About this file
This is a Questions and Answers document clarifying requirements for a federal telecommunications contract opportunity.
The contract involves providing local and long-distance telephone services to a military base, with specific emphasis on emergency 911 connectivity. Key requirements include: adherence to DISA Security Technical Implementation Guides (which reference NIST standards); provision of connectivity between the Base Public Safety Answering Point (PSAP) and local PSAP, utilizing CAMA trunks, ANI, and ALI capabilities from the local area to the base; and international long-distance capability to any country where the U.S. has military presence, with no set pricing established. The base PBX is capable of routing emergency 911 calls directly to the on-base PSAP without using the contractor's external circuits. For long-distance services, no set monthly minute allowance or overage billing threshold has been established; historical data shows 23,751 minutes for the last two months. No extension to the quote due date was granted despite an offeror request for a two-week extension. Technical submission requirements are limited to two documents: a Mission-Essential Function Plan and a Cutover Plan, both meeting specifications outlined in Attachment 1 of the Performance Work Statement (PWS).
