PERFORMANCE WORK STATEMENT (PWS)
Testing Specialist (Test Examiner)

1.0 DESCRIPTION of SERVICES
Background: The Kirtland AFB Education Center sponsors a multi-faceted testing program as part of the voluntary education program and the testing specialist is responsible for the administration of various types of exams, data entry, and production of the concomitant statistical records.
2.0 Summary of Requirements:
Personnel Qualifications: A baccalaureate degree from a regionally or nationally accredited American college or university is required. Excellent customer service skills and verbal communication skills are essential. Appropriate related professional work of at least 1 year is highly desirable. Knowledge of and experience with standardized educational and military testing programs is required.
Knowledge of and 1 year’s experience with AU A4/6 (formerly AFIADL) e-Exam testing programs are required. Knowledge of and experience with AF terminology, office procedures, and education programs plus familiarity and facility with Microsoft Windows, Office, Word, PowerPoint, Excel are required. Individual must take the DANTES course for test examiners and pass the course exam. Test examiner must have an approved National Agency Check to begin work. Resumes and transcripts shall be submitted with bid packages to AFNWC/PKOA, 2000 Wyoming Blvd, S.E; Kirtland AFB, NM 87117.
Mission Support Tasks: Administer exams appropriate to the voluntary education program including but not limited to the Scholastic Aptitude Test, the DANTES (Defense Activity for Non Traditional
Education Support) Standardized Tests, the College Level Examination Program, the American College
Test, the AF Reading Abilities Test, the Professional Military Education program exams, Career
Development Course exams, Certification exams, individual college and university course exams.
Additional Tasks: Test examiner must maintain all applicable inventories and handle any controlled items in the appropriate manner. All actions will be governed by the policies and guidelines contained in
AFI 36-2306, the DANTES and AU A4/6 examination program instructions and any other applicable instructions or manuals.
Analysis and Support Tasks: Test examiner will keep appropriate logs, compile data, perform analysis, maintain inventories, and produce reports as required. Examiner will inform students of the arrival of exams and report results. Examiner is authorized access to the safe and will have the necessary combination. Test examiner will keep the appropriate documents regarding the opening and closing of the safe. The examiner will produce any shipping documents required for test administration.
Government Furnished Property: The Government will furnish all equipment, software, and supplies necessary for the testing program. The Government will be responsible for the maintenance of both equipment and software.
Management: The test examiner will follow the guidance provided by the Education and Training
Section Chief (Test Control Officer), the Counselor (Assistant Test Control Officer), and/or the Squadron
Flight Chief.
3.0 NON PERSONAL SERVICES: The contractor is not an employee of the Air Force and Education
Center management will guard against any actions that are of the nature of personal services. If the contractor feels that any actions constitute, or are perceived to constitute personal services, it shall be the contractor’s responsibility to notify the Contracting Office (CO) immediately. All decisions relative to the programs supported by the contractor shall be the sole responsibility of the Government.
4.0 CONTRACTOR IDENTIFICATION: The contractor/subcontractor shall wear company picture identification so as to distinguish themselves from Government employees. When conversing with
Government personnel the contractor shall identify themselves as such to avoid situation arising where sensitive topics might be better discussed solely between Government employees.
Contractors/subcontractors shall identify themselves on any attendance sheet or any coordination documents they may review. Electronic mail signature blocks shall identify their company affiliation.
Contractor/subcontractor personnel shall, as a minimum, wear identification name tags with the word
“contractor” after their name.
5.0 HOURS OF OPERATION: The schedule will be determined by those responsible for the management of the Kirtland AFB Education Center. The usual schedule will be 5 sessions a week, each session approximately three hours in length. Education Center management will notify the examiner the day prior to testing if any session is to be cancelled. Number of sessions per week and start times of each will be determined by the Education Center management specified in section 2.0.
Billable Hours: Contractor will submit an invoice monthly to Education Center management, usually the
Assistant Test Control Officer. The management representative will certify the hours worked and authorize payment.
6.0 Place of Performance: Work shall be performed at the government facility specified by the
Education Center management. Usual site will be the Testing Room and Testing Office within the
Education Center, Bldg 20620, KAFB.
7.0 Period of performance: The period of performance for this contract shall be for one (1) year from date of award plus four (4) one year Option Periods.
