SCOPE OF WORK

17 August 2016

1. PROJECT NUMBER: JBSF140047

2. TITLE: RENV-Modify HVAC Sys to Increase Room Ventilation, B3260

3. PROJECT LOCATION: JBSA Fort Sam Houston

4. GENERAL DESCRIPTION OF WORK

Building 3260, the Tri Services Research Laboratory is a medical research facility with admin, laboratory, vivarium, surgery and warehouse areas and chamber rooms with a gross square footage of appx. 150,000 square feet.

The facility HVAC system consists of two 700 ton water cooled chillers and associated cooling towers, various hot water and steam boilers, 7 air handling units with supply air flow rates ranging from 17,000 to 46,000

CFM, numerous small air handlers and fan coil units and approximately 350 supply, return and exhaust terminal units.

Work under this contract is limited to relocating the exhaust grille and duct work to finished floor level and for modifying the HVAC system as necessary to provide a minimum ventilation rate of 15 total air changes per hour (ACH) in the following rooms: 3059, 3061, 3063, 3066, 3065, 3173, 3177, 3202, 3198, 3199, 3203 and 3160, and for increasing the ventilation rate to 15 ACH only in rooms 3057 and 3015 (no relocation of exhaust components in these rooms).

All rooms have 100% outside air. Rooms are served either by AHU 7 or by

AHUs 5&6. These rooms will be converted to operating rooms, similar to existing operating rooms 3060, 3062 and 3064.

6. PERFORMANCE SPECIFICATIONS/DETAILED SCOPE OF WORK:

6.1 DEMOLITION

Contractor shall use means and methods to minimize excessive dust and noise. If excessive noise during demolition/construction is unavoidable contractor shall notify the contracting officer or designated government representative within a minimum of 7 (seven) working days in advance to allow for coordination with building manager.

6.1.1 Architectural/Interior

See Attachment 5, Design Drawings.

6.1.3 Existing Devices

Existing devices shall remain in place during renovation work. Contractor shall protect devices to prevent damage.

6.2 NEW WORK

Contractor shall supply labor and new materials unless otherwise specified to provide a complete and usable system.

6.2.1 Architectural

6.2.1.1 GFRP Ceilings

The Glass Reinforced Ceilings that are modified as part of this work shall be repaired/installed IAW section 09 57 13 GFRP CEILINGS.

6.2.1.2 Aqua-Tough Ceilings

Existing ceilings that have Aqua-Tough gypsum board will be patched and repaired using like material and construction method as existing.

6.2.1.3 Painting

New masonry exhaust returns shall be painted in accordance with section

09 96 00 HIGH PERFORMANCE COATINGS.

6.2.2 Mechanical

The mechanical systems shall be installed in accordance with project requirements drawings, specification and equipment manufacturer recommendations.

6.2.3 Electrical

Equipment designated to have an electrical disconnect shall be provided with a factory installed and wired disconnect switch sized for the electrical characteristics of that piece of equipment. Equipment not designated to have an electrical disconnect switch shall have a field installed disconnect provided and installed by the electrical contractor.

6.2.4 Environmental

Contractor personnel will be required to show proof of most recent tuberculosis test prior to being allowed access to the facility to perform the work.

7. PERFORMANCE PERIOD/LIQUIDATED DAMAGES

Project schedule shall be submitted IAW section 01 32 16.00 10 PROJECT

SCHEDULE. Liquidated damages will be assessed as provided in the contract for failure to complete the work within the specified time.

8. PHASING REQUIREMENTS AND HOURS OF OPERATION/DAILY WORK HOURS

There will be phasing requirements for demo and installation of new work per the SOW/specifications. The project will require the Contractor to submit a preliminary schedule after award which should outline the entire project proposed timeline to complete the project including the design phase. In addition, during the construction phase, the contractor needs to include the proposed method of how they will “phase” each of the relocating the exhaust grille, ductwork, and HVAC Systems. Construction Efforts will require phasing due to only two rooms can be under construction at a time.

Consideration needs to be given to the operation of the facility and how the work will impact the Government. The facility will be occupied during this period. The Facility Manager and or his representative will provide escort personnel for personnel assigned to this project. Normal work hours are 0730-1700 Monday-Friday. Work days and hours other than indicated must be approved prior by Contracting Officer.

9. GOVERNMENT FURNISHED ITEMS

As built drawings for building 3260 upon contractor request.

10. NOTED CONTRACTOR REQUIREMENTS

10.1 Prior to Contract Award

10.1.1 Pre Bid Site Visit

Attend a Pre-Bid site visit to verify measurements, quantities and investigation of existing site conditions.

10.2 After Contract Award

10.2.1 Contractor Quality Control Reports

Contractor shall submit daily (or more often, as applicable) Contractor

Quality Control Report (CQC) IAW section 01 45 00.00 20 CONTRACTOR QUALITY

CONTROL.

10.2.2 Lay Down Area

Contractor shall coordinate with government representative to determine the location for the project lay down/storage area.

10.3 Debris and Cleanup

Upon completion of the workday, the contractor shall leave the work area in a clean manner. All project generated debris and waste shall be removed from the site and disposed of at an appropriate location off post.

10.4 Toilet Facilities

Are available for normal use. Contractor shall have a designated area for cleaning tools and debris disposal, the use of building restroom facilities are not to be used for cleaning of tools or dumping of hazardous material.
