About this file
This Statement of Work (SOW) details requirements for an Intrusion Detection System (IDS) for the Air Force Life Cycle Management Center (AFLCMC) at Joint Base Andrews. The project involves procuring and installing a Vindicator v5 annunciator-based IDS across four separate trailers in a Special Access Program Facility (SAPF), with the system configured to annunciate back to the Base Defense Operations Center (BDOC).
Key requirements include: procuring all necessary hardware and software, using government-provided infrastructure with generator backup power, configuring one Vindicator system in a main CONEX box, installing IDS across four trailers with separate access enrollment, and ensuring compatibility with future Vindicator v6 system upgrades. The contractor must comply with Intelligence Community Directive (ICD) 705 and Air Force Instruction 31-101, meet UL 2050 standards, provide software licenses, and bid two optional maintenance years. The solicitation is a full and open competition with a Lowest Price Technically Acceptable (LPTA) evaluation approach.

Intrusion Detection System Statement of Work
Purpose The contractor shall provide a Firm Fixed Price (FFP) for materials, testing, and installation quote to the scope of this Statement of Work (SOW) in support of an Intrusion Detection System (IDS) solution for the United States Air Force (USAF) - Air Force Life Cycle Management Center (AFLCMC)/ Theater Battle Control Division
(HBD).
Background
AFLCMC/HBD is seeking an IDS solution located on Joint Base Andrews (JBA) separated property (off base, located within local area) to meet compliance with Intelligence Community Directive (ICD) 705, while obtaining interoperability with the JBA Base Defense Operations Center (BDOC). The current IDS solution utilized by the BDOC utilizes a Vindicator v5 annunciator. The IDS will be integrated and installed in a Special Access Program Facility (SAPF) on four separate trailers that will annunciate back to the BDOC. A separate manned government office location will be capable of containing the IDS enrollment station required to assign access (~45 minutes away from main location). Pictures can be included for interested parties.
Requirements
1. The Contractor Shall procure and provide all equipment to include hardware and software necessary to build and integrate an operational IDS at desired government location at the SAPF protection level.
2. The contractor shall use the government provided components to power and support the installed infrastructure. Each trailer also includes generator backup power.
3. The contractor may conduct a site survey to account for all needed equipment and labor needs prior to proposal. Full address to be provided at request of offerors along with list of entry requirements.
• Site survey can be scheduled through the PCO. Address and access requirements will be included.
4. The Contractor Shall provide documentation on company letter head stating US citizenship, visitation dates, and government names for all employees. Valid identification is needed for access each day.
5. The Contractor Shall configure and integrate one (1) Vindicator system in rack and power distribution in main CONEX box at a Government facility located in the National Capital Region (NCR) and configure and install (4) IDS across four trailers (badge/pin) that will annunciate at the BDOC located at JBA.
Trailers will require separate access to be assigned at enrollment.
6. The contractor shall install IDS enrollment station located in manned government office ~45 minutes away from trailer site.
7. The contractor shall ensure all IDS equipment is on an approved Integrated Base Defense Security Systems Modernization Configuration Management Database list and will be responsible for the configuration and testing of equipment.
8. Each of the four trailers will have alarm system supervision displayed on the Vindicator system at JBA.
9. The contractor shall ensure all IDS equipment and cabling can support an upgrade to the Vindicator v6 system components once available.
10. All equipment selected and installed must be in accordance with Air Force Instruction 31-101 and ICD 705.
11. In accordance with ICD 705, final approved system must meet Underwriters Laboratories (UL) Standard for National Industrial Security Systems for the Protection of Classified Material, UL 2050 prior to turnover.
12. Ensure that all areas disturbed by the installation are cleaned up and restored to a condition at least equal to its original or better condition within ten working days after Government acceptance of the installed system/equipment. This includes removal of any temporary fences, portable offices, equipment, and materials that may have been used to support project installation activity at the base and have not been required and approved to remain during sustainment.
13. The Contractor shall provide customary commercial warranties. The Contractor shall track by item and serial number, manage and enforce open warranties on all failed items. The Contractor shall provide copies of all warranties for Contractor furnished equipment and materials delivered under this effort.
At system turnover, the Contractor shall pass through/transfer all original equipment manufacturer warranty coverage to the Government.
14. The Contractor shall provide all equipment software licenses required to test, operate and maintain the installed system. These operating licenses shall be formally transferred to the Government at systems turnover.
15. Marking Requirements: The Contractor Shall follow the marking requirement specified in DFARS 252.227-7013(f) and/or 7014(f) respectively for technical data and other that commercial computer software and related software documentation, whether delivered "formally or informally," pursuant to execution of the requirements of the present contract. Accordingly, it should be understood that "only" the markings specified in DFARS 252.227-7013(f) and/or 7014(f) may be used to perfect a restriction on the Government and any other restrictive markings not defined by this contract and/or cited DFARS subsections shall be deemed non-conforming. Some examples of prohibited non-conforming restrictive markings may include the terms, "Proprietary," "Confidential," "Sensitive," "Government-Only,"...etc., and the like. It should be understood that any of said restrictive non-conforming markings shall be either:
1. Corrected and redelivered to the Government at the contractor's expense; or 2. Corrected by the Government and time/labor hours for said correction tabulated and billed to the contractor for reimbursement or other suitable reimbursement alternative, as deemed appropriate by the Contracting Officer.
