About this file
This is a Questions and Answers document addressing clarifications for a walk-in freezer procurement at Holloman Air Force Base. The freezer must meet interior dimensions of 10' x 16' x 8'6", be installed on a concrete slab foundation (which the vendor should provide), and include remote pre-assembled refrigeration equipment with the condensing unit located at least 60 feet from the unit at ground level. The unit requires three-phase electrical service, must be accessible via forklift or manual handling by delivery personnel, and should feature aluminum diamond treadplate on the lower walls, door interior, and floor. The door installation should be on the 10-foot wall, and the freezer must include temperature monitoring capability integrated with the thermostat/control system.
The vendor's scope includes site preparation, concrete pad construction, on-site assembly, refrigeration piping/line-set work, electrical connection, startup/commissioning, and delivery—with pricing to be broken into separate line items for base freezer unit (CLIN 0001), shipping, delivery, and installation (CLINs 0002 onwards). Base Civil Engineering will only handle power connection and electrical hookup. Delivery must occur during normal business hours (8 a.m. to 4 p.m.), and personnel require base access obtained through visitor center sponsorship with 24 hours' notice. Preferred brands include Thermalrite, Amerikooler, Norlake, and Masterbilt. The contracting officer indicated delivery should be "as soon as possible" if the contractor provides the foundation.

Q & A for Walk-in Freezer
1. Is a level concrete pad already in place at the intended location or is site preparation part of the vendor's scope?
No, we would need to get someone to build a concrete pad. We would prefer site preparation to be part of the vendor’s scope.
2. The specification calls for remote preassembled refrigeration. Is electrical connection to the unit's disconnect the responsibility of the vendor or will base Civil Engineering perform the hookup?
This would be CEs responsibility to connect the unit to the hookup.
3. For the "delivery/setup" line the notice asks us to price separately, does setup mean panel assembly and placement only, or does it also include mechanical and electrical commissioning?
We would prefer the price to include everything.
4. What is the required delivery date or period of performance?
If the contractor can provide the foundation, then ASAP.
5. Is there a formal RFQ package (SF 1449, clause list, CLIN structure, evaluation criteria) beyond the description posted on SAM.gov? If so, please provide it.
A formal RFQ package will be presented to the awarded contractor. The CLIN structure will consist of: CLIN 0001 – Walk-in Freezer, CLIN 0002 and on will be reserved for the additional expenses such as shipping, delivery, installation, etc.
6. What is the process and lead time for base access for delivery and setup personnel, and who sponsors the visitor request?
This process is easy. The company would need to give me this information ahead of time, and I can send a request to the visitor center at least 24 hours in advance. We can have a member from the Dining Facility sponsor that person on base.
7. Is there a brand name/model number that is preferred or that can be used as a reference?
Thermalrite, Amerikooler, Norlake, Masterbilt https://www.chefsdeal.com/p/walk-in-freezers/nor-lake-ftof871016-x?
msclkid=058a6e38d62017879738049be16087a6&utm_source=bing&utm_medium=cpc&utm_campaign=Cmp-Bing-PMax-BestSeller-Prismoon-SU&utm_term=2325123496711326&utm_content=AG-P.Max-AllProducts-Prismoon-SU ^^ this does not fit all our requirements—it is just an example.
8. Is installation required?
Yes.
9. The exact delivery location at Holloman AFB and whether a dock, forklift, crane, or other unloading support will be available.
Shifting Sands Dining Facility. 660 Idaho Avenue, Bldg 274.
No, we do not have any unloading support here at the Dining Facility. All would have to be provided by CE or the delivery person—preferably the delivery person.
10. Whether “delivery/setup” includes on-site assembly, refrigeration piping/line-set work, electrical connection, startup/commissioning, and/or permits; if so, please identify the Government-furnished electrical service/voltage and point of connection.
That needs to be done by the contractor. CE would only work on power and hookup.
11. Whether the 10' x 16' x 8'6" dimensions are exterior dimensions and whether the specified door orientation/location is at the Government’s discretion.
This is our requirement for the interior dimensions.
12. Whether the freezer pad/foundation is Government furnished, and whether there are any base-access, escort, badging, vehicle, or delivery-hour requirements suppliers should price.
We do not have a current freezer pad/foundation, so we would need to get with CE to do this.
Yes, they will need base access or be eligible for base access. We would prefer the item to be delivered during normal business hours (8-4).
13. What is the approximate distance from the walk-in freezer to the location where the condensing unit will be installed?
At least 60 ft.
14. Will the condensing unit be located on the roof of the building or at ground level?
This should be connected to the unit.
15. What electrical phase is required for the refrigeration equipment: single-phase or three-phase?
Three-phase.
16. Will the walk-in freezer be installed on a concrete slab or gravel base?
It will need to be installed on a concrete slab.
17. Should the door be installed on one of the 10-foot walls or one of the 16-foot walls?
10-foot wall.
18. Will pallet jacks, hand trucks, or similar material-handling equipment be used inside the walk-in freezer?
Yes.
19. Please confirm where the aluminum diamond treadplate is required:
i. Floor
i. Lower walls
i. Door interior
i. Door exterior
i. Other location Specifically, should the entire walk-in freezer floor be covered with aluminum diamond treadplate?
At minimum, it needs to be lower walls, door interior, floor.
20. Would the Government like a temperature monitoring device to be included as part of the thermostat/control system?
Yes, this is a requirement
