PERFORMANCE WORK STATEMENT

1. GENERAL: Work required is to provide labor necessary to perform preventive and corrective maintenance on twenty-four (24) AMF Model 90 XLi bowling pinsetters, lanes and ball returns at Grand Forks Air Force Base (GFAFB), North Dakota. Contractor shall complete the Air Force Lockout Tag Out (Out Of Order) training and will utilize LO/TO procedures when working on the pinsetters. Contractor to start performance within 10 days after award thru the end of the POP at the bowling center.

2. PREVENTIVE MANTENANCE (PM): The contractor shall perform preventive maintenance (PM) in accordance with the requirements listed in the AMF Service and Parts manual for AMF Model 90XLi, except that the frequency for PM will be monthly instead of weekly. PM time will be coordinated with 319 FSS Services. PM will include required lubrication, component inspection and replacement of parts that periodically wear out during regular use and are considered normal wear and tear; such as, but not limited to, drive belts and berrings (purchased by government). Broken or defective components that do not routinely require replacement must be identified to Services.

The Bowling Manager will be responsible for ordering and purchasing all parts for contractor to install/replace. Repairs shall be started within five (5) working days (Contractor access to facility 7 days a week) upon receipt of requested parts. The contractor will be required to condition, and oil the lanes once per week during the 32 week bowling league season and once per month during non-league months.

Additionally lanes shall be stripped once every two weeks during league season and once per quarter thru the end of the POP.

3. CORRECTIVE MAINTENANCE: Upon notification of machine failure by the Services office, the contractor shall respond to provide teardown and a list of required replacement parts, within two (2) working days to Services personnel (paid for by government). The Bowling Manager will be responsible for the ordering of parts.

Repairs will be started within five (5) working days upon receipt of requested parts.

4. PARTS AND MATERIALS: The government will be responsible for ordering/purchasing all parts and materials. Currently there are 6 lanes that are non operational and require repair. Contractor will provide an estimate for repairs.

5. SPECIAL EVENTS: Contractor shall be at the bowling alley for a minimum of 32 league bowling nights and three (3) special events (turkey bowl, league roll-offs, midnight bowl, etc.) for approximately three (3) hours, or until the scheduled event is over, to insure the proper functioning of all pinsetters and ball returns. Dates and times will be coordinated with the Bowling Manager prior to the start of the Leagues and within 14 days prior to the scheduled special events. Dates and times will be subject to change with as much prior notice as possible. Contractor shall provide training to all Pin Spotters as to be safe while performing their duties. Training will consist of, but not limited to, turning power to machines on and off and removal of a jammed ball and or pin.

6. LANE LEVELING FOR CERTIFICATION: Contractor shall level all lanes (provide own copy of leveling instructions to meet the United States Bowling Congress (USBC) certification requirements no Later than 30 days from the start of this contract.

7. HOURS OF OPERATION: Bowling Center will be open from 4:00 pm to 9:30 pm on Tuesday, Wednesday, Thursday and 4:00 pm to 11:30 pm on Friday and Saturday.

Bowling Center will be closed Sunday, Monday and Holidays (hours of operation) subject to change by the government.

8. NON-AVAILABILITY NOTIFICATION: The contractor shall provide a qualified replacement if he/she cannot perform on a particular date. Contractor shall be responsible for payment for any/all replacement labor.

9. PERSONNEL QUALIFICATIONS/INSURANCE: Contractor is required to be trained on bowling equipment (2 years maintenance/repair experience) and synthetic lane repairs. Contractor will be physically able to frequently lift and carry objects weighing up to 40 pounds and push or pull objects weighing up to 100 pounds. Must be able to stand, stoop, bend, climb and work in awkward positions. Contractor will procure and maintain, at its own expense, and from company or companies acceptable to the government, insurance covering his/her and any employee personal liability and will provide the government with a copy of the certificate of insurance. The Contractors insurance will comply with the “Workers Compensation Insurance and Liability Insurance laws established by the state of North Dakota”.
