STATEMENT OF WORK

RELOCATE FISH PASSAGE BRIDGE

AT

RED ROCK LAKES NATIONAL WILDLIFE REFUGE

PART 1 - GENERAL REQUIREMENTS

1.1 SUMMARY

A. Work under this contract includes placing an existing prefabricated bridge and sills, delivered from an alternate site, on Culver Road over Elk Spring Creek at Red Rock Lakes Nation Wildlife Refuge (NWR). Work includes repairing damage to concrete sills, preparing the sill foundation, placing shore protection, placing the bridge sections, preparing and replacing metal fabrications and connections damaged or removed during salvage process, re-installing railings, repairing concrete decking, placing required signage, and placing gravel approaches.

B. The Contractor shall evaluate and submit a proposal outlining their proposed strategy and approach to the project. This proposal shall include an explanation of the proposed construction process.

C. All construction shall comply with all applicable Federal, State, and Local codes, regulations, and requirements. In the absence of specific regulation or code, design and construction shall be executed according to commonly acceptable industry standard practice for a road of this type.

1.2 PROJECT BACKGROUND

A. Red Rock Lakes NWR, along with Montana FWP, are working to restore Elk Spring Creek in a continuing effort strengthen populations of Artic grayling and keep them from being listed on the threatened or endangered species lists. As part of this effort, a culvert that was under Culver road was removed and plans are in place to restore Elk Spring Creek for the production and rearing of Artic grayling.

B. To make Culver Road useable again the plan is to place a prefabricated bridge over Elk Spring Creek that does not interfere with fish passage. As part of a Federal Highway Administration (FHWA) project, at another Fish & Wildlife Service station in northwestern Montana, a prefabricated steel bridge with concrete deck is being removed and delivered to Red Rock Lakes NWR for reinstallation. The bridge was delivered to the site in late September, 2016.

C. The Montana Fish Wildlife and Parks (FWP) are scheduling to perform stream restoration work in Elk Spring Creek in the fall of 2016. Restoration work will cover over 1,500 feet of stream bead and banks. Restoration may be occurring while the Work under this contract is ongoing.

D. Culver Road is planned to be a detour route in the Summer of 2017 when the FHWA plans to rehabilitate Elk Lake Road. As part of the coordination effort this bridge needs to be placed and ready for use prior to any work on Elk Lake Road.
