The contractor shall provide corrosion control, prime and top coatings of all types of Aerospace Ground Equipment (AGE) and munitions trailer services specified in the Performance-Based Statement of Work (PWS).
2.0. OBJECTIVE
1.1. The role of the government in quality assurance is to ensure contract standards and performance objectives are achieved. This Performance Plan has been developed in accordance with AFI 63-124, Performance-Based Service Contracts (PBSC). The purpose of the Performance Plan is to identify the methods and procedures the government will use to evaluate and assess contractor performance regarding the requirements in the PWS. It is designed to provide an effective assessment method of monitoring contractor performance for each listed performance objective in the Service Summary (SS) section.
1.2. The Performance Plan provides a systematic method to evaluate the services the contractor is required to furnish. The Performance Plan is based on the premise the government desires to maintain a satisfactory quality standard for contract requirements.
1.3. The Performance Plan has been developed in coordination with the multi-functional team.
It is designed to provide direction to personnel performing contract assessment duties. Personnel surveying the contract terms and conditions and PWS requirements will also periodically review the Performance Plan throughout the life of the contract.
3.0. PERFORMANCE MANAGEMENT
3.1. Multi-Functional Team. The multi-functional team will manage the contract for the life of the contract. This team will form a partnership between the government and the contractor to ensure the best possible service is provided. The goal of the multi-functional team is to give all members a vested interest in maintaining the highest quality of service to our customers and the ability to propose/initiate improvements. The success of this contract is a combined effort of all multi-functional team members.
4.0. CONTRACTOR QUALITY REQUIREMENTS
4.1. Quality Control Program. The contractor, not the government, is responsible for management and quality control actions to meet the terms of the contract. The quality control program is the driver for quality.
4.1.2. The contractor is required to develop a comprehensive program of inspections and monitoring actions. The first major step to ensuring a “self-correcting” contract is to ensure that the quality control program, approved at the beginning of the contract, provides the measures needed to lead the contractor to success.
4.1.3. After the quality control program is accepted by the government, careful application of the process and standards presented in the remainder of this document will ensure a robust quality assurance program.
5.0. ROLES AND RESPONSIBILITIES OF THE MULTI-FUNCTIONAL TEAM.
5.1. Functional Commander (FC). The FC must receive training prior to commencement of duties. The FC is responsible for developing requirements and is the focal point for all contract changes to the PWS. The FC ensures requirement documents developed by the multi-functional team satisfy mission requirements, are performance-based, foster innovation, and define metrics. Metrics should provide meaningful measurements of contractor progress aimed at attaining desired outcomes.
5.1.1. The FC is responsible for identifying mission essential services and developing the necessary documents in accordance with DoDI 3020.37, Continuation of Essential DoD Contractor Services During Crisis.
5.1.2. The FC is required by AFI 63-124 to assign a Primary and Alternate Quality Assurance Personnel (QAP) in writing to the Contracting Officer. Quality Assurance Personnel must be appointed and trained prior to assuming their quality assurance responsibilities. These competent and capable functional experts will be part of the multi-functional team. These experts shall maintain functional knowledge, have priority for continuing education, and provide functional continuity and stability.
5.1.3. The FC reviews contractor performance assessment documentation, prepared by QAP, on a regular basis to ensure performance is compatible with contract objectives and is required to submit a monthly Performance Summary Report. This report is due to the Contracting Officer by close of business on the tenth working day of the following month. The Performance Summary Report shall include as a minimum:
5.1.3.1. A monthly assessment summary of all performance objectives as outlined in this plan.

6.0. SERVICE DELIVERY SUMMARY
6.1. Overview. This SDS implements AFI 63-124, Performance-Based Service Contracts and identifies critical success factors for the contract. It identifies both the performance objectives for those factors and the performance threshold required for each performance objective. The Government reserves the right to assess all services called for in the contract to determine whether or not the performance objectives and goals were met.
6.1.1. This SDS lists the performance objectives for the required service that the Government will assess.
6.1.2. The absence of any contract requirement from the SDS shall not detract from its enforceability nor limit the rights or remedies of the Government under any other provision of the contract including the clauses entitled “Inspection of Services” and “Default”.
6.1.3. This SDS was used as the baseline to develop this Performance Plan.
6.2. Assessment Methods. This Performance Plan will incorporate customer complaint and periodic inspection/assessment as the approach to insure the contractor complies with the PWS requirements.
6.2.1. Customer Complaint. Anyone who observes unacceptable services, either incomplete or not performed, should immediately contact the QAP.
6.2.1.2. The QAP will conduct an investigation to determine the validity of the complaint. If the QAP determines the complaint to be valid, the QAP will document the findings and notify the Contractor.
6.2.1.3. The Contractor shall correct or otherwise resolve the unacceptable performance immediately. If the Contractor disagrees with the complaint after investigation and challenges the validity of the complaint, the Contractor will notify the QAP.
6.2.1.4. The Contractor shall return the written customer complaint document to the QAP, completed with the actions taken to correct the unacceptable service. The Government will retain this document to ensure the Contractor has taken appropriate action(s) to prevent the recurrence of unacceptable service. The QAP will retain and file the complaint form. At the end of each month, all validated complaints will be reported in the Monthly Assessment Summary.
6.2.2. Periodic Inspection/Assessment. The QAP will evaluate by directly inspecting any completed task listed in the PWS. Periodic Surveillance will be conducted as often as necessary to determine Contractor compliance. Surveillance may be decreased or increased based on Contractor performance. The QAP will submit a surveillance schedule to the contract administrator prior to the start of each month.
6.2.3. One-Hundred Percent Inspection. The QAP will inspect and/or evaluate the contractor’s performance each time the task is performed. The QAP need only inspect as much of the task as the QAP deems necessary to establish contract performance level.
6.2.4. Assessment methods can change after contract award based on, but not limited to the acceptance of a contractor QC plan, a partnering agreement, which established the metrics to be used, and contractor performance.
6.3. Performance Evaluation. Performance of a service will be evaluated to determine if it meets the performance threshold. Re-performance is the preferred method of correcting any unacceptable performance. If required, the contractor shall provide the Government written response why the performance threshold was not met, how performance will be returned to acceptable levels, and how recurrence of the cause will be prevented in the future.
