PERFORMANCE WORK STATEMENT

For Upgrading the Firmware on Radar Interface Cards located in the KOR Electronics RF Target Generators (2 Dec 2015)

1.0 SCOPE

This acquisition is for a change of firmware on four Radar Interface (RIC) Cards. One each of these cards is located inside one RF Target Generator (RFTG); therefore four RFTGs will be upgraded by this contract. These RFTGs with this upgrade are required for developing the F-16 Operational Flight Programs (OFPs) provided by the Hill AFB Avionics Integration Support Facility (AISF). Software development/testing will be negatively impacted in capability and schedule if these RFTGs are not upgraded.

2.0 BACKGROUND

The Air Force is upgrading the APG-68 Radar antennas through the repair process. After the upgrade, the antennas will communicate on address #6 rather than address #1 on the Radar internal Digi-bus interface. This means that the KOR RF Target Generators (RFTG) will not be able to make targets for Radars with the upgraded antennas. This one-direction repair means that soon there will be no more antennas with the old part number. This contract is to change to the antenna address within the KOR RFTG firmware to make it compatible with the new antennas. This contract is for upgrading the latest four KOR RFTGs which were procured by Hill AFB. The cards will be shipped to the contractor for upgrade and then shipped back to Hill AFB. Hill AFB will install the upgraded RIC cards back into their RFTG systems and verify functionality.

The company that sold the last four RFTGs to Hill AFB, KOR Electronics, has since been bought out by Mercury Systems. Mercury Systems is the sole owner of the data-rights and firmware source code on these RIC cards.

3.0 WORK TASKS

The Government at Hill AFB will remove the RIC cards one at a time and clear/erase the memory chip containing the firmware before shipping the card back to the vendor (this is done for security reasons). The vendor shall change the firmware on the appropriate RIC Card memory chip so that the card will respond to the Radar Antenna on address #6 over the Radar Digi-bus. The vendor shall then ship the card back to the government at Hill AFB for testing. The government will test the operation of the RFTG with the new Radar Antenna. If proper performance is found, the next card will be shipped out for upgrade, etc. This will be repeated until all four cards have been upgraded.

3.1. SOFTWARE SUPPORT

This is a one-time upgrade for these four cards. This contract does not require follow-on support.

3.2. TELEPHONE SUPPORT

Telephone support shall be provided to assist the government during verification testing of the upgraded boards once each board arrives back to Hill AFB.

4.0 PERIOD AND LOCATION OF PERFORMANCE

Performance starts at contract award and ends at the conclusion of successful verification testing of the fourth RIC card. The technical performance of the contract will conclude after successful verification testing of each RIC card while in an RFTG that is interfaced with a real Radar. It is desired that the performance requirements be concluded within 10 calendar months after contract award.

Upgrade of the RIC cards will be performed at the contractor’s facility. Verification testing of the RIC cards will be performed by 309 SMXG/MXDED at the following location: Building 1515, 6137 Wardleigh Road, Hill AFB, Utah 84056.

5.0 UNIQUE REQUIREMENTS AND DELIVERY SCHEDULE

Each RIC card shall be upgraded by the contractor and shipped back to Hill AFB within 30 calendar days after receipt of the card at the contractor’s facility. The government will test each card within 30 calendar days after return of the RIC card to Building 1515 at Hill AFB.

6.0 GOVERNMENT FURNISHED FACILITIES, MATERIALS AND INFORMATION

The previously acquired RFTGs are located at 309 SMXG/MXDED, Building 1515, 6137 Wardleigh Road, Hill AFB, Utah 84056. The four RIC cards are the only GFE that will be shipped back and forth to the contractor. It is assumed the contractor has the equipment and facilities needed to upgrade and test the RIC cards.

7.0 TRAVEL AND SITE VISITS

The contractor is not required to travel to Hill AFB.

8.0 REQUIRED QUALIFICATIONS

The Contractor must have the data and technology needed to upgrade the firmware on the RIC card which runs within the KOR Electronics RFTG and to perform basic item level testing on those cards.
