About this file

This document is a Description of Intended Single Source Purchase (PUR 7776) issued by the Florida Department of Transportation (FDOT). FDOT is seeking to procure a Magnetic Imaging Tool (MIT) Scan, a specialized device for measuring dowel and tie bar alignments in concrete pavement. The existing MIT Scan used by FDOT is over 10 years old and requires a time-consuming rail system setup, so FDOT is looking to acquire a newer, more user-friendly version of the MIT Scan from the sole distributor, Kessler Soils Engineering Products, Inc. The estimated dollar amount for this one-year procurement is $71,355.00.

The justification for the single-source acquisition is that Kessler Soils Engineering Products, Inc. is the sole distributor of the MIT Magnetic Tomography NDT equipment in the USA, and is the only vendor that can install, configure, and calibrate the required hardware and software. FDOT has determined that the commodities or contractual services are available only from this single source. If FDOT determines in writing, after reviewing any information received from prospective vendors, that the MIT Scan is available only from Kessler Soils Engineering Products, Inc., FDOT will post notice of its intended decision to enter a single-source purchase contract on the Vendor Bid System.

Our old MIT SCAN is more than 10 years old and needs a set-up of a rail system for measurements. It is time consuming for set-up and not user-friendly on data transfer and processing. The new MIT SCAN is a totally new device allowing the operator to measure and evaluate pavement joints in real-time without using a rail system. It is very flexible, rapid, efficient, and cost-effective. It will be a great tool for quality assurance and quality control on concrete paving process. In addition, it can be used for forensic investigations of falling joints in existing pavements as well.

Intended source (vendor, contractor): Kessler Soils Engineering Products, Inc.

Estimated Dollar Amount: $71,355.00

Justification for single source acquisition (what is necessary and unique about the product, service or source; steps taken to confirm unavailability of competition, as appropriate): The KSE Testing Equipment (KSE) is the sole distributor for MIT Magnetic Tomography NDT equipment in the USA. As such, KSE is the only vendor that can install, configure, and calibrate the hardware and software required to operate the MIT SCAN.
