PERFORMANCE WORK STATEMENT
FOR
Type III Fuel Hydrant System

1.0 DESCRIPTION OF SERVICES
1.1. Perform preventive maintenance on Type III Fuel Hydrant System Controls at Facilities 13196, 15365 and 16385.
1.2. Provide analysis of remoter emergency shutdown systems.
1.3. Replace operator interface computers with desktop HMI systems Includes desktop workstation computers, monitors, serial communication cables, HMI software (GE Cimplicity 8.1) and new databases. Systems will be installed at Facilities 15365 and 16385.
1.4. Replace four motor soft start controllers with solid state, reduced voltage, 100 HP, 135 amps. Work will include removing existing units, installing new contractor provided controllers and testing operation of new components with motors.
2.0 SERVICE DELIVERY SUMMARY
2.1. Contractor will replace four motor starter controllers on a Type III Fuel Hydrant System. Contractor will remove existing controllers; install new solid state, reduced voltage, 100HP, 135 amps (max) units. New units installed must be compatible with existing motor control centers and pumps. After installation contractor will perform performance operation of new controllers with pump motor operation. Removed soft start controllers will be returned to the government.
2.2.Contractor will provide operator interfaces that are fully compatible with existing Type III fuel hydrant system. The new database and software installed on these systems will be compatible with existing Programmable Logic Controllers. Desktop systems will provide operators monitoring capability of all system functions to include: Valve Positions, Flow Rates, System Pressure, Pump Hours, Pump Status, System Settings, and Alarms. Stand alone systems will not be connected to LAN. System will have ability to be locked out so that only maintenance personnel will be capable of changing system settings. Systems will be connected to existing controls by government employees.
2.3. Contractor will conduct inspections and calibrations on Type III Fuel Hydrant System Controls. Inspections will include database review, PLC inspections, control panel inspections, alarm panel inspections, calibration of pressure indicating transmitters, calibration of differential pressure transmitters, and calibration of receipt meter transmitters. Inspections and calibrations will be conducted at facilities 13196, 15365 and 16385.
3.0 GOVERNMENT FURNISHED PROPERTY/SERVICES
3.1. Government Furnished Equipment, Services, or Facilities. Work will be performed on site at facility 13196, 15365, and 16385.
3.2. Operator Interface will be connected to government Type III Fuel Hydrant Systems by government employees at Facilities 15365 and 16385.
