideration.
3. Does this building’s indoor mass notification system have to be able to be activated by the base-wide control system? Yes per UFC 4-021-01 Paragraph 5-8. While it will not be connected to the current outside MNS, it still must be capable of having a phone input to remotely annunciate (per the statement of work) and the messages must have the ability to be activated by a contact closure other than the LOC. These are standard features of the MNS ACUs that I’m familiar with.
4. If a special interface unit from the existing base-wide system vendor is required in order to activate this indoor building MNS, does that special interface unit need to be part of this bid, or will it be a separate add-on that will be obtained by the base in order to expand their existing system? Not applicable, as integrating new MNS into current Giant-Voice system is not an option to take into consideration. When required it shall be a separate add-on to the system you are installing.
5. Is the system to be activated by ATI/CCU giant voice system? No.
6. Ask them to elaborate on what they mean by “compatible with” the Simplex FACP. Usually, it means that the MNS can provide a contact closure to the FACP during MNS activation that silences the
FACP notification circuits, so that a MNS message/strobes can be heard/seen. Is this what they mean by compatible? What else, if anything, must integrate/interface between MNS and FACP? MNS system must provide the means to temporarily silence the annunciation from the FACP if the FACP is in alarm and the MNS needs to broadcast a message. This means that they will have to modify the fire alarm system wiring. Reference UFC 4-021-01 paragraph 5-4.5 and Figure 5-2 (Caviate – The UFC requires that this override function not produce a trouble signal in the FACP. This will most likely require a DPDT relay setup instead of the SPST shown in the figure). Do not assume that a simple contact closure connected to the FACP will temporarily silence the FACP annunciation during MNS annunciations.
7. What specific MNS trouble/alarm conditions should be reported to the Monaco unit? For example it could be low battery, AC fail, speaker/strobe fault, or an indication that there was an MNS activation, etc. Will the Monaco unit have all the necessary dry contact inputs available? (A single panel trouble input to the Monaco transceiver is all that is required for the trouble notification. Whatever triggers the
MNS ACU trouble indication will be reported. If a MNS alarm is activated it will send a general alarm to the D21. Both these signals can be accommodated with a single zone input on the Monaco transceiver, There is separate zone is available.)
