About this file
This is a pre-proposal conference briefing presentation for the Fence-to-Fence (F2F) Environmental Services contract supporting Patrick Space Force Base (PSFB), Cape Canaveral Space Force Station (CCSFS), and Avon Park Air Force Range (APAFR). The site visit occurred on May 6-7, 2026, with subsequent key dates including vendor questions due May 18, 2026; anticipated government response June 17, 2026; RFQ posting June 17, 2026; RFQ closing July 17, 2026; and estimated award August 17, 2026. The contract is a hybrid Firm-Fixed-Price (FFP) for tasks and Time & Material (T&M) for travel and miscellaneous expenses, with an 8-month base year plus four 12-month option years. The contract vehicle is GSA MAS 8a Competitive under SIN 541620 (Environmental Consulting Services), Acquisition ID 47QFWA26K0005, with GSA Contracting Officer Clyde Gardner overseeing the procurement.
The scope encompasses comprehensive environmental support across five geographically separate installations in Florida, including four satellite radar locations. Services include hazardous waste/material management, environmental sampling and monitoring, air quality compliance, wastewater and stormwater permits (MS4 and MSGP), solid waste management, petroleum/oil/lubricants management, environmental management systems, toxics management, public notifications, and plan/permit reviews. The contractor must provide personnel, equipment, vehicles, supervision, and materials unless government-furnished. Specific deliverables include compliance with multiple permits (RCRA, NEPA, Air General Permit, wastewater permits, stormwater permits), monitoring of landfills and storage tanks (195+ across all installations), design review evaluations at 30/60/90/100 percent phases, and semi-annual reporting. All communication must route through the GSA Contracting Officer or Project Manager; no verbal responses are binding. The government emphasizes the Spaceport of the Future initiative requiring increased launch capability, necessitating infrastructure improvements and environmental planning completion before construction execution.
