GlobalNET is an Office of the Secretary of Defense (OSD) initiative. The focus of the program is a common information technology platform to improve international partner outreach and collaboration efforts in a federated environment. A federated environment – characterized by the capacity of DoD institutions and Partners to directly share participants and content across proprietary community websites - fostering networks of partner influencers and enabling better use of DoD resources through collaboration among the Regional Centers for Security Studies, Partnership for Peace (PfP), international partners, and other DoD educational institutions and communities. The program uses a spiral development methodology to speed the delivery of open source collaboration technologies to the user community. DSCA oversees execution of the research and development of the GlobalNET effort and its operations, and ensures that the program addresses
DoD security cooperation requirements in the context of defense, interagency, and international information sharing and collaboration needs. GlobalNET is a unique web based platform supporting over 60,000 users.
In accordance with a corrective action plan approved by U.S. Cyber Command, DSCA must complete installation of certain security patches while migrating intranet data to a new SharePoint site. To accomplish this task within the required timeline, DSCA requires highly specialized personnel with knowledge of the current system to provide web development services to meet 1st
Quarter FY16 target deadlines and facilitate the transition of SharePoint data to a new SharePoint site. Also, there are critical tasks for SharePoint that would be impacted to include CPO Audit
Tracking System, which is being developed to track internal audits currently being performed by
DoD OIG. The agency SharePoint team has been working on this project for about a year and it is roughly 80% complete. Additionally, this IT support is necessary to maintain SharePoint accounts and troubleshoot new features, required by the users and the Director’s Vision 2020.
The current contractor has the experience and trained personnel to provide the day-to-day support for both
GlobalNET and SharePoint. Due to the highly specialized services required, only individuals employed with IMC have the necessary skills and training and services to continue performance without disruption.
The impact to the agency without these IT services would be detrimental. Currently, our COCOM
Priorities Database is used to track significant priorities on Foreign Military Sales (FMS) Cases with our partner countries and is being temporarily hosted on the Washington Headquarters Services
(WHS) network. The current memorandum of agreement (MOA) with WHS does not permit the hosting of unapproved business applications on their network. Due to restrictions imposed by U.S.
Cyber Command deadlines, it is necessary to continue with the database modifications to the database, and complete the application upgrade so that this database can be moved to SharePoint, which will convert it to a web based application. The loss of this application will have a significant detrimental impact on the execution of FMS priority cases with our partners.
Additionally, without a fully manned GlobalNET team, significant risk would be imposed on the current timeline for the scheduled November to January system release would be disrupted and need to be re-scheduled. Taking into account the year-end holiday impacts, this delay could push the next
GlobalNET release out to late spring 2016, further delaying the on-boarding of 17 communities and their content. This would severely impact our GlobalNET stakeholder partners, but also delay the on-boarding effort of two new partners as well (Defense Institute of Medical Operations, in San
Antonio, TX; and the John F. Kennedy Special Warfare Center at Ft. Bragg, NC).
6. Efforts to Obtain Competition: Efforts to obtain competition for this action are not feasible nor is it in the Government’s best interest, in the next 3-5 months. Any future procurement shall be published as required by FAR 5.2. This action is for a sole source contract through placement of an order with GSA schedule holder IMC, Inc.
7. Actions to Increase Competition: This action is required to meet critical mission requirements until such time that services are obtained under a competitively awarded procurement.
8. Market Research: Since no contractor but the proposed contractor is capable of accomplishing the short-term work without incurring disruptions in service and unacceptable delays, no market research has been conducted.
9. Interested Sources: None.
10. Other Facts: Discuss any other facts supporting the use of other than full and open competition, such as the following:
a. Use of In-House Resources was considered. Using Government personnel (military and civilian) to replace contractor personnel in the execution of duties under this contract is not realistic.
Government resources are not available and lack the expertise to perform technical requirements in-house.
b. Procurement history. Previous Contract Number HQ0013-15-F-0001 was awarded to
IMC, Inc. to perform Help Desk support services and the scope of work contained similar type functions. IMC has corporate experience and agency specific knowledge in the infrastructure and applications of both hardware and software to include personnel on board with technical skills to support both GlobalNet and SharePoint information technology systems. The previous procurement was vastly different in scope; however, IMC, Inc. is equipped to provide these highly specialized services by individuals that have the necessary skills and training to continue this short term performance without disruption.
