PERFORMANCE WORK STATEMENT
SUPPLY AND DELIVERY OF LIQUID PROPANE
CAMP BULLIS, TX
1. General
Contractor shall furnish all labor, supplies, equipment, and parts necessary to deliver propane to various locations at Camp Bullis, TX. The 502d Civil Engineer Flight has a requirement for propane to be delivered to various buildings on Camp Bullis, TX, to be used as a source of heat or for food preparation services, on an as-needed basis. This Performance Work Statement
(PWS) defines the required delivery of liquid propane services required to ensure a consistent supply is available for all designated activities.
2. Scope
The primary objective of this effort is to deliver liquid propane to approximately 45 buildings on an as-needed basis. The liquid propane’s primary function is for cooking and heating. Delivery is arranged through a Service Order submitted to the Contractor by the Contracting Officer
Representative (COR).
3. Specific Tasks
3.1 Delivery of liquid propane to the required buildings is accomplished and arranged through a
Service Order and is expected that 1 to 4 hours notice will be given to the Contractor for this requirement. All Contractor deliveries shall be made IAW Service Orders executed by the COR.
3.2 The attached Exhibit 1 – Liquid Propane Delivery Locations, lists specific tank locations that require liquid propane re-fills. It lists tank size in gallons and shall be used in conjunction with the Service Order. It is anticipated that under normal conditions it will be updated on a bi-weekly basis; however the Government reserves the right to change the order ‘on-the-spot’ should it become necessary. In the event that an ‘on-the-spot’ deviation occurs a determination will be made at this time whether it is to be temporary or permanent, indicating a change to the
Exhibit 1.
3.3 Any container that is damaged, corroded, or appears to be leaking, must be removed from service and the COR will be notified immediately.
3.4 The COR, POC, or other authorized Government representative will sign for each delivery.
If circumstances do not permit a timely signature, the Contractor shall immediately contact the
COR to notify of the delivery.
4.0 Emergency Service
Emergency bleed off procedures of the liquid propane tanks may be required, as necessary. If possible, a 1 to 4 hours notice will be given to Contractor for this service.
5. Security Requirements
5.1 All personnel entering Camp Bullis and Fort Sam Houston are subject to vehicle and personal security checks.
5.2 Access to Camp Bullis and/or other restricted areas is permitted on a day-to-day basis by the
Range Control Officer. Therefore, access of test range sites cannot be guaranteed, but is normally granted on a daily basis. It is confidently anticipated that the Contractor will be permitted access after clearance through the Range Control Officer most of the time. In the event access for a delivery is restricted, the Contractor shall notify the COR immediately. The
COR may make arrangements for delivery time during other than normal work
6. Safety
The Contractor is responsible for safety of all Government property as well as the safety of personnel employed in the administration of this order. Propane transporting, handling and safety shall be maintained in accordance with all applicable NFPA, Federal, state and local laws and regulations.
7. Contractor Vehicles
7.1 Every Contractor vehicle must be visibly identified with the company name. Each vehicle must be appropriately equipped for its function and in the best possible operating condition.
Motor vehicles entering the boundaries of Camp Bullis shall have, and maintain, a valid license, state registration, and appropriate vehicle insurance. All vehicles shall be issued a pass at one of the entrances to Camp Bullis. The driver must present his valid driver’s license, state vehicle registration, appropriate proof of vehicle insurance, and all employees must present official
Contractor identification.
7.2 Contractor personnel operating motor vehicles on the installation shall have a valid driver's license for the category of vehicle being operated and shall comply with posted signs on the installation. Each driver must be knowledgeable regarding procedures for restricted access to certain areas and practice these procedures consistently. Part of these procedures consists of obtaining a pass for access to restricted areas.
