About this file

This statement of objectives describes requirements for a turnkey giant voice system refresh at Hill Air Force Base in Utah. The contractor shall provide all equipment and installation to replace the existing 1998 system, which is unreliable due to age. The new system must provide voice coverage of at least 50db and tone coverage of at least 80db across the entire base. It should reduce the number of speaker stacks while maintaining coverage, and enable equipment to be lowered from poles for ground-level maintenance. Equipment cabinets must be lockable and include intrusion detection. The contractor shall also provide training and a one-year warranty on all work from the date of government acceptance. The solicitation number for this opportunity is F2DCCR3178AC01 through the Department of the Air Force Materiel Command Air Force Sustainment Center.

Statement of Objectives Giant Voice Contract

1. Description

The contractor shall provide all equipment required to fulfill the objectives mentioned below, as well as describe in detail the installation process used and provide a schedule reflecting all locations and dates.

Additionally, Industry will provide all required equipment manuals to operate, maintain and sustain all portions for their technical solution.

2. Background

The current Giant Voice system at Hill AFB, Utah was installed in 1998, upgraded in 2012 and consists of 40 pole mounted speaker stacks/associated amplifiers and control equipment. This system has become increasingly unreliable and difficult to maintain due to the age of the equipment as well as the location/configuration of speaker stacks. See Attachment 1 for current speaker locations/audio coverage/operational status.

3. Objectives

This requirement is for contractor to provide a turn-key solution that will replace entire system with a modern, more easily maintainable base alerting system.

Specific system requirements:

• Voice and Tone coverage for the entirety of Hill AFB o Voice minimum sound coverage = or > 50db o Tone minimum sound coverage = or > 80db

• If possible, reduce the number of speaker stacks while maintaining current audio coverage. It is preferred but not mandatory to use current speaker stack locations for new equipment. If contractor believes a new location will provide better audio coverage, we will coordinate with base CE to gain approval and allied support required for new locations.

• All new equipment installed under this initiative should include installation of new utility pole.

• Existing poles/equipment shall be removed if they are located within 50’ of newly installed equipment.

• Equipment cabinets should be installed at a walk-up serviceable height and fully contained/environmentally sealed.

o Serviceable Height = no greater than 6’ from ground level to top of equipment cabinet o Fully Contained = full enclosure around equipment and power isolation o All equipment cabinets will be able to be secured with a Padlock style locking device and have intrusion detection system capability.

o Cabinets should be outfitted with an intrusion detection system that reports back to all

Command Posts and 75 ABW/SCOIR office that equipment cabinet door has been opened.

• All sound emitting equipment (i.e., protective enclosures for sound equipment, speakers, amps, drivers, any equipment that would normally reside at the top of a pole) should be engineered to allow equipment to be lowered to ground level by industry solution (via…cable/pully system, trapeze, winch system) o Ground level = ground serviceable height with 8’ ladder of no more than 11’ from ground to top of sound emitting equipment

• All equipment proposed as a technical solution needs to be fully functional through temperatures ranging from -10℉ ambient to 120℉ ambient.

• All equipment needs to maintain functionality with sustained winds of 70 knot (Gusts up to 100 knots)

• All stacks need industry solution for individual stack health reporting status.

o All PMI’s need to be capable of being performed at the equipment site and remote access by 75 ABW/SCOIR

• All stacks will have a solar panel trickle charger, mounted on the ground level, south of main pole with a south facing orientation (taking allowance for limited location restrictions…i.e.

Flightline or similar)

• All Software/Firmware will be provided by the same company that provides the equipment solution. Additionally, all Software/Firmware backups will be provided to 75 ABW/SCOIR for equipment sustainment.

• The primary Giant Voice controller unit and software shall include the necessary equipment and software to have the ability to interface with the current solution for the Net-Centric Alerting System (NAS)

• Installation shall be in compliance with UFC 4-021-01, applicable latest editions of the National Electric Code (NEC), and American National Standards Institute/Telecommunications Industry Association/Electronics Industries Alliance (ANSI/TIA/EIA)-568 and -569. Telecommunications grounding shall be done in accordance with TIA/EIA-607 and ANSI-J-STD-607-A-2002.

4. Warranty

All work, including equipment and installation, will have an industry standard one (1) year warranty from time of acceptance of the government. The warranty will include travel to Hill AFB for any meeting and diagnosis of the issue with GOV personnel and repair.

5. Testing

The Government will perform spot inspections and conduct random (periodic) inspections during the installation process to ensure that the contractor is adhering to referenced standards and practices. The Government will participate in the final test procedures.

6. Training

Once installed, contractor should provide maintenance and operator training as a condition of final acceptance.
