2. TSgt Payne welcomed everyone to the pre-proposal conference. TSgt Payne proceeded to discuss the following items to all in attendance:
a. This solicitation will result in a firm-fixed price Indefinite Delivery/Indefinite Quantity (IDIQ) contract to support base and airfield requirements. The requirements for the Rubber Removal and Airfield Painting IDIQ are addressed in the specifications, with work to be conducted at Laughlin AFB, TX and Spofford Auxiliary Airfield. The period of performance is a base year plus 4 option periods of 12 months each, if options are exercised. Proposals are due Monday, 9 May 11, 4:30 p.m, C.S.T.
b. This is a competitive best value source selection with past performance significantly more important than cost or price.
c. Reiterated the importance of reading the entire solicitation package, especially Sections L, Instructions, Conditions and Notices to Bidders and Section M, Evaluation Factors for Award. Section J contains an offeror’s checklist.
d. The pricing vehicle for the proposed contract will be the Pricing Schedule, Attachment 4, of the Solicitation.
e. Offeror’s were reminded to read Section H of the solicitation which contains special contract requirements.
f. Offeror’s will be provided blank question and answer sheets for their use. All questions need to be submitted to this office, in writing, no later than Friday, 22 Apr 11, 4:30 p.m.
g. The guaranteed minimum amount under this contract is $5,000.00 and maximum is $2,000,000.00 for the life of the contract. Individual task orders will be issued for each project.
h. Follow instructions for preparation of proposals which include two separate bound parts consisting of:
Part I Price Proposal, the RFP sections A-K and the offeror’s price proposal (pricing schedule).
Part II, Past Performance Information.
i. All proposals must be complete, self-sufficient, and respond directly to the requirements of the solicitation. Failure to furnish a complete proposal, by the proposal closing date, may result in the proposal being unacceptable to the Government, and elimination from consideration for award.
j. A bid guarantee in the amount of $5,000 (minimum guaranteed amount) is required to be submitted with the proposal.
k. All contractors are required to be registered in Central Contractor Registration (CCR).
l. Contractor needs to be up to date on VETS 100 registration.
m. All contractors are required to be registered in E-Verify.
n. Currently there are no amendments issued. If any are issued, a copy must be signed/dated and returned with proposal
o. Past Performance Questionnaires are due to this office by, Friday, 22 Apr 11, 4:30 p.m., as required in the solicitation.
3. Again, all attendees were reminded to submit all questions by Friday, 22 Apr 11, 4:30 p.m., so they can be reviewed and proper responses provided in an amendment via Fed Biz Ops website.
4. Since there were no other questions or comments, everyone was asked to proceed to the site visit. Airfield Management met the attendees at the site and provided access to the proposed areas of work. The site visit concluded at approximately 1045 A.M.
Minutes prepared by TSgt Stephen A. Payne
b. The following are the pre-proposal conference questions received and the Government responses.
Rubber Removal and Airfield Painting
26 Apr 2011
1. The specifications say that chemicals can be used “if approved.” Does this approval need to take place before or after the bid date?
ANSWER: Please refer to specifications, Section 2A, paragraph 2.2.
2. Is the rubber buildup primarily in the two ends, or do you have any displaced thresholds, ALS or other landing areas?
ANSWER: No, runway ends are the only areas anticipated for rubber removal. Please refer to specifications, Section 2A, paragraphs 1.1 and 1.2.
3. The qty for rubber removal is very high, what is the length and width of each end of R/W S where rubber is to be removed?
ANSWER: Actual quantities required will be determined for each individual project/task order when actual requirements are identified; however, a typical runway end would be approximately 100,000 square feet. Please thoroughly read information in pricing schedule regarding the intended use of the quantities identified in the pricing schedule.
4. You are calling for 10 mobilizations each year; does this mean you will have 10 del orders each year?
ANSWER: The quantities are estimates, for evaluation purposes only, and for offerors to formulate and propose a unit price. The quantities are not intended to be viewed as yearly quantities. These are “estimated” quantities for the life of the contract. There should only be one mob and demob for each task order, unless the specific requirements for a particular project dictate otherwise. The RFP estimate is for approximately ten mobilizations over the life of resultant contract. However, it must be clearly understood that the estimated quantities are not intended to establish a maximum. The maximum will be dollar driven; $2M for the life of the contract. The life of the contract could be the 5 years, if options are exercised, or when the $2M is reached.
5. Paint removal, does this include all miscellaneous markings?
ANSWER: Yes. The price should be based on the unit of measure identified for that particular line item.
6. Do all bidders fully understand 100% paint removal means 100% with no damage to pavement or joints?
ANSWER: Please refer to the specifications, Section 2A, paragraph 1.2.
7. Dollar amount for each del order?
ANSWER: The dollar amount for each task order may vary and will not be known until requirements are identified, subject to funding availability.
8. Do all bidders understand that no run-off of water from R/W will be permitted, for rubber and paint removal?
ANSWER: Please refer to Amendment 01, Specifications, Section 2A, paragraph 6 for clean-up procedures.
9. Furnish the name of the contractor who previously had this contract?
ANSWER: Hi-Lite Markings, Inc.
10. How many mobilizations were needed to perform each option year and the quantities for each task order requested?
ANSWER: The last rubber removal contract awarded was for a single project, and not for establishment of an IDIQ contract.
11. Please clarify bid bond rate?
ANSWER: In accordance with, the solicitation (SF 1442), block 10, paragraph C., the bid bond amount must be $5,000; the established minimum guaranteed amount.
