RFI QUESTION RESPONSE

1 The solicitation mentions construction services and construction management services in several places. Can you confirm if this refers to actual construction as well as construction management, or will this contract only involve construction management and/or construction administration services?

The primary concern of this RFQ is architectural conservation of significant features in Smithsonian historic building stock. The selected offeror will be responsible for assessing and treating historic preservation issues. Fabrication and conservation services will be provided by the selected team. Construction services will be delivered by a general contractor separately retained by the Smithsonian working in cooperation with the selected team. We apologize for the confusion and have amended the RFQ to make this clearer.

2 1. Please confirm that it is SI's intention for the Technical Preservation Team to include artisans and specialty contractors capable of performing repairs, treatment, fabrications, and other construction-related services as part of this IDIQ contract.

Artisans and specialty contractors capable of providing repairs, etc. are required to be part of the project team, but are not required to be in-house at the prime.

Given the wide variety of architectural materials included in the RFQ, multiple specialized trades and artisan firms may be required to execute repairs, treatment, fabrications, and other construction-related services. Does the qualification package need to identify and provide qualifications for all potential sub-contractors who will be providing these specialized services, or could these specialized sub-contractors be identified and approved by SI on an as need basis for specific projects executed under this contract?

The qualifications package should include subcontractors who can address the the specialized services named in the

RFQ.

We have a two-part question about the requested sample report: a) The type of requested sample report can be quite long and consist of multiple volumes. Would submitting excerpts of a report be acceptable as long as it is representative of the full report or would SI like to see the entire report? b) Would submitting two sample reports (in their entirety or excerpted) in order to more thoroughly illustrate a firm's full range of expertise be acceptable?

Please submit a report in its entirety.

3 Is this a design/build or design/bid/build solicitation? Please see the clarification in the attached amended RFQ. The selected offeror will be required to coordinate construction efforts with a separately retained contractor. Usually our projects are design-bid-build,with occasional Design Build or CM at Risk projects as well.

What is the anticipated average value of task orders for this contract… below $50,000 or above? Most projects will be below $50,000, but a handful of larger projects are anticipated.

4 Is it the Smithsonian’s intention that a historic preservation architect/ engineer or a conservation/ preservation engineer be Prime for this contract?

The prime is required to have in house staff qualified to provide services described in the RFQ at Section 3.2, Pre- Treatment, and Section 3.6, Documentation.

Are you seeking A/E Title 2 Services during Construction for traditional Constriction Administration Services or a Construction Manager as Agent (CMA)?

A/Es on the successful team may provide construction administration services for those projects which require coordination with a construction contractor.

Is the expectation that the team include construction conservation specialists who can execute the work under a construction contract? Or are you look for an A/E with expertise to test, identify and specify appropriate treatments only?

Our primary concern is conservation. Please review the clarifications above.

5 Section 3 of the RFQ indicates that task orders may be awarded for both design-bid-build and design-build project delivery formats. If a team chooses to organize itself with a construction services firm as the prime contractor with preservation architects and engineers as subconsultants, will it exclude the team from consideration for task orders that the SI wishes to be delivered in the design-bid-build format?

Please see the clarifications in the attached amended RFQ. The successful teams will be permitted to evaluate, document, design and treat elements from project initiation to completion, either on their own or with a separate contractor.

Section 3 of the RFQ indicates a broad range of technical services spanning the full spectrum of design and construction services. Through discussion with multiple interested parties, many potential respondents are reporting confusion as to whether this RFQ is seeking a construction services firm or a design services firm in the prime contractor role. Can this please be clarified?

1. BACKGROUND:

The Smithsonian seeks project teams qualified to provide technical and professional preservation services such as materials conservation, materials analysis, preservation design, coordination with construction and related services required to care for and preserve its historic museums, zoo, research and other architectural structures. This request for qualifications (RFQ) identifies the anticipated scope of work and qualifications of teams sought to provide such services, which include but are not limited to materials testing of all kinds, conservation of historic architectural fabric, laboratory techniques, technical assessments, specialized treatment, artisanal fabrication and conservation management services. Under the awarded contracts, task orders may be issued from time to time on an indefinite delivery, indefinite quantity (IDIQ) basis.

The Smithsonian’s building stock embodies the full range of its history—from the mid 18th century into the modern era. Smithsonian museums and other structures are significant for their historic importance as well as their iconic designs contributed by architects such as Adolph Cluss, Sir Norman Foster, and many others. The successful offerors will investigate, document, analyze, stabilize, conserve and/or renovate Smithsonian architecture to ensure their continued integrity and significance. The successful project teams will perform and services for in-house professional staff of Smithsonian Facilities and assist with consultations for end-user staff of individual museums and departments.

Submissions should reflect experience with high-profile, historic architecture with a large and continuous public visitorship, multiple agency consultations and a high degree of security requirements.

The scope of work includes all post design phase and construction phase services such as site visits, limited construction administration, shop drawings, submittal reviews, and technical assistance required for the successful treatment of Smithsonian historic structures. Project teams selected will be expected to respond to Smithsonian requests for services with expediency, attention to detail, technical skill, high quality workmanship and great sensitivity to Smithsonian history and operations. All teams must include expertise in the following areas through a combination of key personnel and specialty subcontractors:

i. Metallurgy and metal working, pressed metal, wrought metal, cast metal;

ii. Openings, including window assemblies, infill within openings;

iii. Finishes, Coverings, Paints and Plaster;

iv. Millwork, cabinetry, profiles, sills, muntins, jambs, moldings, baseboards, wainscoting, paneling;

v. Masonry, cladding or veneer, including ashlar or dressed masonry, rubble or rusticated masonry, dry masonry, mortar, brick work;

vi. Carpentry, finished, parquetry, joinery, building construction, form work; vii.

Roofing and cladding and roof coverings of all types;

vii. Interior wall and floor coverings, wall paper, carpentry, tile, and other types;

viii. Structural Historic preservation engineering;

x. Historic preservation architectural design services;

xi. Architectural history;

xii. Building Envelope assessment, including water infiltration;

xiii. Conservation and fabrication of ornamental architectural elements of any type, stained glass, beveled glass, ornamental finishes, finials, statuary, medallions, and so on;

xiv. Advocacy and record documentation including photography, scanning, written reporting and other services required for Smithsonian business continuity, agency review and/or approvals.

Ninety percent of work is anticipated to be in the Washington, DC metropolitan area including Maryland and Virginia. The remaining ten percent of the work is anticipated to be in other geographical locations where Smithsonian Institution facilities are located including Arizona, Florida, Hawaii, Massachusetts, New Jersey, New York, and Panama. The selected firms should be capable of responding to and working on two comprehensive projects concurrently. Task orders will be awarded based on the successful offeror's current workload and its ability to accomplish the order in the required time, type of services required, previous experience, including customer satisfaction, performance and quality of deliverables under the current IDIQ, and geographic location. Contracts may be issued up to one year after selection approval.

3. SCOPE OF WORK.

The Smithsonian wishes to retain project teams for projects to be awarded on an indefinite delivery, indefinite quantity basis for the following types of task orders valued from $10,000.00 to no greater than $1,000,000.00. Task orders may be awarded for discrete, minor projects; for projects to be performed in coordination with separately retained vendors; and/or for comprehensive study and assessment through construction and project closeout, performance of materials science experts, conservators, assessments, photography, scanning, A/E, fabrication or conservation management, including coordination with separately contracted construction efforts. Smithsonian projects may be constructed on a design-bid-build or design-build basis.

1) General. Deliverables described in this section are subject to review and comment by

Smithsonian staff and external agencies. Deliverables under task orders will likely undergo multiple revisions. Where applicable, it is the Smithsonian’s expectation that the successful offerors will support SI and agency reviews through approval.

7) Project Team Formation. Project teams must include through personnel, subcontracting or subject matter expertise and technical skills identified in this RFQ. The prime contractor must have in-house personnel capable of providing Pretreatment and Documentation services described in 2 and 6(a-d) above, but is not required to be an architect or an engineer. Each project team must include a historic preservation architect and engineer, materials testing and conservation expertise with minimum qualifications recommended by the American Institute of Conservators (AIC); construction, fabrication and trades expertise identified in this RFQ, and key management personnel with points of contact.

4. PRIMARY SELECTION CRITERIA: Firm evaluation will be conducted in accordance with FAR 36.6. The

Smithsonian will evaluate submissions on the basis of the following primary criteria which are listed in descending order of importance.

A. Prime contractor and subcontractors’ firm qualifications, experience and past performance in the following types of projects: technical assessment, reporting, conservation, materials analysis, preservation design, treatment plans, fabrication, conservation coordinated with construction and other services related to significant, historic museums, research facilities, civic structures, and sites.

The scope of the projects and the quality of the services will be considered of greater importance in the evaluation than the quantity of projects or the number of categories represented by submitted projects.

Projects submitted should demonstrate experience in addressing issues associated with the preservation of National Historic Landmarks, buildings listed on the National Register of Historic Places and/or on the historic building registers of states or other nations. Greater consideration will be given to facilities accommodating large numbers of public visitors, complex projects subject to multiple aesthethic, regulatory and security requirements involving extensive consultation and coordination with multiple professional disciplines.

B. Demonstration of experience and competence of the proposed staff with project types listed in this RFQ. The demonstrated extent of involvement and quality of staff’s contributions to projects should be emphasized. The evaluation of these disciplines will consider relevant professional licensure, education, training, and the overall quality of experience needed for each trade and skill, including membership in and/or presentations before organizations with a preservation-based mission, such as the Association for Preservation Technology, the National Trust for Historic

Preservation, ICOMOS, or other similar groups. Responding firms must clearly identify disciplines to be performed in-house and those to be subcontracted. Firms must submit the names and supporting qualifications of all subcontractors. Firms are encouraged to minimize duplication within disciplines and in project roles in the selection of subconsultants or joint venture partners. An Organization Chart should be submitted as part of Section D that identifies firm and individual roles for Prime and

Subconsultants. Key management and points of contact must also be identified.

C. Firm competence as demonstrated by past performance on contracts in terms of planning and design quality, work management, responsiveness to client requirements, quality of planning and design documents, cost control and compliance with performance schedules. A discussion of the firm’s approach in working with the Smithsonian on conservation projects shall be submitted with your SF 330 in Section H. This discussion should demonstrate past projects comparable the architecture of the

Smithsonian museums on the National Mall. A past historic structure report or conservation treatment plan should be associated with one of the Example Projects provided in Section F of SF 330 and will be evaluated as a sample of the firm’s technical writing and graphic communications quality.

D. Capacity of the project team to accomplish work within specified time constraints based on submittal of firms’ current and projected workloads. Firms should demonstrate experience with complex projects, phased projects, projects involving occupied structures inside a secured perimeter or as part of a secured campus and handling multiple complex projects simultaneously. The availability of an adequate number of qualified personnel in the key disciplines shall be presented.

F. Firm location in reasonable proximity of Smithsonian Institution facilities, especially

Washington, D.C. The primary office where the work will be performed and the staffing at that office shall be clearly indicated in the firm’s mobilization planning and design approach in Section H. Prime and Subconsultant firms located at a distance greater than 500 miles from Washington DC must explain in their approach section how they will work with the Smithsonian to minimize costs and inefficiencies associated with their more distant location.

G. Computer capability. Contractor and subcontractors Architects and engineers must be able to comply with Smithsonian Institution standards for documentation, drawings and specifications.

These standards are available for viewing at the SI Office of Facilities Engineering and Operations

Architect-Engineer Information Center website, at http://www.ofeo.si.edu/ae_center/index.asp.

Required proficiencies include the following: (1) AutoCAD 2008; (2) Microsoft Office, including

Project (3) Adobe Acrobat Professional; (4)

3dimensional modeling, rendering and animation in specialized software such as Autodesk 3ds Max, Autodesk Maya; (5) Building Information Modeling in specialized software such as Autodesk Revit, Google SketchUp Pro, Graphisoft ArchiCAD, Navisworks, Onuma Planning System, as well as familiarity with IFC and Cobie file standards; (6) Experience with computer aided facilities management software such as Facility Center is highly recommended.

5. CONTRACT TERMS: The successful firm will be expected to sign a standard, unmodified, Smithsonian A-E contract, which includes standard FAR clauses governing A/E Contractor

Responsibilities as well as Smithsonian specific provisions. A full copy of these provisions will be provided upon request by the Contracting Officer identified below.

6. SELECTION & STATEMENT PREPARATION INSTRUCTIONS

A. Under this RFQ, the Smithsonian Institution will select the most qualified Offerors for task order projects as described above. Qualifications will be determined through review of your submitted

Statement of Qualifications evaluated using criteria and information requested in this RFQ. Your

Statement of Qualifications must be completed using Standard Form 330 (SF 330).

To assure your Statement is given full consideration, you must do the following:

• Read this RFQ carefully to make sure you understand what is required.

• Include all the requested information. Failure to complete any part of the statement, or failure to submit on a form other than SF 330 may result in lower consideration or being judged nonresponsive. Offerors should not assume they will be contacted for clarifications.

B. Preparation Instructions.

1) Submit the required information in pdf format using a filesharing format transmitted by email to

Eve Errickson at ErricksonE@si.edu. Your correspondence should be addressed to Smithsonian

Institution, Office of Contracting & Personal Property Management (OCON&PPM), 600 Maryland

Avenue SW, Suite 5001, Washington, DC 20024 Attention: Eve Errickson. Firms must submit

Parts I and II of the Standard Form 330 for the prime and, if applicable, joint venture(s). Part II of the SF330 must be submitted for each consultant. On SF 330, Part I, Block 5, include DUNS number for the prime firm. On the SF 330, Part I, Block F, provide the title and contract award dates for all projects listed in that section. Failure to submit the completed SF 330 may render the submission unacceptable. Part I of the SF 330 shall have a page limit of 125 one-sided pages, excluding the sample report. Font size shall not be less than 10 font. Preface the submission with a brief letter on company letterhead; please attach a copy of your most recent SAM registration confirmation.

2) The prime must include past experience as prime contractor on Comparable Projects.

Comparable Projects are those of the same or similar cost, building type, type of construction, age, safety requirements and meeting other factors listed in this RFQ.

3) Include Current references (name, address, and telephone number) for your comparable projects as listed in your submission. If the Evaluation Team is unable to contact the references listed to verify experience and performance, that project may not be considered.

C. Unsuccessful offerors will be notified at the same time as successful offerors and provided an opportunity for debriefing. A debriefing is an opportunity for the firm to understand how the

Smithsonian Institution assessed the strengths and weaknesses of its submission. Requests for debriefing must definitively state names and titles of attendees, their availability and be in writing, F19R010002-Technical Preseration Services to be received by the Smithsonian no later than three (3) calendar days after receiving notice of your status regarding the prequalification. Email is acceptable for this purpose. Statements will not be maintained or returned. Offerors will not be reimbursed for any expense(s) incurred in developing their Statement. The Smithsonian Institution reserves the right to request project documents prior to award.

D. This (RFQ) is intended to provide all offerors with sufficient information to enable them to prepare and submit their qualifications for review and consideration by the Smithsonian Institution. The RFQ neither commits the Smithsonian Institution to pay any proposal preparation costs, nor obligates the

Smithsonian to procure or contract for construction or services. It shall not be construed as authorization to proceed with or to be reimbursed for any of the costs for any of the work specified herein. THIS IS NOT A REQUEST FOR PROPOSALS.
