Amendment 000002

RFP # F17PS00971

Title: Design/Build Black Canyon Archeological District Trail, Pahranagat National Wildlife Refuge

Answers to questions received as follows:

1) Question: The SOW references a completion date by 11/30/17. I have references to 11/30/18 elsewhere in the solicitation package that I need to change to the 11/30/17.

Answer: Any reference to an end date in the solicitation package should read 11/30/18. (We likely won't have a final design in hand until approx. November, 2017).

2) Question: If a site visit attendee list is available, I have contractors that have requested we include that by amendment.

Answer: A copy of the site visit attendees is included in this amendment.

3) Question: One contractor was curious as to whether we had info on bridge length?

Answer: Figure 35 feet each for the two bridge span lengths. Any significant variation will be adjusted via modification.

4) Question: If you may have changes to the boardwalk and/or handrails, that info as well.

Answer: A new bid schedule in the SOW clarifies the boardwalk option bid items.

5) Question as follows: "After a conversation with Nathan and the architect that was on the job walk, their understanding was that they were asking questions during the walk and that those questions were going to be answered in a Q&A addendum. Also, there was talk about pushing the bid date. That’s actually what we were hoping for."

Answer: Date for receipt of proposals is extended to 3 PM PDT on September 13, 2017.

6) Question: Is there a water source available for dust control as well as other construction uses?

Answer: Adequate water for dust control and other construction activities is available at the Refuge within a short distance to the project site.

Further Clarifications:

Any organic materials from clearing and grubbing operations may be buried close to the project in an area designated by the Refuge Manager.

All existing gates and fences can remain in place and should not interfere with construction activities.

Concrete surfacing will be required for disabled parking spots as per the SOW

The trail edging allowance will be modified to require furnishing and installing natural rock barriers in viewing areas in order to dissuade the public from accessing sensitive areas. The $7,500 allowance will be adjusted to reflect the actual cost of work and exercised during the performance period of the contract.

The approximate trail length is 7400'. Any significant changes to that length will be paid for via a modification following contract award.
