Performance Work Statement (PWS) For Cleaning and Pumping Of Oil/Water Separators

Prepared by 66 ABG/CEOES 15 Mar 2018

1.
DESCRIPTION OF SERVICES:

1.1. Scope: The contractor shall provide all labor, tools, equipment, hoses, gauges, test equipment, hearing protection, eye protection including prescription safety glasses, materials, supplies and parts, transportation and other incidentals necessary to travel to Hanscom AFB, MA, to maintain oil/water separators. The contractor shall be responsible for insuring all services and parts provided under this contract are in accordance with the terms and conditions outlined herein and conform to the manufacturer’s equipment specifications and this Performance Work Statement (PWS).

1.2. Requested Service: Work to be performed under this contract shall include visual inspections of the oil/water separators to determine whether the oil/water separators are functioning properly; cleaning the oil/water separators to remove any build-up of oil or other waste liquids or solids which may have accumulated in the grit chamber or separated holding areas to include inside and outside troughs at Buildings 1608, 1642, 1700, 1720, 1721, 1818, and 1855; testing the waste solids removed from the oil/water separators; and disposing the waste liquids and solids removed from the oil/water separators, in accordance with all applicable federal, state, and local laws, regulations, codes; and filling of oil/water separators to proper level with water. The principal items of work shall in no way limit the responsibility of the Contractor to perform all items of work specified or implied in this contract. Work shall comply with government and commercial standards

The work under this contract shall be performed on Hanscom AFB. A complete list of the locations, capacity and inspection requirements can be found as Attachment - Appendix A.

The period of performance of this work shall be once annually, preferably fall time period.

1.3. Oil/Water Separators: Prior to cleaning and pumping operations, the Contractor shall collect one composite solids sample from each oil water separator. Every composite sample shall be comprised of multiple sub-samples collected at variable solids depths within the chamber. The Contractor shall test composite samples collected from every OWS individually by an EPA Certified laboratory for the following:

1. TCLP - RCRA metals

2. PCBs

3. Volatiles

4. Semi-Volatiles

Submit the analytical results to a Civil Engineering Government Representative (CEIE) to determine whether the sediment needs to be disposed of as hazardous waste, solid waste, or to a Toxic Substances Control Act (TSCA) landfill.

Following samples collection, the contractor shall pump all oil, oil residue, and other waste from separators. Drain separator completely. Inspect all parts for any physical problems. Wash and drain the separator and fill with clear water as required for the unique configuration of the separator. Steam clean or pressure wash, as appropriate, all filters. The contractor is responsible for costs for transport and disposal of all materials (both liquids and solids) from oil/water separators to an EPA and State approved Treatment, Storage, Disposal Facility (TSDF). Should any material removed from OWS warrant disposal as hazardous waste, the Contractor shall coordinate with CEIE signing of hazardous waste manifest.

1.4. Principal Items of Work: Work to be performed under this contract shall include visual inspections of the oil/water separators to determine whether the oil/water separators are functioning properly; cleaning the oil/water separators to remove any build-up of oil or other waste liquids and/or solids which may have accumulated in the grit chamber or separated holding areas to include inside and outside troughs at Building 1855 and 1720; testing the waste solids, including waste liquids as appropriate to meet disposal, removed from the oil/water separators; and disposing the waste liquids and solids removed from the oil/water separators, in accordance with all applicable federal, state, and local laws, regulations, codes; and filling of oil/water separators to proper level with water. The principal items of work shall in no way limit the responsibility of the Contractor to perform all items of work specified or implied in this contract. Fill out PMTL Check List and return to the Contracting Officer Representative (COR).

1.4.1. Inspections: Prior to commencing cleaning of the oil/water separators the Contractor shall perform a visual inspection of the oil/water separators using the attached inspection sheet, Appendix 2 to determine 1) the presence of any waste liquids or solids, and 2) whether the oil/water separator is functioning properly. The Contractor shall also take a laboratory samples, and send to the laboratory for analysis. The details of these inspections and laboratory results shall be documented in a report to be submitted to the Civil Engineering Government Representative at least two weeks prior to scheduled cleaning of the oil/water separator.

1.4.2. Cleaning: All oil/water separators included as part of this contract shall be cleaned of any oil and other solid and liquid waste materials which may have been trapped in the grit chamber or separated holding areas of the oil/water separator. The Contractor will ensure the Safety of his employees with respect to entry into confined spaces. Oil/water separators greater than 1000 gallons need to be entered in order to spray wash the units. Smaller OWS less than 1000 gallons can be spray washed from the entryways. The Contractor shall pump, vacuum, shovel, squeegee or otherwise completely remove all solid, liquid, or other wastes from both the grit chamber and separated holding area of each oil/water separator. Pump-out of liquids and solids and inspecting, cleaning and recharging of individual separators must be accomplished the same day to prevent duplication of effort, excessive waste generation and potential for hazardous materials escaping separator if not recharged. Solids and liquids shall be collected in containers, which comply with Department of Transportation (DOT) regulations 49 CFR 171.00-179.00. Any filters shall be steam cleaned or pressure washed, as appropriate. All dirt, waste and other material from the filter cleaning shall be collected and disposed of properly. All care shall be taken to catch and collect all waste material from the filter and not to release any into the environment.

1.4.3. Recharge and Return to Service: Following the cleaning process, the Contractor shall immediately recharge with water removed from the separator or otherwise return to service each oil/water separator and hydraulic lift pit included as part of this contract. Fresh clean water shall be placed in any oil water separator in which the volume of the separator exceeds the capacity of the holding tank used during the cleaning process.

1.4.4. Confined Space: This contract is expected to require entry into confined space areas. Permit required confined space areas will require, IAW AFI 91-203, The U.S. Air Force Mishap Prevention Program, and AFFARS Clause 5352.223-9001, Health and Safety on Government Installations, a pre brief prior to the start of any service which includes the contractor, COR, Safety Office and Fire Department. It is the contractor’s sole responsibility for compliance with OSHA (Public Law 91-956. The pre brief will inform the contractor of any known hazards and the contents of the space. Additionally, the contractor will be briefed on precautions and procedures implemented by 66 ABG/CE to protect Air Force workers. The Fire Chief will coordinate the confined space entry contract and either approves or disapproves use of the rescue team supplied by the installation FES Flight. At the conclusion of the contract, an after-action brief will be required where the contractor will provide information regarding hazards encountered or created in the space(s).The COR will contact the CO and ABG/SE immediately if an unsafe act or procedure is performed by the contractor.

1.4.5. Utilizing the Preventative Maintenance Checklist: (PMTL) (Table 1) which contains a listing of nine (9) items, the contractor shall fill-out this checklist including the ''Date” and "Equipment Type" for each of the nineteen (19) Oil Water Separators. The contractor shall write their initials in the column entitled: Initials; for each item on the checklist.

1.5. Quality Assurance: According to the contract’s inspection clause, the government will evaluate the contractor’s performance under this contract. The COR is a representative of the Contracting Officer (CO) and will participate in the administration of this contract. Any matter concerning a change to the scope, prices, terms or conditions of this contract shall be referred to the CO. All services to be performed by the contractor will be subject to review by the CO or COR. The contractor shall provide an answer to a submitted Corrective Action Report (CAR) and Customer Complaint Form from the COR within one (1) working day from receipt. The contractor shall provide written response addressing the root cause, corrective action and preventive actions (s).

1.6. Continuation of Essential Services during Crisis: This requirement has been determined not to be essential and does not require continued support during a crisis as define in DFARS Clause 252.237-7023.

1.7. Hours of Operation: The contractor shall perform work Monday thru Friday, under this contract during the following hours: 07:30 a.m. until 4:00 p.m., excluding Federal Holidays. Work required to be performed outside of these hours shall only be done after approval from the contracting officer.

1.7.1 Federal Holidays:

New Year’s Day - 1 January Martin Luther King Day - 3rd Monday in January Washington’s Birthday - 3rd Monday in February Memorial Day - last Monday in May Independence Day - 4 July Labor Day - 1st Monday in September Columbus Day - 2nd Monday in October Veteran’s Day - 11 November Thanksgiving Day - 4th Thursday in November Christmas Day - 25 December

If these holidays fall on Saturday, the preceding Friday will be observed. If these holidays fall on Sunday, the following Monday will be observed. If a holiday falls on a scheduled service day, the Contractor will be responsible for rescheduling services for the first day post the holiday observance.

1.8. Contractor Personnel: The contractor shall not employ persons on this contract if such employee is identified to the contractor as a potential threat to the health, safety, security and general well-being or operational mission of the installation and its population. The contractor shall not employ any person who is an employee of the United States Government if the employment of that person would create a conflict of interest, nor shall the contractor employ any person who is an employee of the Department of the Air Force, either military or civilian, unless such person seeks and receives approval according to the DoD 5500.7-R Joint Ethics Regulations (JER). In addition, the contractor shall not employ any person who is an employee of the Department of the Air Force if such employment would be contrary to the policies contained in AFI 64-106, Air Force Industrial Labor Relations Activities. The contractor shall be prohibited from employing off-duty COR’s who are surveilling any contracts/subcontracts awarded to the Contractor. All contract employees depending on particular condition, occasion or place, or job assignment shall require professional, suitable attire. All contractor employees shall conduct themselves in a professional, courteous manner. The selection, assignment, reassignment, transfer, supervision, management, and control of contractor employees in performance of this PWS shall be the responsibility and prerogative of the contractor; however, the contractor shall comply with the requirements set forth in this PWS and Hanscom AFB regulations concerning conduct of employees as referenced herein. The contractor shall employ and maintain a technically trained and experienced work force.

1.9. Environmental Protection and Safety: The contractor shall be knowledgeable of and comply with all applicable federal, state and local laws, regulations and requirements regarding environmental protection and occupational safety and health. The Contractor is solely responsible for compliance with the Occupational Safety and Health Act of 1974 (OSHA) and the protection of their employees and all sub-contractor employees. In performing work under this contract on a Government installation, the contractor shall report any accidents involving Air Force property/equipment damage, or contractor personnel injuries occurring on the job or an accident resulting in death, injury, occupational disease, or adverse environmental impact to the contracting officer within five days. The contractor shall comply with any laws or regulation changes during the term of this contract. The contractor shall follow manufacturer’s guidelines and professional recommendations for control of humidity, temperature, cleanliness and materials handling (including hazardous materials).

1.10. Hazardous Material (HAZMAT): The contractor shall not store chemicals/HAZMAT on Hanscom AFB. All chemicals/HAZMAT shall be approved prior to being transported on base for use by any contractor. The contractor shall prepare and submit to the COR, ten (10) calendar days after contract award date, one (1) each, Chemical/Hazardous Material Request Authorization Form (Air Force Form 3952) and Material Safety Data Sheets (SDS) for each chemical, material and substance proposed to be used in performance of this PWS. The QAE will forward the completed AF Form 3952(s) and SDS to 66 ABG/CEIE for approval. The contractor shall not transport or use any chemical, material or substance on Hanscom AFB before written approval is provided by 66 ABG/CEIE. Contractor shall maintain copies of SDS(s) for all chemicals. The SDS(s) shall correspond with the manufacturers of the chemicals on hand. Manufacturer, material, and MSDS shall match. NOTE: SDS refers to manufacturer SDS. Once material is approved for use, contractor shall contact base Environmental Management (EM) (66 ABG/CEIE) and provide a list of all material. 66 ABG/CEIE shall determine any additional material requirements based on the hazard code of the material. Compliance required in accordance with Hanscom Air Force Base Hazardous Operation Plan (HMOP) Change 9, December 2016.

1.11. Discharges: Any discharges into industrial waste treatment plant (IWTP) or sanitary sewer shall be done in accordance with Hanscom Industrial Waste Water Discharge Permit as instructed by 66 ABG/CEIE. The contractor shall maintain records of written authorization issued by 66 ABG/CEIE for discharges into IWTP and sanitary sewer.

1.12. The subject tanks are used in industrial applications with non-potable water and varying levels of heavy metals. For discharges outside of Hanscom AFB, the contractor shall ensure waste water discharges, that may contain RCRA regulated metals resulting from any contracted service, go to a state/federal permitted treatment facility such as a municipal Publicly Owned Treatment Works (POTW).

1.13 Spills: Upon occurrence of any spills that could enter the storm system or cause any harmful environment effects, the contractor shall immediately call 911 to report the incident. When possible, the contractor shall use a base telephone to receive help from Hanscom AFB 911. If using a cell phone, request Hanscom AFB 911. The contractor shall report all environmental violations to the COR. The contractor shall submit a typed or written report about the incident within four (4) clock hours. The contractor shall provide five (5) copies of the written report. The contractor shall provide one copy to the CO, two copies to the COR, a copy for Unit Environment Coordinator (UEC) and a copy for record. The format of the report shall be left up to the contractor, but the report shall contain the following information.

equipment) and whether 911 was called and which agencies responded.

1.14. Environmental and Safety Training: The contractor personnel shall have Resource Conservation Recovery Act (RCRA) environmental and safety training required by the state and federal government. The training shall be IAW the following regulations: Resource Conservation Recovery Act (RCRA) 40 Code of Federal Regulation (CFR) 265.16 “Personal Training”, Occupational Safety and Health Administration (OSHA) Hazardous Waste Operations and Emergency Response Standard Title 29, CFR Part 1910.120 “Hazardous Waste Operations and Emergency Reponses”, Hazardous Waste Management Instruction, Section 13, and Air Force Instruction (AFI) 32-7042, “Solid and Hazardous Waste Compliance”, Section 2. The contractor shall provide the environmental and safety training certificate for all employees to the CO and COR, after contract award date.

1.15. Housekeeping: The contractor shall keep the work areas clean and neat in accordance with Industry Standards, Occupational, Safety and Health Administration (OSHA), fire and safety standards and this PWS.

1.16. Tool Control and Accountability: While performing contract services in or around Maintenance Production Shops including Ramp areas, the contractor shall comply with AFI 21-101_AFMC Sup 1, 21-101, Chapter 10 (all paragraphs). The contractor or contractor’s personnel shall inventory the container or bag of tools at the beginning of each work day and at the end of each work day. Contractor personnel shall immediately notify the COR of any tools that are missing or lost from the work area or container (i.e. tool or job box or tool bag). The COR will report to appropriate government personnel of any missing contractor’s tool(s) not located within one hour after notification of lost or missing tools.

1.17. Privately Owned Motor Vehicles (POV): Contractor personnel shall comply with the directives pertaining to operation of POVs on Hanscom AFB per AFI 31-204 (in its entirety), Motor Vehicle Traffic supervision.

1.18. Visitor Pass: A list of names will be required to gain access to the installation Passes shall be distributed at the visitor’s center at the Vandenberg gate. Workers shall have proof of identification as well as a valid license, registration and insurance if bringing a vehicle onto base. Contractor employees must have identification that readily identifies them as contractors. During the course of the contract, certain areas/sites may be restricted or closed to contractor personnel. The contractor shall comply with all requirements for entry. In addition, unscheduled gate closures may occur at any time and personnel entering or exiting the installation may experience delays

1.19. Foreign National(s): The contractor shall notify the COR before sending a Foreign National representative to perform services. Special rules apply for foreign national(s) visiting a US Government facility.

1.20. Health and Safety on Government Installation: In performing work under this contract on a Government installation, the contractor shall comply with federal, state and local regulations regarding occupational safety and health and the specific health and safety requirements established by this contract. The contractor shall notify the COR of any injuries that occur to contractor personnel while on the installation. The contractor shall notify the COR of damage to government property or equipment during the execution of the contract.

1.21. Emergency Procedures: Contractor employees shall follow the direction of Government employees in regards to emergency evacuation procedures, i.e. fire, tornado, active shooter and bomb threats. It is the contractors’ responsibility to account for their employees following an emergency evacuation. Contractor personnel shall participate with government personnel in all fire and tornado drills and at no additional cost to the government.

1.22. Partnering Agreement: The contracting officer may require a partnering agreement between the government and the contractor to ensure joint cooperation and a sound partnership of all parties involved in the execution of this contract. Partnering is the creation of a government-contractor relationship that promotes achievement of mutually beneficial goals. It involves an agreement in principle to share the risks involved in completing the project and to establish and promote a nurturing partnership environment. Representatives from each organization are encouraged to participate in developing the partnering agreement. Suggested representation is the civil engineer manager, the government inspector, the government contract administrator, the contractor’s manager and the contractor’s quality control person. All costs for the partnership agreement should be shared equally between the government and contractor. This group is responsible for developing a formal partnering agreement that should be signed by all parties involved. The agreement should contain as a minimum: specific goals to be reached and a list of objectives to reach the goals, a set of metrics to evaluate the objectives, a frequency for meetings to review the metrics, and a statement of cooperation to execute the terms of the agreement.

SECTION 2

Performance Assessment

The contractor shall be aware that in the absence of any contract requirement from the Service Summary does not detract from its enforceability nor limit the rights or remedies of the government under any other provision of the contract. The contractor shall ensure the following service summary requirements are accomplished.

SECTION 3

GOVERNMENT-FURNISHED PROPERTY AND SERVICES

3.1. Government Furnished Property (GFP): Government Furnished Property is not applicable to the in the performance of this contract.

3.2. Reserved.

3.3. Government Furnished Services: Government Furnished Services are applicable during the performance of this contract.

3.3.1. Security Police: The government will provide general on base Security Forces service. The Security Forces’ telephone number is 911 for emergencies, for crime in progress 781-225-5613 and 781-225-5613 for non-emergency calls.

3.3.2. Fire and Emergency Services: The government will provide general on-base fire protection services. The contractor shall comply with fire prevention rules and regulations enforced by the Hanscom AFB Fire Prevention Branch. Call 911 for emergencies. For routine fire prevention matters and/or calls to dispatch, call 781-225-3330.

3.3.3. Emergency Medical Service: The telephone number is 911 for emergencies.

Note: Calling 911 from a cell phone will be received by off base emergency 911 system, causing a delay in response time by emergency personnel. When possible use a base telephone to receive on base help.

3.3.4. Utilities: The government will furnish utility services. These utilities include natural gas, electricity, water and sewer for the sole purpose of accomplishing this contract. If the contractor requires additional utility services, it shall be the contractor’s responsibility to provide. Contractor shall use due care and diligence in efforts to conserve utilities to reduce utility costs.

3.3.5. Refuse Collection: The government will provide refuse collection services limited to the extent provided in the Base Refuse Collection Contract for government provided facilities. The government will only allow non-hazardous refuse to be emptied into the nearest authorized refuse dumpster for trash collection. Do not use the government dumpsters for collection of construction debris.

3.3.6. Workspace: The government will provide adequate workspace around the equipment area.
