PERFORMANCE WORK STATEMENT (PWS)

Boiler Controls & Transmitter Service

PZIB and 66 ABG/CE PWS: Boiler Controls & Transmitter Service V5.2.2 20 June 2017

Hanscom Air Force Base (AFB)

1. OVERVIEW: HANSCOM AIR FORCE BASE (AFB)

Located in Bedford Massachusetts, Hanscom AFB is approximately 20 miles Northwest of Boston Massachusetts and 20 miles Southeast of Harvard Massachusetts. Nearby cities surrounding the base include Lincoln, Sudbury, Lexington, Lowell, North Chelmsford, Woburn, Waltham, Watertown, and Newton Massachusetts. Hanscom Air Force Base provides worldwide support for the Air Force Life Cycle Management Center (AFLCMC), one of five centers under the Air Force Materiel Command (AFMC). The AFLCMC is the single center responsible for total life cycle management of Air Force weapon systems. The AFLCMC mission is to deliver affordable and sustainable war-wining capabilities to U.S. and international partners on time, on cost, anywhere, anytime, from cradle to grave.

2. SCOPE

Within the Hanscom Air Force Base (AFB) Installation located in Bedford Massachusetts 01731, perform controls maintenance of boiler equipment located at the Hanscom AFB Central Heating Plant, Building 1201 as listed and delineated in this PWS its attachments, and schematics.

3. REQUIREMENTS

3.1. This requirement is for non-personal services in accordance with Federal Acquisition Regulation (FAR) 37.101, which states that non-personal services means that the personnel rendering the service(s) under the contract are not subject , either by the contract’s terms or by the manner of its administration, to the supervision and control usually prevailing in relationships between the Government and its employees;

3.2. The contractor shall be National Boiler Inspection Code (NBIC) certified/licensed per AFI 32-1068. Contractor performing controls maintenance of all boiler equipment including transmitters (ref. ATTACHMENT-A) shall not let their certification/license expire during the period-of-performance (POP) of the contract. A copy of this active certification/license shall be given to the 66 ABG/CEOES located at 120 Grenier Street, Building 1810, Hanscom AFB 01731 prior to performing any of the requirements set forth in this performance work statement (PWS);

3.3. Contractor technician(s) shall be bonded throughout the period-of-performance (POP) of this contract;

3.4. Authority to change the scope of this contract is the sole responsibility of the assigned PZIB PCO or the PZIB Branch

Chief;

3.5. The contractor and/or contractor’s Site Manager shall be available to meet on Hanscom AFB located in Bedford

Massachusetts 01731, with designated Government personnel, to discuss operational service and the resolution of any issues that may occur from time-to-time;

3.6. In accordance with DFARS 232.7003 the accepted electronic form for submission of payment requests and receiving reports is Wide Area Work-Flow (WAWF, at https://wawf.eb.mil/);

3.7. The contractor and the contractor’s technician(s) shall ensure that all parts and service provided under this contract are in accordance with the terms and conditions outlined in this performance work statement (PWS) and conform to the manufacturer’s equipment specifications, in addition reference:

3.7.1. Air Force Instruction (AFI) 32-1068: Heating Systems and Unfired Pressure Vessels dated 08 February 2017;

3.7.2. Environmental Protection Agency (EPA) 40 CFR Part-63: National Emission Standards for Hazardous Air

Pollutants: Area Source Standards for Nine Metal Fabrication and Finishing Source Categories – Final Rule;

3.7.3. Massachusetts Department of Environmental Protection (MASSDEP) 310 CMR 7.19: Reasonably Available Control

Technology (RACT) for Sources of Oxides of Nitrogen; and

3.7.4. The requirements set forth in the performance work statement (PWS);

3.8. Hanscom AFB normal business hours are 7:00 AM EST to 3:00 PM EST Monday through Friday, excluding holidays. Work required to be performed outside these normal business hours will require prior approval by 66 ABG/CEOES;

3.9. Verify that boiler controls are calibrated, that the components are functioning correctly;

3.10. Verify that a Performance Verification Test (PVT) and Functional Performance Verification (FPT) is performed for each device to be properly integrated with the Main Plant Controls;

3.11. Provide a professional detailed Preventative and Calibration Maintenance Report on company letterhead of the boiler controls and transmitter service for all testing, diagnosing, tuning, PVT, FPT and recalibrating boiler control systems with all findings, actions taken; and, recommendations with itemized repair quote.

3.12. The contractor’s technician(s) shall, upon entering the Hanscom AFB Installation located in Bedford MA 01731, immediately proceed directly to 66 ABG/CE located in building 1810 at 120 Grenier Street, Hanscom AFB, speak with the 66 ABG/CEOES, and sign-in. After signing-in the contractor’s technician(s) will proceed to the assigned work site;

3.13. The contractor’s technician(s) shall perform an inspection and preventative maintenance on all the Control (ref.

ATTACHMENT – A) components for each boiler in accordance with applicable federal and state regulations (ref. 40 CFR Part-63), state (ref. MASSDEP 310 CMR 7.19), including but not limited to:

3.13.1. Testing, diagnosing, tuning, and recalibrating boiler control systems;

3.13.2. Verifying that Boiler #1, Boiler #2, Boiler #3, and Boiler #4 controls are all calibrated including:

3.13.2.1. Transmitters (ref. ATTACHMENT-A)

3.13.2.2. Sensors;

3.13.2.3. Meters:

3.13.2.4. Scanners;

3.13.2.5. Status indicators;

3.13.2.6. Servos;

3.13.2.7. Valves:

3.13.2.8. Selector switches, and

3.13.2.9. Variable Frequency Drives (VFDs).

3.14. Tuning all four boilers (ref. TABLE-1) as defined by 40 CFR Part 63 Subpart JJJJJJ to ensure the burners are properly mixing the air and fuel, and re-establishing the appropriate amount of excess air throughout the operating range of the boiler;

3.15. Verifying that the control panel man to machine graphics and boiler readings displayed on the boiler front panel are correct;

3.16. Verifying that each local control device (see 3.10.2) is properly integrated with the Main Plant Controls. The contractor’s technician(s) shall ensure the following performance threshold (ref. TABLE-2) requirements are met:

3.17. Should a device require service, the contractor shall prepare a Repair Estimate which will include a listing of the parts, labor and associated costs needed to perform the required service, and present this written and signed/dated Repair Estimate to the 66 ABG/CEOES for review and approval prior to performing service;

3.18. After obtaining approval from the 66 ABG/CEOES, the contractor’s technician(s), in accordance with the approved Repair Estimate, shall service the device(s) in order to maintain proper functionality and operational safety;

3.19. Safety signage, if a device under inspection or service is found to be inoperable the contractor’s technician(s) shall place warning tape, tag or signage clearly indicating that the device is unavailable for use. Once the contractor’s technician(s) deem the device as functioning properly and operating safely, the contractor’s technician(s) shall be responsible for removing the warning tape, tag, and/or signage;

3.20. If, as part of the inspection or service tasks, the contractor’s technician(s) will utilize contractor furnished oils, cleaning materials or any other similar supplies, the contractor’s technician(s) shall obtain approval from the 66 ABG/CEOES prior to utilizing such chemicals. To obtain approval the contractor or contractor’s technician(s) shall submit a Safety Data Sheet (SDS) for each chemicals to the 66 ABG/CEOES. The 66 ABG/CEOES shall coordinate the process for obtaining approval;

3.21. Storage of cleaning materials and other chemicals needed for inspections of the devices shall be the responsibility of the contractor, in any case the contractor’s cleaning materials and/or other chemicals shall NOT be stored on the Hanscom AFB Installation;

3.22. The contractor’s technician(s) shall be responsible for cleaning up after all inspections and/or servicing activities;

3.23. The contractor and the contractor’s technician(s) shall be responsible for ensuring all parts and service provided conform with the manufacturer’s equipment specifications as well as the terms and conditions set forth in this PWS and its attending contract;

3.24. Upon completion of the preventative maintenance/service the technician(s) shall proceed directly to Building 1810, checkin with the 66 ABG-CEOES, sign out, and proceed immediately to exit the Hanscom AFB Installation;

3.25. Within fifteen (15) business days of completing the preventative maintenance/service the contractor shall compile and submit, to the 66 ABG/CEOES located at 120 Grenier Street, Building 1810, Hanscom AFB 01731, a Preventative and Calibration Maintenance Report, clearly indicating:

3.25.1. The current working status of each of the boilers (ref. TABLE-1);

3.25.2. Identify the preventative maintenance tasks completed including the boiler control(s) and/or transmitters inspected and discrepancy(s), if any, encountered;

3.25.3. Potential functional and operational safety issue(s) for each discrepancy;

3.25.4. Recommendation(s) for actions needed to resolve each discrepancy or to perform preventative maintenance;

3.25.5. Material and labor costs associated with the contractor’s recommended actions; and 3.25.6.

Date and name of the contractor’s technician.

4 CONTRACTOR PERSONNEL

In accordance with Federal Acquisition Regulation (FAR) 37.101 “non-personal service”, this requirement is for non-personal services, meaning that the personnel rendering the service(s) under the contract are not subject , either by the contract’s terms or by the manner of its administration, to the supervision and control usually prevailing in relationships between the Government and its employees:

4.2 The selection, assignment, re-assignment, transfer, supervision, management, and control of contractor employees in performance of the contract shall be the responsibility and prerogative of the contractor. However, the contractor shall comply with the requirements set forth in this performance work statement (PWS) entitled: Hanscom AFB Personnel Relocation Projects, and Hanscom Air Force Base regulations concerning conduct of employees:

4.2.1 The vendor shall comply with all applicable federal, state, interstate, local, and Occupational Health Services Administration (OSHA) regulations;

4.2.2 The contractor shall designate, in writing, the name and point-of-contact information of their Site (Hanscom

AFB) Manager and an Alternate who shall act on behalf of the contractor (including cell phone numbers) that can be reached anytime. The Site Manager and Alternate shall have full authority to act for the contractor on all matters relating to the operation of the contract and this performance work statement (PWS);

4.2.3 The contractor shall not employ person or persons, to perform the requirements of the contract as well as the requirements set forth in this PWS if such employee is identified to the contractor as a potential threat to health, safety, security, wellbeing or operational mission of the Hanscom AFB Installation located in Bedford Massachusetts and its population;

4.2.4 The contractor shall not employ any person who is an employee of the Department of the Air Force if such employment would be contrary to the policies set forth in Air Force Instruction (AFI) 64-106: Air Force Industrial Labor Relations Activities;

4.2.5 The contractor shall not employ any person who is an employee of the United States Government if the employment of that person would create a conflict of interest, nor shall the contractor employ any person who is an employee of the Department of the Air Force, either military or civilian, unless such person seeks and receives approval according to the Department of Defense (DoD) Joint Ethics Regulations-5500.7R;

4.2.6 Contract employees shall conduct themselves in a professional, courteous manner.

5 FOREIGN NATIONALS

The contractor shall notify the point-of-contact for 66 ABG/CE before sending a foreign national representative to perform service related to the contract and this performance work statement (PWS). Special rules apply to foreign national’s visiting a United States Government military installation such as the one here at Hanscom Air Force Base located in Bedford Massachusetts.

6. HANSCOM AFB: REAL ID ACT

Individuals will no longer be able to access Hanscom Air Force Base or other Air Force installations with a state-issued identification card or driver’s license from Minnesota, Missouri, Washington or American Samoa beginning Aug. 15. This new change aligns the Air Force’s installation access policy with requirements of the Real ID Act, which focuses on improving the reliability of state-issued identification documents and helps prevent a person’s ability to evade detection by using a fraudulent form of ID. While ID’s that do not meet security and data-collection guidelines will not be accepted, alternate forms of identification will be allowed. Some of the more common alternatives include a valid U.S. or foreign government issued passport, an employment authorization document that contains a photograph, or ID cards issued by federal, state or local government agencies that include a photo and biographic information. According to Air Force officials, all individuals attempting to gain unescorted access to an Air Force installation without a Defense Department ID card must present proper identification and will be subject to a routine background check before entering (Some IDs may be invalid starting this month, Hanscom AFB, retrieved 30 January 2017, at http://www.hanscom.af.mil/News/Article-Display/Article/908569 .

6.1. What is the Real ID Act?

Passed by Congress in 2005, the REAL ID ACT enacted the 9/11 Commission’s recommendation that the Federal Government ‘set standards for issuance of sources of identification, such as driver’s licenses.’ The Act established minimum security standards for state-issued driver’s licenses and identification cards and prohibits Federal agencies from accepting for official purposes licenses and identification cards from states that do not meet these standards. 6.2. What do I need to do if I am visiting a federal facility or a military base?

Starting October 10, 2015, visitors seeking access to military bases and almost all Federal facilities using their state-issued driver’s licenses or identification cards must present proper identification issued by REAL ID compliant states or a state that has received an extension. When planning a visit to a Federal facility or military base, visitors should contact the facility to determine what identification will be accepted. 6.3. 6.4. HANSCOM AFB, Bedford MA

7. VISITOR PASS

The contractor shall comply with requirements and procedures set forth in Federal Acquisition Regulation (FAR) 5353.242-9000:

Contractor Access to Air Force Installations. Prior to coming to Hanscom Air Force Base (AFB), located in Bedford Massachusetts, to perform any work, the contractor shall make arrangements with their 66 ABG/CE point-of-contact in order to coordinate access to Hanscom AFB, typically this process is as follows, working with their the 66 ABG/CE point-of-contact

(POC):

7.1. Provide the 66 ABG/CEOES a complete list of contractor employee names and complete contact information;

7.2. Jointly compile a complete list of potential Hanscom AFB building numbers, and addresses where the vendor is likely to perform their moving services (ref. TABLE-1);

7.3. Provide a valid driver’s license for each contractor employee (whether the employee is driving a vehicle or not);

7.4. Provide a valid proof of registration for any vehicle, owned and/or operated by contractor personnel being driven onto the Hanscom AFB Installation;

7.5. Provide a valid proof of insurance for any vehicle being driven onto the Hanscom AFB Installation, and

7.6. The contractor shall provide Vendor Identification that clearly identifies each employee as in the employ of the contractor.

8. PRIVATELY OWNED MOTORVEHICLES

Contractor personnel shall comply with the policies set forth in Air Force Instruction (AFI): Motor Vehicle Traffic Supervision (in its entirety) while driving within the Hanscom AFB Installation located in Bedford Massachusetts.

9. HANSCOM AIR FORCE BASE HOLIDAYS

Hanscom Air Force Base (AFB), located in Bedford Massachusetts, recognizes the following Holidays, should a holiday fall on a Saturday the preceding Friday will be observed. If the holiday falls on a Sunday, the following Monday will be observed:

10. ENVIRONMENTAL PROTECTION & SAFETY

The contractor shall be knowledgeable of and comply with all applicable federal, state, and local laws, regulations and requirements regarding environmental protection and occupational safety and health (OSHA) and any changes to said laws or

The contractor shall follow guidelines for control of cleanliness and materials-handling (including hazardous waste). The contractor shall keep their work area clean and neat in accordance with Industry Standards, Occupational Safety and Health Administration (OSHA) industry standards, fire and safety standards.

11. EMERGENCY PROCEDURES

Contractor employees shall follow the direction of Hanscom Air Force Base (AFB) Government employees with regard to Emergency Procedures, i.e. fire, active shooter, and bomb threats. It is the contractor’s responsibility to account for their employees during Emergency situations.

12. CONTINUATION OF ESSENTIAL SERVICES

The requirements set forth in this performance work statement (PWS) have been reviewed and determined NOT to be essential and therefore do NOT require continued support during a crisis, as the term “crisis” is defined in Defense Federal Acquisition Regulation Supplement (DFARS) 252.237-7023.

13. QUALITY ASSURANCE

In accordance with the clause at Federal Acquisition Regulation (FAR) 52.246-1, the contractor is responsible for performing or having performed all inspections necessary to substantiate that the supplies or services furnished under this contract to conform to the requirements set forth in this performance work statement (PWS) and contract;

13.1. Any matter concerning a change to the scope, prices, terms or conditions of thiscontract, shall be referred to the PZIB

Branch Chief for review and approval. The PZIB Branch Chief shall be the final authority regarding such recommended changes;

13.2. Should the customer, PZIB PCO, or PZIB Branch Chief submit a written complaint or work issue to the contractor, the contractor shall provide a written response to the PZIB Branch Chief within two (2) business days from receipt of such documentation. The vendor’s response shall address the root cause, corrective action plan, and preventative action(s);

13.3. The contractor shall keep their work area(s) and equipment clean and perform their tasks in accordance with industry standards while paying particular attention to overall safety;

13.4. While performing services in and around various buildings/floors located within the Hanscom Air Force Base Installation located in Bedford Massachusetts, 01731 the contractor’s personnel shall inventory their tools and equipment at the start and at the completion of each workday. Contractor personnel shall immediately notify, in writing, the 66 ABG/CEOES regarding tools or equipment that are missing. The 66 ABG/CEOES shall review and take the appropriate action;

13.5. The Government will evaluate the contractor’s performance under this contract. Accordingly, the following are the

14. GOVERNMENT FURNISHED PROPERTY and/or SERVICES

14.1. Government furnished property (GFP) is NOT applicable to the performance of this contract; and

14.2. With regard to the vendor’s performance and fulfillment of this contract the Government will provide, as appropriate, the following service(s):

14.2.1. Hanscom Air Force Base Security Forces service. The Hanscom Air Force Base Security Forces’, on base, telephone number is 911 for emergencies, 781-225-5613 for a crime in progress, and 781-225-5613 for nonemergency calls;

14.2.2. Hanscom Air Force Base fire protection service. The contractor shall comply with fire prevention rules and regulations enforced by the Hanscom Air Force Base Fire Prevention Branch. Call, on base, 911 for emergencies, for routine fire prevention matters or calls to dispatch call 781-225-3330;

14.2.3. 24-hour, on base, State certified paramedic level emergency response and patient transport services for contractor personnel who are injured or become seriously ill while working on the Hanscom Air Force Base Installation located in Bedford Massachusetts, 01731. The on base number for this service is 911 for emergencies; NOTE:

Calling 911 from a cell phone will be received by off-base emergency 911 systems which will cause a delay in response time by emergency personnel. When possible, use a Hanscom Air Force Base telephone to dial 911.

14.2.4. The Government will furnish utility services including natural gas, electricity, water, and sewer for the sole purpose of accomplishing thecontract. If the contractor requires additional utility services it shall be the contractor’s responsibility to provide such requirement(s). The contractor shall use due care and diligence in an effort to conserve Government utilities in order to reduce utility costs;

14.2.5. The government will provide refuse collection services limited to the extent provided in the Base Refuse Collection Contract for government provided facilities. The government will only allow non-hazardous refuse to be emptied into the nearest authorized refuse dumpster for trash collection.
