Questions

Building 2008 Renovation

1. There is a concern on the weight of the new AHU-9 and the buildings structural load capacity. Will a complete set of as-builts be issued to verify that the building is structurally sound to bear the weight of the new unit. As-builts will certainly minimize the amount of RFIs that we are getting ready to submit.

GOVERNMENT RESPONSE: All as-builts that are available will be provided at time of award.

Refer to 3.3.64 of the SOW, which states that “AHU-9 should be installed on a new contractor provide steel support system” as per 3.3.36 to provide and install steel support framing for air handler. This is a design-build requirement.

2. During review of the subject project we noticed that the construction time is only 100 calendar days. I would like to bring to your attention that there are some HVAC and electrical equipment that require long lead times to be manufactured and delivered to the site. We have been encountering as much as 8 to 10 weeks for HVAC equipment and the sometimes the same for electrical equipment. If we count the days required for submittal review, this equipment would not be on site until the project is scheduled to be completed. I would suggest adding 90 calendar days to the project to accommodate these lead times.

GOVERNMENT RESPONSE: Period of Performance to be modified to include Government Review time and material lead time.

3. Statement of Work para 3.3.67 refers to maintaining the roof warranty with the current installer. Who installed the recent roof and has the warranty?

GOVERNMENT RESPONSE: The contractor for warranty is ALS Roofing.

4. Please provide the AF Form 3064 in .pdf format. We can’t download the form from the website provided in Section M para M-2 C on page 49 of 50.

GOVERNMENT RESPONSE: PDF Version attached.

5. The Govt reviews between design periods is 14 calendar days per Statement of Work para 5.6.6. These reviews cannot be part of the contractor’s performance period, for example CLIN 0003 only provides a total of 15 days.

6. Bid Schedule CLINS 001, 002 and 0003 all has time frames after NTP. These Design phases are in sequence and can only begin after each Govt review of each Phase (see question 3 above). Recommending the three phases with the Govt review periods by stated as one design phase of (30+14+30+14+15+14) for a Design Phase of 117, preferably 120 days.

7. Does the Government’s concept design meet the requirements of a SCIF per the attachment provided in the solicitation or are additional measures required?

GOVERNMENT RESPONSE: This is a design build project. Contractor is to verify conceptual design provided and re-evaluate, if necessary, for engineering and code compliance purposes.

8. Where is the SCIF boundary located on the plans?

GOVERNMENT RESPONSE: This building will not be a SCIF. The conceptual design includes structural and architectural features that are compliant with the physical security requirements mandated by the governing regulations, DoDM 5200.01-V1.

The majority of the contract area is to be constructed as a Secret Collateral, Open Storage area.

The old Subway dining and kitchen area and restrooms are outside the Secret Collateral area,.

The contractor should use DoD Manual 5200.01, Volume 3, “DoD Information Security Program: Protection of Classified Information, Appendix to Enclosure 3 – Physical Security Standards” (primary) and the Department of Homeland Security MD 11046, “Open Storage Area Standards for Collateral Classified Information” (secondary) as the basic guidelines for construction. Please see attachments. Entry doors should be solid core similar to those used for a SCIF, door frames are to be foam insulated for sound attenuation, and the perimeter walls of the area are to be true floor to ceiling. The contract is to also provide and install raceways and power supply infrastructure for a future Intrusion Detection System.

9. Why does Server Room 106 have such low HVAC requirement? If additional HVAC is required please provide heat loads of servers and number of personnel in the room.

GOVERNMENT RESPONSE: Refer to SOW, 3.3.67. Government will be providing additional cooling to tie into chilled water system that is part of this SOW.

10. Please confirm cost of this renovation will not exceed 50% of building replacement value and will not trigger compliance with ATFP per UFC 4-010-01.

GOVERNMENT RESPONSE: No, the cost is not exceeding the 50% of the building replacement value.

11. We can coordinate with CPS but will Govt pay any CPS fees either directly or through contract modification. We cannot get CPS estimates prebid. Does Govt have an allowance and could that allowance be stated on a revised bid form if we are to include that allowance in the bid?

GOVERNMENT RESPONSE: Government is already accounting for purchase and installation of transfer and associated equipment. CPS (or any other required regulatory or installation authority) fees and costs are minimal.

12. The Floor plans differ from A-2 to “Final Floor Plan” on last unnumbered page. See

Server Rm 106

GOVERNMENT RESPONSE: Final Floor Plan is just a schematic on furniture planning purposes during design start for workstation support. Customer has reviewed the conceptual drawings. Please refer to A-2 for bidding purposes.

13. Confirm Restrooms ARE in contract (and not as stated NIC on A-2). What restroom renovations are required to be in contract?

GOVERNMENT RESPONSE: Refer to SOW statement 3.3.1 and associated SOW requirements for restrooms.

14. A-3 Gen Note 9. What is the “true ceiling” and where is it?

GOVERNMENT RESPONSE: True ceiling is the actual GWB ceiling located above the drop down ceiling.

15. Please confirm the owner will provide CAD files to the awarded contractor.

GOVERNMENT RESPONSE: Upon award government will provide AutoCAD files. Please be aware that any provided files may not be in the required format and it is the Contractor’s responsibility to abide by the drawing standards in the SOW and appendices.

16. Contractor concern: Paragraph 3.3.41. Drawing sheet A-2, note 4 states to install mud-walls to bottom of ceiling..." Referenced drawing sheet appears to identify mud walls on both sides.

Contractor recommended solution: Government to identify the locations of the mud walls. Example RM 107 mud-walls interior of room only. OR RM 107 mud-walls on interior of RM 107 interior of RM 109 opposite of RM 107, and interior of RM 105 opposite of RM 107 mud-walls exterior of RM107 in hallway.

GOVERNMENT RESPONSE: Mud walls are on both sides. No indication in SOW or drawings that they are only one sided. Exact location of mud wall sections is indicated on the drawings.

17. Contractor concern: During the walk-through, Rebecca Gutierrez mentioned that a new ramp was to be design and constructed on the other side of the existing one. Paragraph

3.3.55 does not identify this scope of work.

Contractor recommended solution: Government to provide in writing that a new ramp is to be designed and constructed on the other side of the existing one.

GOVERNMENT RESPONSE: There is no “new” ramp to be provided. Refer to 3.3.33 which states only to “repair exterior concrete ramp as necessary to ensure ADA compliance”.
