Combined Synopsis/Solicitation for Hanscom Boiler Controls Contract Specialist: Crystal Lavoie

PCO: TSgt Raymond Lena IAW FAR 12.603(c)(2)

i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

ii) Solicitation Number F2B3AQ7144A101 is being issued as a Request for Proposal (RFP).

iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-95.

iv) A notice regarding any set-aside: Total Small Business Set Aside with NAICS Code 238220 and a Small Business Size Standard of $15M.

vi) Description of requirements for the items/services to be acquired:

Within the Hanscom Air Force Base (AFB) Installation located in Bedford Massachusetts 01731, perform controls maintenance of boiler equipment located at the Hanscom AFB Central Heating Plant, Building 1201 as listed and delineated in this PWS its attachments, and schematics. For details see pages of this Performance Work Statement (PWS).

vii) Period of Performance:

Base Year: 22 September 2017 to 21 September 2018 Option Year One: 22 September 2018 to 21 September 2019 Option Year Two: 22 September 2019 to 21 September 2020 Option Year Three: 22 September 2020 to 21 September 2021 Option Year Four: 22 September 2021 to 21 September 2022

viii) The provision at FAR 52.212-1 Instructions to Offerors apply to this acquisition. The following is to be added to Instructions to Offerors FAR 52.212-1(b):

a) Please provide your price quote on the attached bid schedule.

b) The proposal in its entirety shall not exceed twenty (20) pages, double sided.

c) Please proved the following documentation in your proposal:

i) Completed Bid Schedule

ii) Technical Proposal

iii) Required documentation/certification listed in Factor 1 below.

d) All questions are due before 12:00PM EDT, 1 September 2017; answers will be posted NLT COB 1 September 2017.

e) There will be a site visit for this acquisition held on Thursday 31 August 2017 beginning at 10:00AM EDT.

You must contact Crystal Lavoie at crystal.lavoie@us.af.mil and TSgt Raymond Lena at raymond.lena@us.af.mil by COB on Wednesday 30 August 2017 to register for the site visit, to gain access to the base. All contractors MUST be pre-registered to attend. Entry information will be provided once registration is confirmed.

ix) The provision at 52.212-2 Evaluation – Commercial Items applies to this acquisition.

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

Factor 1 – Technical Factor: The vendor must demonstrate understanding of the Government’s requirements by providing the following:

Copy of a current/active National Boiler Inspection Code (NBIC) certification/license held by the contractor’s service technician that would perform the work contained in the Performance Work Statement.

Vendors will be evaluated as acceptable or unacceptable according to the following definitions:

Acceptable: The proposal clearly meets the minimum requirements of the solicitation.

Unacceptable: The proposal does not meet the minimum requirements of the solicitation.

To receive a Technically Acceptable rating for Factor 1, ALL required documentation must be evaluated as technically acceptable.

Factor 2 – Price: ONLY quotes that are evaluated as Technically Acceptable will be evaluated for Price. The price evaluated for this factor will be the sum of the base year and all four option years. Price will be evaluated for reasonableness in accordance with FAR 13.106-2

Award will be made on the basis of the Lowest Evaluated Price of Technically Acceptable quotes in accordance with FAR 13.106-2 to the contractor who is determined to be responsible in accordance with FAR 9.103.

(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced.

Evaluation of options shall not obligate the Government to exercise the option(s).

(c) A written notice of award or acceptance of an offer mailed or otherwise furnished to the successful Offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

x) If any vendor has not completed the provision FAR 52.212-3 with Alt 1, Offeror Representations and Certifications -- Commercial Items electronically at the System for Award Management (SAM) http://www.sam.gov website, the vendor shall complete only paragraphs (c) through (o) of this provision and submit it in their proposal. A vendor shall complete only paragraph (b) of this provision if sections of their electronic Reps and Certs are updated or are not applicable for/to this specific solicitation.
