Questions and Answers from Giant Voice Site visit held on 3 August on Hill AFB

1. What is the frequency the current Giant Voice System is running on?

a. The Giant voice radio transmission for command and control is currently running on a

VHF frequency of 139.0125Mhz.

2. Is the UFC applicable for this requirement?

a. Yes, the UFC is applicable for this requirement.

3. Do we need to replace the utility poles being currently used or can we use the existing poles?

a. Yes, a change to the requirement has been made where we will not require the installation of new utility poles as part of this requirement.

4. On the photos from the site visit map at site 14 we see a mechanical siren, is this a part of this requirement?

a. The mechanical siren at site 14 is for a separate project and is not part of the Giant Voice system.

5. Can we have photos of Building 891 set-up along with the cable run lengths for Buildings 133 and 593?

a. Bldg. 891 antenna cable length is approximately 97 ft. and power cable for the speaker assembly approximately 150 ft.

b. Bldg. 850 antenna cable length is approximately 107 ft.

c. Bldg. 593 antenna cable length is approximately 185 ft.

6. We noticed that currently all the stacks have hardwired power with some having solar back-ups, what did you want for the new projects?

a. We want all stacks to have hardwired power with all having solar back-ups.

7. We noticed on the original SoO that there was a requirement for a winch system to raise and lower the equipment, is this still the case?

a. No, there is no longer a requirement for a winch system to raise and lower the equipment. The new requirement is for all the tops of the equipment cabinets to be at a height of no more than 6 feet from the ground so that they are at a serviceable height.

8. Will there be a laydown area or warehouses that the vendor can have parts stored for this project?

a. The Government will provide laydown space or warehouse space depending on the type of equipment needing to be delivered for the project. The Government recommends dual receiving for items, but this can be discussed at a later date.

9. Will the vendor need to get base access and how will the vendor get access to restricted areas?

a. A UAL is not needed for this requirement as the Government will provide escorts for the vendor to restricted areas. The vendor will just need to meet the requirements to get base access but that will be coordinated upon award.

10. The Ad Hoc system at the Command Post, does the system need to be integrated into the Giant Voice system?

a. The Government does not yet need integration of the Ad Hoc system into the Giant Voice system at this time, but the Giant Voice system does need to have the capability of being integrated into the Ad Hoc system so the system must be compatible with it.

11. Does the Giant Voice system need to have Zone control?

a. Yes, the system needs to have the ability of performing zone control.

12. Do we need to worry about Audio containment in terms of local ordinances?

a. The base is grandfathered in and as there are 24-hour flights from the base there should not be any concerns with the audio from the Giant Voice as the planes are louder than the Giant Voice system.

13. Are there any indoor systems that the Giant Voice needs to cover or any indoor systems that the Giant Voice system needs to be integrated into?

a. No, the Giant Voice system is only outdoors and does not need to be integrated into buildings and therefore will not need to be tied into the fire suppression systems within buildings.

14. Does the Government know where the power currently is and is there a way to isolate the power so that work can be coordinated near current sites?

a. The Government knows where the power is and can isolate the power when needed.

The Government will also be able to coordinate dig permits for new sites identified by the vendor.

15. How will demolition work for the current system and what is required for the vendor as part of this project?

a. The vendor will only need to remove the existing poles and equipment if they are within 50 feet of the new poles. If this is the case the vendor is responsible for bringing a dumpster on-base to use to dispose of the existing poles and equipment offsite.
