About this file
This Performance Work Statement (PWS) details a radio frequency (RF) interference investigation for the fire alarm communication system at Ellsworth Air Force Base (AFB). Monaco Inc. is contracted to conduct a comprehensive RF measurement and analysis project, with a 45-calendar day timeline to complete the survey. The contractor must perform RF spectrum analysis at multiple base locations, evaluate antenna performance, assess Radio Frequency Module (RFM) locations, and deliver a detailed written report within 15 business days of completing onsite work.
Key performance requirements include conducting signal strength measurements, analyzing antenna efficiency, comparing RFM location performance, and identifying interference sources. The final deliverables must include RF spectrum measurement data, antenna performance results, interference source identification, and recommended mitigation strategies. The contractor will use calibrated RF spectrum analyzers and must comply with base access procedures, security protocols, and potential pandemic response policies while performing the investigation.

Performance Work Statement (PWS)
Project Title: Radio Frequency Interference Investigation – Monaco Fire Alarm Communication System Location: Ellsworth Air Force Base (AFB) Contractor: Monaco Inc.
1. Purpose
The purpose of this PWS is to define the performance requirements for Monaco Inc. to investigate and identify radio frequency (RF) interference affecting the fire alarm communication system at Ellsworth AFB. This system is mission-critical, and the interference is causing major communication issues with the fire protection system. If not resolved, these issues could result in a catastrophic event impacting personnel safety and base operations. The contractor shall provide technical expertise, specialized equipment, and analysis to determine the source of interference and recommend corrective actions. The contractor shall have 45 calendar days from date of award to complete the survey and provide contract deliverables.
2. Scope
The contractor shall perform RF measurements, antenna analysis, and system diagnostics at designated locations across Ellsworth AFB. The contractor shall deliver a comprehensive report of findings and recommendations within the specified timeframe.
3. Performance Requirements
The contractor shall meet the following measurable performance outcomes:
• Signal Strength Measurements o Conduct RF spectrum analysis at multiple base locations.
o Measurements shall include signal strength, noise levels, and interference patterns.
• Antenna Performance Analysis o Evaluate field unit antenna locations for forward and reflected power.
o Document antenna efficiency and potential sources of mismatch.
• RFM Location Analysis o Assess both primary and alternate Radio Frequency Module (RFM) locations.
o Provide comparative analysis of performance and interference susceptibility.
• Final Report o Deliver a written analysis report within 15 business days of completing onsite work.
o Report shall include measurement data, findings, identified interference sources, and recommended corrective actions. See para 4 for specific details.
4. Contract Deliverables
The contractor shall provide:
• RF spectrum measurement data
• Antenna performance results
• RFM location analysis
• Identification of interference sources
• Recommendations for mitigation
• All measurements shall be conducted using calibrated RF spectrum analyzers and ratio test equipment.
• Reports shall be clear, technically accurate, and suitable for government review.
• Deliverables shall be submitted within the required timeframe.
5. Government Furnished Support
Ellsworth AFB will provide:
• Access to facilities and communication system components
• Coordination with base personnel for site access and safety compliance
6. GENERAL INFORMATION:
6.1 Working Hours: Normal duty hours at Ellsworth AFB are Monday through Friday, except on Government holidays, 7:00a.m. to 4:30p.m. If working outside of normal duty hours the Contracting Officer will need to be informed in writing 72 hours prior to working at the times requested. Facilities will be occupied and in full operation when the work is performed.
6.2 Federal Holiday Schedule:
• New Year’s Day – 1 January
• Martin Luther Kind Day – 3rd Monday in January
• Washington’s Birthday – 3rd Monday in February
• Memorial Day – last Monday in May
• Juneteenth – 19 June
• Independence Day – 4 July
• Labor Day – 1st Monday in September
• Columbus Day – 2nd Monday in October
• Veteran’s Day – 11 November
• Thanksgiving Day – 4th Thursday in November
• Christmas Day – 25 December
6.3 BASE CLOSURE: Work scheduled but not accomplished because of base closure due to weather, exercises, or actual alert, will be accomplished as soon as possible after reopening the base.
6.4 CLEAN UP: After successful completion of all work and tests, and at the end of each workday, Contractor shall clean the area and dispose of debris and trash outside the limits of Government property. Work area and affected areas shall be left in a clean and orderly manner, acceptable to Contracting Officer’s Representative. Any damages caused by the contractor to surfaces or structures due to accomplishment of the project shall be repaired to match existing at no cost to the Government. Any damages caused by the contractor to trees, shrubs or surrounding vegetation will be repaired/replaced at no cost to the Government.
6.5 ACCESS TO BASE: Contractor shall attain Contractor/Employee Base Passes to perform these services on Ellsworth AFB. The contractor shall coordinate with Contracting or the Information Systems Security Manager (ISSM) Johnathan Autry at 605-385-2519 or johnathan.autry.1@us.af.mil
6.6 SECURITY, FIRE, AND MEDICAL SERVICES: The government will provide police, medical and fire protection while contract personnel are on base.
6.7 GATE PROCEDURES:
• For large commercial vehicles, the contractor shall use the Bismark Gate. Drivers should be prepared to exit the vehicle and allow for vehicle inspection.
• For standard personnel vehicles, the contractor shall use the main gate.
• All contractor personnel are subject to providing fingerprints and a background check at the initial time of base entry.
6.8 PROHIBIITONS:
6.8.1. Weapons, Firearms, and Ammunition. Contractor employees are prohibited from possessing weapons, firearms, or ammunition, on themselves or within their contractor-owned vehicle or privately-owned vehicle while on military installations.
6.8.2. Individuals with felony criminal records are not allowed on base.
