STATEMENT OF WORK

Install Audio Visual Equipment in the Hanscom Conference Center

REV 25 September 2018

1. SCOPE: The work covered in this Statement of Work (SoW) consists of updating audio video equipment and adding audio capabilities to 4 rooms which includes the purchasing and installing of audio visual equipment. To also include adding digital signage in the Hanscom Conference Center. The Conference Center is located in Building 1106 and serves as a major conference center for Hanscom Air Force Base. A request was made to provide the center to increase its audio visual solution that would incorporate new audio visual display technology and broadcasting capabilities throughout the entire center. A large amount of the equipment was purchased over 10 years ago and the last upgrade to increase its capability was accomplished in 2014. The selected vendor would have responsibility for the purchase, install, and programming for the AV components, as well as initial training for the end users. The vendor must be able to use the existing Crestron Control system, and touch screen capability located in the Concord control room in the Conference Center. The AV vendor would have to work with Civil Engineering and the 66 FSS Conference Center Manager for the coordination, implementation, and installation of the audio visual project.

2. LOCATION: 25 Greiner St., Bldg 1106, Hanscom AFB, MA 01731

3. PRIMARY FEATURES: The work to be performed consists of the following principle features and shall meet all Local, State, and Federal Codes.

4. NORMAL WORKING HOURS: Services performed as scheduled Monday thru Friday between 0730 – 1600. Any changes to these hours shall be coordinated through the Contracting Office, 72 hours in advance.

5. PERIOD OF PERFORMANCE: 120 days from the date of contract award.

6. NOTIFICATION OF COMMENCEMENT: The Contractor shall notify the Conference Center Manager at (781) 225-6165, at time of award, to provide schedule for installation.

7. CLEAN UP: Contractor shall be responsible for daily cleanup. Vendor will be responsible to clean more than once per day if necessary, to maintain a clean and safe working environment.

For example, hallways and fire exits shall not be cluttered with equipment and or packing materials. If so, the vendor shall remove blockage in addition of the routine cleanup.

8. WORK DESCRIPTION:

A. Install upgrade existing audio visual in the Conference Center. The equipment should enable the user to broadcast sound and video from the Concord room to all rooms with one central control room, into each satellite room. Projector and screen should also be able to display images for presentations, slide shows, etc. There are 4 satellite rooms that will need this capability in the facility. Each room needs to operate independently or connect with one another for Public Address, notifications and system paging

B. Supply Network Media player with High Definition Multi-media Interface (HDMI) output for digital signage and installation of products. Install audio visual equipment in the Holzman, Lincoln, Bedford and Burlington rooms to interface with above objective from the Concord Auditorium and Communications control room.

C. The existing Crestron DM-MD 32X32 High Definition Digital media distribution control audio visual system, within the Conference Center, will be used with the upgrades and replacements. The new equipment must be compatible and integrated with it. Video conferencing and presentation display technology have advanced to HD signals and 4K resolution capabilities. In order to keep pace with the existing and future resolution and displays, these items will be upgraded in each room in the conference center.

D. The display for the rooms will be in a widescreen format. Laser Projectors with almost “instant on” capability and a minimal of 20,000 hours of operation, required as it will eliminate the need to purchase and change lamps and reduce maintenance. Projector should be 5000 lumens or greater. Examples include Epson pro L1100U Laser WUXGA 3 LCD Projector, Hitachi, Sony, NEC, or BARCO projectors. We would consider either a single projector with a RGB Spectrum Processor or equivalent (Crestron, or Analog Way etc.) which may allow for either a single image from the Crestron Matrix, or a side by side image on the same projector from a multi-image processor when needed and selected through the existing 20 inch touchscreens, currently owned by the Government. The projectors will be ceiling mounted near the middle of the room shooting at the wall or projected from the rear of the screen.
