About this file

This is a Request for Pre-Qualification (RPQ) document issued by the Palm Beach County Board of County Commissioners' Purchasing Department for the establishment of a pre-qualified vendor list to supply computers, computer hardware, and peripheral equipment for Palm Beach County's transit system (Palm Tran) utilizing federal funding from the U.S. Department of Transportation Federal Transit Administration. Vendors interested in pre-qualifying must submit their responses by July 8, 2021, at 4:00 p.m. in a sealed package signed by an authorized company representative. Pre-qualified vendors will be eligible to participate in periodic federally funded pricing requests on an as-needed basis throughout the 60-month term of the contract. Subsequent pricing requests from Palm Tran will be awarded on an all-or-none basis to the pre-qualified vendor offering the lowest total fixed price. The anticipated contract value over the 60-month period is $750,000, though Palm Beach County reserves the right to increase or decrease this amount based on actual requirements. All equipment must be new, of current manufacture, and carry factory warranties; refurbished or remanufactured products are not acceptable.

The solicitation establishes a pre-qualification process for vendors authorized to supply Dell, Lenovo, and Hewlett-Packard computers, laptops, monitors, computer hardware, printers, and peripherals, with vendors permitted to indicate authorization for additional manufacturers. The contract is subject to extensive federal requirements governing procurement activities for projects funded by the Federal Transit Administration, including compliance with 2 CFR Part 200 Uniform Administrative Requirements, FTA Circular 4220.1F Third Party Contracting Guidelines, and numerous federal statutes addressing civil rights, environmental compliance, labor standards, and debarment requirements. Vendors must submit certifications addressing debarment and suspension status, federal tax liability, lobbying restrictions (for awards exceeding $100,000), drug-free workplace programs, and disadvantaged business enterprise utilization with a non-mandatory goal of 15 percent participation. F.O.B. point is destination, and vendors shall bear all transportation costs, liability, and risk in transit. All items are subject to post-sale audit adjustment, and payment will be rendered only upon the County's satisfaction and acceptance of delivered items.
