Technical Specifications Summary
This document is a technical specifications file for Tarrant County's Invitation for Bid (IFB) No. F2027006 for the annual purchase of oil and lubricants on an as-needed basis. The contract seeks to establish an agreement with a primary vendor, secondary vendor, and alternate vendor to supply various oil and lubrication products for Tarrant County vehicles, trucks, and heavy equipment. Products must be supplied in multiple container sizes including gallons, quarts, tubes, pails, drums (55 gallons), kegs (120 pounds), bulk containers (exceeding 55 gallons), and totes (200-330 gallons). All products must comply with current American Petroleum Institute (API), International Lubricants Standardization and Approval Committee (ILSAC), or approved equivalent standards, and reconditioned products are not acceptable. The specifications require bidders to submit specification sheets for each product and establish that vendors must provide free pickup of empty drum containers when delivering new inventory, with pickup costs included in unit pricing.
Pricing must include all delivery to designated Tarrant County locations with freight prepaid, and all fees including fuel surcharges, administration fees, and delivery charges must be incorporated into unit prices. Bidders may propose discounts for additional non-specified products, though these discounts will not be evaluated. Price adjustments are permitted only after 180 days from the award or renewal date and are limited to a maximum of 5 percent variance, requiring written approval from the Tarrant County Purchasing Agent. Delivery requirements are critical, with emergency orders requiring 48-hour delivery and normal orders requiring five business days; if the primary vendor cannot meet delivery timelines, Tarrant County reserves the right to order from the secondary vendor. Vendors are preferred to have at least one location within 30 miles of 100 East Weatherford Street, Fort Worth, Texas, and all delivered products are subject to testing for specification compliance, with testing costs borne by the vendor if materials fail to meet standards.
