SECTION 01-10-00

SUMMARY

PART 1 GENERAL

1.01 PROJECT TITLE

A. Crab Orchard NWR Marina Pontoon Dock. Summary: Demolishing existing boat dock systems, sitework and electrical. Installing one new boat dock system with sitework and electrical. Two bid additives for one dock system salvage and shipment included.

1.02 WORK UNDER THESE SPECIFICATIONS

A. Contractor shall furnish materials, labor, equipment and supervision for the work described below in the base bid and bid additives:

1. Base Bid: The work includes but is not limited to: Demolishing and removing from the

Marina site two (2) existing pontoon boat dock systems and associated landside work, and one (1) boat dock system at the Crab Orchard Lake Campground, see below for locations. Supply and install one new Marina pontoon boat dock system with landside repair and new electrical power supply.

a. Two (2) dock systems existing at the marina.

b. One (1) dock system existing at the campground.

c. Locations as identified on the drawings and listed below.

d. All dock systems for demolition are steel framed, plastic floats and wood decks.

B. Bid additives are noted in the following order of acceptance.

1. Bid Additive #1 - Campground Dock System Salvage: Entire boat dock system to be salvaged (not demolished per base bid) with it dismantled, stacked and stored (for future shipment by others) and moved from the campground to the marina parking lot. Exact location as directed by the Station.

a. Bidding Contractor is allowed to leave floats attached to individual dock sections at their choice.

b. The boat dock system removal from the campground is to be included in the base bid.

2. Bid Additive #2 - Campground Dock System Shipment: Entire salvaged and dismantled dock system (dock sections, floats, hardware and poles etc.) as noted in Bid Additive #1 will be loaded and transported in its entirety from the campground site to the Big Oaks National Wildlife Refuge in Madison, IN. Off-loading at Big Oaks will be by others.

a. Big Oaks NWR, 1661 West JPG Niblo Road, Madison, IN 47250. 812-273-0783.

1.03 LOCATION AND INSPECTION OF SITES

A. The work sites are located within the Crab Orchard National Wildlife Refuge at the Marina and Campground, in Marion, IL.

1. The Crab Orchard Lake Marina is south of Highway 13, west of Country Highway 26, at the east end of Playport Road.

2. The Crab Orchard Campground is located at 10067 Campground Dr.

B. The mailing address of the Refuge is shown on the Solicitation, Offer, and Award (Standard Forms 1442 or, 18 block 9) as attached to this Invitation. The Station Manager may be contacted for further information at the above referenced address or by telephone at (618) 997- 3344.

C. All prospective bidders/quoters, contractors, subcontractors, and related persons are encouraged to visit the site of the proposed Work and to assess the location and extent of the Work prior to submitting bids. Persons may inspect the site by contacting Beth Kerley at (618) 998-5910.

1.04 SPECIFICATIONS AND DRAWINGS FOR CONSTRUCTION

A. The successful bidder will be provided, upon request, up to 5 sets of full size prints of the contract drawings as necessary for execution of this contract. These drawing will be provided at no additional cost to the successful bidder/quoter.

B. Exact location of all affected utilities will be the responsibility of the Contractor. Drawings may not completely show all utilities. Site verification is required in addition to contacting any local authorities and utility companies to determine exact locations of utilities.

C. In case of difference between drawings and specifications, the specifications shall govern.

1.05 WORK NOT INCLUDED IN THIS CONTRACT

A. All items indicated "NIC" on drawings or in specifications are items not included in this contract.

B. Work in place is generally shown as "Existing" on the Contract Drawings.

C. Work to be performed under other contracts and not included as part of this contract is generally shown as "By Others" on the Contract Drawings.

1.06 ITEMS PROVIDED BY THE GOVERNMENT

A. Work to be accomplished by the Government or manufactured items to be provided by the Government are generally shown as "By Government" on the Contract Drawings.

B. Unless specifically provided herein, no materials or equipment shall be furnished by the Government under this Contract.

1.07 GOVERNMENTING SERVICES:

A. The Government has established a baseline and a benchmark for this project. The drawings relate the project to the baseline and benchmark. From this baseline and benchmark the Contractor shall furnish and place all stakes, marks, and templates required for the performance and completion of the work. Any baseline monuments or benchmarks disturbed or removed during construction shall be reset by the Contractor at their expense.

1.08 TEMPORARY FACILITIES

A. Maintain and restore all government roads, service areas and utilities used to pre-construction condition.

B. Temporary toilet facilities, water, telephone and electric must be provided by the Contractor.

Contractor to provide any temporary facility needed to complete the Work of this project.

1.09 SITE ACCESS AND RIGHT OF WAY

A. The construction access limits on Government property will be established by the Government and the Contractor shall be responsible for complying with these limits and governing all Work accordingly. All temporary access roads shall be removed following work completion unless directed otherwise by the Contracting Officer.

B. All bidders are reminded that they are responsible for contacting the local entity such as township, county, or state having jurisdiction in the project vicinity to insure bidders are aware of any requirements of the local entity. These requirements are between the entity and the bidder. If the Contractor proposes to cross private property, permission must be obtained from the owner to use private property or roads in the conduct of the Work.

C. Work scheduled on Saturdays, Sundays, Federal Holidays or other than normal working hours shall be approved in writing in advance by the Government.

1.10 SAFETY - IN ADDITION TO FAR 52.236-13 ACCIDENT PREVENTION

A. A. Contractor shall fill out and submit the “Preconstruction Safety Checklist” to the Contracting

Officer (CO) prior to beginning construction.

B. The contractor shall designate a safety officer to ensure a safe work site. The safety officer shall perform daily work site inspections to assure compliance with all safety regulations and standards.

C. The Contractor’s Safety Plan shall be available on-site. The Contractor shall provide Safety Data Sheets (SDS) for all hazardous materials brought on-site. SDS shall be made available in a conspicuous location.

D. All equipment and work activities shall comply with OSHA regulations and all accidents incidental to work performed under this contract shall be reported in accordance with OSHA reporting requirements. Additionally, a copy of any accident report shall be provided to the Contracting Officer.

E. The Contractor shall provide and install barricades, signs, or other warning devices to delineate the construction area and restrict public access to the construction site. Follow the Manual of Uniform Traffic Control Devices (MUTCD).

F. Provide at least one non-freezing-type fire extinguisher in each workshop and shed used for storage on the premises. Place in location readily accessible to workers.

G. Provide at least one non-freezing-type fire extinguisher of the appropriate class for each group of workers performing flammable procedures.

H. Provide and maintain a basic first aid kit for use of workers.

1. Provide first aid supply commensurate with size of project with items necessary for first aid treatment of all injuries. Include first aid items identified on SDS for applicable items, in applicable locations.

2. Advise all workers of the location of first aid supplies.

3. Post telephone numbers of nearest hospital or ambulance service and fire station in conspicuous location. Advise all workers of location of telephone numbers.

I. Provide necessary Personnel Protective Equipment (PPE) as identified by SDS. Provide documentation workers have been trained in use of PPE prior to individual use.

J. Contractor will need to identify hazards of working around water which include the use of personal floatation devices (PFDs). Measures must also be taken while working inside of cofferdam in case of sudden rupture of cofferdam materials.

K. Contractor is required to maintain a spill containment kit, per OSHA standards, to respond to hazardous waste release/contamination ( eg. gas spill, equipment hydraulic leak, etc.) during the construction project. Any contamination is required to be identified to Government personnel for monitoring and cleanup coordination.

1. If more than 5 gallons of contamination is released Contractor is also required to notify

Illinois EPA in addition to Government personnel.

SECTION 01-30-00

ADMINISTRATIVE REQUIREMENTS

PART 1 GENERAL

1.01 GENERAL:

A. Refer to submittal register or technical specifications for all submittals required.

B. When specifically requested by the Contracting Officer (CO), Contractor’s Officer’s

Representative (COR) or the Government’s Construction Inspector, the Contractor shall provide copies of manufacturer's written installation instructions and/or recommendations for review and approval prior to accomplishing equipment installation.

1.02 SUBMITTALS

A. A submittal register, listing items requiring submittals under this solicitation, is provided as an attachment to this document for reference. This listing is a minimum to be submitted by the Contractor, each specification section will have precedence over this listing. A working copy will be provided at the preconstruction conference.

B. The Contractor shall provide all required submittals to the COR within 90 days of award except for items noted otherwise on the submittal register.

C. Furnish a minimum of five copies of all required submittals. Three copies will be retained by the Government. The remaining copies will be returned to the Contractor.

1. Use of digital submittals must be approved by Government prior to use.

D. The approval of submittals shall not relieve the Contractor to comply with the terms and conditions of the Contract Drawings and Specifications. The Contractor shall be responsible to determine correct dimension, design, connection, detail and satisfactory construction of all Work.

E. A submittal coversheet will be provided by the Government to be used for each and every submittal. Contractor is to provide submittals under each specification section complete with all requirements included. Partial submissions will be returned not reviewed.

1.03 PROJECT SCHEDULE

A. Contractor shall provide as required by Federal Acquisition Regulation (FAR) clauses. *

1.04 PRICE BREAKDOWN - LUMP SUM ITEMS

A. Contractor shall provide as required by FAR clauses. *

1.05 SUBCONTRACTOR'S LIST

A. Submit a list of subcontractors who will be working on the project.

1.07 GUARANTEES, WARRANTIES AND CERTIFICATES

1.09 DELIVERY TICKETS

A. The Contractor shall submit to the Government's on site representative, one legible copy of each delivery ticket for all material delivered to the construction site.

B. The delivery ticket shall show brand name, catalog number, and number of items received.

1.10 WASTE MANIFESTS

A. The Contractor shall submit copies of all waste manifests.

B. Manifests shall state type of waste (i.e., construction debris, hazardous asbestos, etc.), location

SECTION 01-31-00

PROJECT COORDINATION

PART 1 GENERAL

1.01 JOBSITE COORDINATION

A. Superintendence, Subcontract administration and Quality Control, is the responsibility of the Contractor.

B. Final decisions relative to items in conflict shall be made by the Contracting Officer.

C. The Government shall have the authority to temporarily suspend the Work for such time as necessary because of the failure on the part of the Contractor to perform any of the provisions of the Contract. No extension of contract performance time will be permitted until the Government determines that the deficiencies in performance, which caused the temporary suspension, have been corrected.

D. The Contractor shall have responsible superintendence on site during all project operations.

Contractor shall notify Government of any changes of superintendents.

E. The Contractor shall notify the COR at least ten (10) days prior to the anticipated date of completion of all Work specified herein. Upon completion of the Work, the COR shall proceed with the final inspection which shall be completed as promptly as practicable. The time required for such inspection and for performing any corrective Work shall be included in the contract performance time.

1.02 MODIFICATION/CHANGE ORDER PROCEDURES

A. In the event of the need for a Change Order, the Contractor will receive a letter requesting a price quote for proposed changes to the Contract.

B. For evaluation purposes, the Contractor's quote shall be broken down to show the costs of labor and materials for each proposed category of Work included with the change, along with the total cost for Contractor's overhead, profit, and bond for the proposed changes.

C. All Contract time extensions required as a result of a proposed change must be justified and supported in detail at the time of the proposal.

1.03 PRECONSTRUCTION CONFERENCE

A. Soon after award of the Contract and prior to commencing construction, the Contractor and any subcontractors shall attend a preconstruction conference with representatives of the Government. Timely notification of the meeting will be given to the Contractor. Time, date, and place of the conference will be determined by the Contracting Officer. Requirements pertaining to Con¬tract administration, construction operations and the project schedule will be discussed.

The project schedule shall be in accordance with Section 01-30-00. The Preconstruction Safety Checklist shall be submitted for review during this conference.

1.04 PROJECT MEETINGS

A. Periodic general project meetings will be conducted with a representative of the Contractor at the project site or by telephone by the Government's representative for the purpose of coordinating, expediting, and assessing the work progress.

B. The Contractor shall provide reports of progress on the project, discuss the work schedule for the coming period and present all conflicts, discrepancies or other difficulties for resolution. A record of discussions and decisions will be prepared by the Government and distributed to those attending and others affected.

1.04 SUBMITTALS

A. Testing Agency Qualifications:

1. Prior to start of Work, submit agency name, address, and telephone number, and names of full time registered Engineer and responsible officer.

2. Submit copy of report of laboratory facilities inspection made by NIST Construction Materials Reference Laboratory during most recent inspection, with memorandum of remedies of any deficiencies reported by the inspection.

3. Qualification Statement: Provide documentation showing testing laboratory is accredited under IAS AC89.

B. Test Reports: After each test/inspection, promptly submit one copy of report to Engineer and to Contractor.

1. Include:

a. Date issued.

b. Project title and number.

c. Name of inspector.

d. Date and time of sampling or inspection.

e. Identification of product and specifications section.

f. Location in the Project.

g. Type of test/inspection.

h. Date of test/inspection.

k. When requested by Engineer, provide interpretation of results.

2. Test report submittals are for Engineer's knowledge as contract administrator for the limited purpose of assessing conformance with information given and the design concept expressed in the contract documents, or for Government's information.

C. Manufacturer's Instructions: When specified in individual specification sections, submit printed instructions for delivery, storage, assembly, installation, start-up, adjusting, and finishing, for the Government's information. Indicate special procedures, perimeter conditions requiring special attention, and special environmental criteria required for application or installation.

D. Manufacturer's Field Reports: Submit reports for Engineer's benefit as contract administrator or for Government.

1. Submit for information for the limited purpose of assessing conformance with information given and the design concept expressed in the contract documents.

1.05 TESTING AND INSPECTION AGENCIES AND SERVICES

A. Electrical testing shall comply with NFPA 70 and 303.

B. Contractor shall employ and pay for services of an independent testing agency to perform other specified testing.

C. Employment of agency in no way relieves Contractor of obligation to perform Work in accordance with requirements of Contract Documents.

D. Contractor Employed Agency:

1. Testing agency: Comply with requirements of ASTM E329, ASTM E543, ASTM C1021, ASTM C1077, ASTM C1093, and ASTM D3740.

2. Inspection agency: Comply with requirements of ASTM D3740 and ASTM E329.

3. Laboratory Qualifications: Accredited by IAS according to IAS AC89.

4. Laboratory: Authorized to operate in the State in which the Project is located.

5. Laboratory Staff: Maintain a full time registered Engineer on staff to review services.

6. Testing Equipment: Calibrated at reasonable intervals either by NIST or using an NIST established Measurement Assurance Program, under a laboratory measurement quality assurance program.

PART 2 PRODUCTS - NOT USED

PART 3 EXECUTION

3.01 CONTROL OF INSTALLATION

A. Monitor quality control over suppliers, manufacturers, products, services, site conditions, and workmanship, to produce Work of specified quality.

B. Comply with manufacturers' instructions, including each step in sequence.

C. Should manufacturers' instructions conflict with Contract Documents, request clarification from

Engineer before proceeding.

D. Comply with specified standards as minimum quality for the Work except where more stringent tolerances, codes, or specified requirements indicate higher standards or more precise workmanship.

E. Have Work performed by persons qualified to produce required and specified quality.

3.02 TESTING AND INSPECTION

A. Testing Agency Duties:

1. Provide qualified personnel at site. Cooperate with Engineer and Contractor in performance of services.

2. Perform specified sampling and testing of products in accordance with specified standards.

3. Ascertain compliance of materials and mixes with requirements of Contract Documents.

4. Promptly notify Engineer and Contractor of observed irregularities or non-conformance of Work or products.

5. Perform additional tests and inspections required by Engineer.

6. Submit reports of all tests/inspections specified.

B. Limits on Testing/Inspection Agency Authority:

1. Agency may not release, revoke, alter, or enlarge on requirements of Contract

Documents.

2. Agency may not approve or accept any portion of the Work.

3. Agency may not assume any duties of Contractor.

4. Agency has no authority to stop the Work.

C. Contractor Responsibilities:

1. Deliver to agency at designated location, adequate samples of materials proposed to be used that require testing, along with proposed mix designs.

2. Cooperate with laboratory personnel, and provide access to the Work .

3. Provide incidental labor and facilities:

a. To provide access to Work to be tested/inspected.

b. To obtain and handle samples at the site or at source of Products to be tested/inspected.

c. To facilitate tests/inspections.

d. To provide storage and curing of test samples.

4. Notify Engineer and laboratory 48 hours prior to expected time for operations requiring testing/inspection services.

5. Employ services of an independent qualified testing laboratory and pay for additional samples, tests, and inspections required by Contractor beyond specified requirements.

6. Arrange with Government's agency and pay for additional samples, tests, and inspections required by Contractor beyond specified requirements.

D. Re-testing required because of non-conformance to specified requirements shall be performed by the same agency on instructions by Engineer.

E. Re-testing required because of non-conformance to specified requirements shall be paid for by Contractor.

3.03 MANUFACTURERS' FIELD SERVICES

A. When specified in individual specification sections, require material or product suppliers or manufacturers to provide qualified staff personnel to observe site conditions, conditions of surfaces and installation, quality of workmanship, start-up of equipment, test, adjust and balance of equipment as applicable, and to initiate instructions when necessary.

B. Submit qualifications of observer to Engineer 30 days in advance of required observations.

1. Observer subject to approval of Engineer.

C. Report observations and site decisions or instructions given to applicators or installers that are supplemental or contrary to manufacturers' written instructions.

3.04 DEFECT ASSESSMENT

A. Replace Work or portions of the Work not conforming to specified requirements.

3.05 CONTRACTOR'S EXPERIENCE

A. For work on this project the following Contractors must be able to provide evidence of Five (5) years of work experience of similar size and complexity of previous projects as noted below. If this section is in conflict with other sections the most stringent requirement will take precedence. Documentation to be submitted to Government.

1. Concrete Contractor.

2. Dock system manufacturer.

3. Dock system installer.

SECTION 01-42-00

DEFINITIONS AND STANDARDS

PART 1 GENERAL

1.01 REGULATORY REQUIREMENTS

A. All work shall be accomplished in strict accordance with OSHA and all other regulations, codes, and laws in effect at the time the work is performed for the location where it is to be performed.

1.02 MEANS AND METHODS

A. Means and methods used in the performance of this Contract must be in accordance with all applicable Federal Acquisition Regulations in addition to OSHA regulations, 29 Code of Federal Regulations, acceptable industry practices as recognized by societies, associations, building codes, manufacturers’ specifications and any applicable state safety and health requirements.

1.03 PERMITS

A. All permits required to support construction activities such as road permits for oversize, overweight vehicles and equipment, bridge permits, and utility hookup permits, shall be obtained and paid for by the Contractor.

1.04 SUBMITTALS

A. Product Data Submittals: Submit manufacturer's standard published data. Mark each copy to identify applicable products, models, options, and other data. Supplement manufacturers' standard data to provide information specific to this Project.

B. Shop Drawing Submittals: Prepared specifically for this Project; indicate utility and electrical characteristics, utility connection requirements, and location of utility outlets for service for functional equipment and appliances.

C. Sample Submittals: Illustrate functional and aesthetic characteristics of the product, with integral parts and attachment devices. Coordinate sample submittals for interfacing work.

1. For selection from standard finishes, submit samples of the full range of the manufacturer's standard colors, textures, and patterns.

PART 2 PRODUCTS

2.01 NEW PRODUCTS

A. Provide new products unless specifically required or permitted by the Contract Documents.

B. Do not use products having any of the following characteristics:

1. Made using or containing CFC's or HCFC's.

2. Made of wood from newly cut old growth timber.

3. All products being installed in the building shall be free of asbestos. Contractor will be responsible for all costs of removing products that are found to contain asbestos.

C. Where all other criteria are met, Contractor shall give preference to products that:

1. Use materials that are extracted or harvested and manufactured closer to the location of the project.

2. Have longer documented life span under normal use.

3. Result in less construction waste.

2.02 PRODUCT OPTIONS

A. Products Specified by Reference Standards or by Description Only: Use any product meeting those standards or description if specified product is not available.

B. Products Specified by Naming One or More Manufacturers: The use of brand name items is to establish a standard of quality only and shall not be construed as limiting competition or precluding the Contactor from offering an equal item(s) from another sources(s). Any brand name intended to be a restriction to a sole sources shall be clearly identified as "No substitutions".

2.03 MAINTENANCE MATERIALS

A. Furnish extra materials, spare parts, tools, and software of types and in quantities specified in individual specification sections.

B. Deliver to Project site; obtain receipt prior to final payment.

PART 3 EXECUTION

3.01 SUBSTITUTION PROCEDURES

A. Product substitution pre-approvals will not be given during Bidding. Follow Substitution procedures after award of Contract.

B. Document each request with complete data substantiating compliance of proposed substitution with Contract Documents.

C. A request for substitution constitutes a representation that the submitter:

1. Has investigated proposed product and determined that it meets or exceeds the quality level of the specified product.

2. Will provide the same warranty for the substitution as for the specified product.

3. Will coordinate installation and make changes to other Work that may be required for the

Work to be complete with no additional cost to Government.

4. Waives claims for additional costs or time extension that may subsequently become apparent.

D. Substitutions will not be considered when they are indicated or implied on shop drawing or product data submittals, without separate written request, or when acceptance will require revision to the Contract Documents.

E. Substitution Submittal Procedure:

1. Submit (1) electronic copy of request for substitution for consideration. Limit each request to one proposed substitution.

2. Submit shop drawings, product data, and certified test results attesting to the proposed product equivalence. Burden of proof is on proposer.

3. The Government will notify Contractor in writing of decision to accept or reject request.

3.02 TRANSPORTATION AND HANDLING

A. Coordinate schedule of product delivery to designated prepared areas in order to minimize site storage time and potential damage to stored materials.

B. Transport and handle products in accordance with manufacturer's instructions.

C. Transport materials in covered trucks to prevent contamination of product and littering of surrounding areas.

D. Promptly inspect shipments to ensure that products comply with requirements, quantities are correct, and products are undamaged.

E. Provide equipment and personnel to handle products by methods to prevent soiling, disfigurement, or damage.

F. Arrange for the return of packing materials, such as wood pallets, where economically feasible.

3.03 STORAGE AND PROTECTION

A. Designate receiving/storage areas for incoming products so that they are delivered according to installation schedule and placed convenient to work area in order to minimize waste due to excessive materials handling and misapplication.

B. Store and protect products in accordance with manufacturers' instructions.

C. Store with seals and labels intact and legible.

D. Store sensitive products in weather tight, climate controlled, enclosures in an environment favorable to product.

E. For exterior storage of fabricated products, place on sloped supports above ground.

F. Cover products subject to deterioration with impervious sheet covering. Provide ventilation to prevent condensation and degradation of products.

G. Prevent contact with material that may cause corrosion, discoloration, or staining.

H. Provide equipment and personnel to store products by methods to prevent soiling, disfigurement, or damage.

I. Arrange storage of products to permit access for inspection. Periodically inspect to verify products are undamaged and are maintained in acceptable condition.

SECTION 01-77-00

PROJECT CLOSEOUT

PART 1 GENERAL

1.01 MANUFACTURER'S SPECIFICATIONS

A. The installation of manufactured products and equipment, together with all associated parts, shall be in conformance with the manufacturer's recommendations, and code requirements. All installations shall be complete and ready for immediate use, and every part required for proper operation of the manufacturer's equipment shall be provided. Following the completion of the Work under this Contract, all installed equipment shall be tested for proper operation and compliance with the Contract.

1.02 FINAL INSPECTION

A. The Contractor shall request a final inspection in writing at least ten (10) days prior to the anticipated date of completion.

B. Work will not be considered ready for final inspection until all the Work has been completed and the Contractor has certified that all items are properly operating and in strict compliance with all Contract terms and conditions.

C. The Contractor or the project supervisor shall be at the job site during the final inspection.

1.03 TESTS

A. Complete all testing required to prove actual operating performance of equipment and systems incorporated into the project.

B. Submit reports of all tests to the Contracting Officer prior to final payment.

C. Provide any regulatory acceptance documents in cases of cleanup.

1.04 MAINTENANCE AND OPERATING INSTRUCTIONS

A. Submit two (2) final hard copies and one (1) digital copy of all operating, maintenance instructions and parts lists for all equipment and systems that require adjustment, servicing, and attention for proper operation. Include all information necessary for proper operation of equipment. Use simple, non-technical language where possible. Provide all necessary diagrams and schematics required by repairmen. Any hazards likely to occur in operation of equipment shall be pointed out to avoid improper operation of any equipment that might result in damage or danger to equipment, building or personnel.

B. Final hard copies of all maintenance and operating information shall be submitted in bound form as a "Manual of Operating Instructions" with items grouped by sections of Work. Append each manual with name, address, telephone number of Contractor, subcontractor and companies or individuals providing service for equipment used.

C. Final digital copy of above to be in same order of information as hard copy. Digital copy to be "thumb" drive or CD media.

D. Provide competent personnel to meet with the Government representative to fully explain and familiarize the Government personnel with all equipment and its operation and maintenance.

1.05 RECORD DRAWINGS:

A. The Contractor shall provide and maintain in proper order and in good, clean condition, at the project site, one (1) complete set of full size prints of all Drawings. On this set, with red pencil or ink, the Contractor will neatly inscribe all changes in Work. At time of final acceptance, and prior to final payment, these corrected prints will be presented to the COR. The Contractor will note all data and changes on these record drawings in sufficient detail and clarity to provide information necessary for preparation of "as built" drawings by the Government.

1.06 GUARANTEES, WARRANTIES AND CERTIFICATES

A. The Contractor will submit all guarantees, warranties and certificates to the Government prior to final payment.

B. The Government requires a 100% warranty for a period of one full year after final acceptance.

Items of Work found defective during the warranty period will be replaced at no cost to the Government and the warranty for that particular part of the Work shall automatically extend for one full year beyond the completion date of repairs.

C. If a manufacturer or supplier offers a guarantee in excess of the one year requirement outlined herein, then the longer guarantee period will apply for those particular items.

SECTION 02-41-00

DEMOLITION

PART 1 GENERAL

1.01 SECTION INCLUDES

A. Demolition of two (2) existing Marina boat dock systems.

B. Demolition of one (1) existing Campground boat dock system.

C. Demolition of select marina landside elements as noted or indicated.

D. Bid Additive #1: Dismantle, stack and store Campground dock system.

E. Bid Additive #2: Ship stored dock system in Bid Additive #1 to Refuge in Indiana complete.

1.02 REFERENCE STANDARDS

PART 3 EXECUTION

2.01 SCOPE

A. Remove two existing Marina pontoon docks complete (North and South docks), including gangways, ramps, support poles, concrete abutments, electrical and accessories as shown.

B. Remove one existing Campground pontoon dock as noted.

C. Remove one sidewalk (South) to dock from parking lot to abutment.

D. The following items will be stock piled on the grass area adjacent to the parking lot and left for

Government use.

1. Anchor posts used to anchor existing both dock systems.

E. The following electrical items will be demolished;

1. Coordinate marking of all utilities in the area.

2. Provide and follow lockout/tagout procedures for work at service panel to control hazards.

3. Circuit breaker panels adjacent to North and South docks.

4. Underground conduit and conductors to, and between, North and South docks, from existing service panel.

5. Dock utility centers on respective dock.

6. Light poles on dock.

7. Contact Engineer for any item(s) not listed or shown that may need to be removed.

F. Demolish two existing gangway abutments, both north and south. At North dock abutment area the removals will be replaced with clean fill and riprap similar to surrounding material. Seed disturbed area of abutment not covered by riprap or remaining sidewalk.

G. Demolish existing South dock sidewalk and gangway abutment, new sidewalk and abutment to be cast. Replace any damages to pre-construction condition.

H. Bid Additive #1 and #2: The Campground dock system will be: removed from its location and disassembled into dock/float sections. The support poles (25) and dock sections will be stacked and stored in a marina parking lot location identified by FWS. This parking area will be adjacent to the project.

1. Main dock pier and first finger pier are 5' wide. Sections-16 each.

2. Typical finger piers are 4' wide. Sections - 9 each.

3. Care must be taken during the removals of the Campground dock system, should

Additives be selected, so as to not cause additional damage to the dock and float materials.

I. No materials of existing dock systems are to be reused with the new dock system.

2.02 GENERAL PROCEDURES AND PROJECT CONDITIONS

A. Comply with applicable codes and regulations for demolition operations and safety of adjacent structures and the public.

1. Obtain required permits.

2. Provide, erect, and maintain temporary barriers and security devices to close dock areas during construction. Provide signage two weeks prior to start of project work noting to public dates that ramp area is to be closed and then reopened. Coordinate wording of signage with Station personnel.

3. Conduct operations to minimize effects on and interference with adjacent structures and installations.

B. Do not begin demolition until receipt of notification to proceed from Government.

C. If hazardous materials are discovered during removal operations, stop work and notify

Government; hazardous materials include regulated asbestos containing materials, lead, PCB's, and mercury.

D. Hazardous Materials: Comply with 29 CFR 1926 and state and local regulations.

2.03 EXISTING UTILITIES

A. Protect existing utilities to remain from damage.

2.04 DEBRIS AND WASTE REMOVAL

A. Remove debris, junk, and trash from site.

B. Remove all Base Bid items from project area.

C. Leave site in clean condition, preexisting condition, ready for subsequent work.

D. Clean up spillage and wind-blown debris from refuge lands.

1.04 SUBMITTALS

B. Shop Drawings: Comply with requirements of ACI SP-66. Include bar schedules, shapes of bent bars, spacing of bars, and location of splices.

C. Manufacturer's Certificate: Certify that reinforcing steel and accessories supplied for this project meet or exceed specified requirements.

D. Reports: Submit certified copies of mill test report of reinforcement materials analysis.

1.05 QUALITY ASSURANCE

A. Perform work of this section in accordance with ACI 301.

PART 2 PRODUCTS

2.01 REINFORCEMENT

A. Reinforcing Steel: ASTM A615/A615M, Grade 60 (60,000 psi).

1. Epoxy coated in accordance with ASTM A775/A775M.

B. Steel Welded Wire Reinforcement (WWR): Plain type; ASTM A1064/A1064M.

1. Form: Flat Sheets. Rolled material will be rejected.

2. WWR Style: 6 x 6, 1.4 x 1.4.

C. Reinforcement Accessories:

1. Tie Wire: Annealed, minimum 16 gage, 0.0508 inch.

2. Chairs, Bolsters, Bar Supports, Spacers: Sized and shaped for adequate support of reinforcement during concrete placement. If blocks are used they must be of same material as concrete.

2.02 FABRICATION

A. Fabricate concrete reinforcing in accordance with CRSI (DA4) - Manual of Standard Practice.

B. Welding of reinforcement is not permitted.

C. Fabricate and handle epoxy-coated reinforcing in accordance with ASTM D3963/D3963M.

PART 3 EXECUTION

3.01 PLACEMENT

A. Place, support and secure reinforcement against displacement. Do not deviate from required position.

B. Place chairs/blocks under WWR to center material in sidewalk vertically. Pulling/lifting material to center during concrete placement is not acceptable method.

1. If concrete blocks are used they must have same compressive strength (psi) as placed concrete.

C. Conform to applicable code for concrete cover over reinforcement.

B. Follow recommendations of ACI 306R when concreting during cold weather.

PART 2 PRODUCTS

2.01 FORMWORK

A. Formwork Design and Construction: Comply with guidelines of ACI 347R to provide formwork that will produce concrete complying with tolerances of ACI 117.

B. Form Materials: Contractor's choice of standard products with sufficient strength to withstand hydrostatic head without distortion in excess of permitted tolerances.

1. Form Coating: Release agent that will not adversely affect concrete or interfere with application of coatings.

2. Form Ties: Cone snap type that will leave no metal within 1-1/2 inches of concrete surface.

2.02 REINFORCEMENT

A. Comply with requirements of Section 03-20-00.

2.03 CONCRETE MATERIALS

A. Cement: ASTM C150/C150M, Type I - Normal Portland type.

1. Acquire all cement for entire project from same source.

B. Fine and Coarse Aggregates: ASTM C 33.

1. Acquire all aggregates for entire project from same source.

C. Water: Clean and not detrimental to concrete.

2.04 ADMIXTURES

A. Do not use chemicals that will result in soluble chloride ions in excess of 0.1 percent by weight of cement.

B. Air Entrainment Admixture: ASTM C260/C260M.

2.05 CURING MATERIALS

A. Polyethylene Film: ASTM D2103, 4 mil minimum thick, white opaque color.

B. Water: Potable, not detrimental to concrete.

C. Liquid curing materials are not acceptable.

2.06 CONCRETE MIX DESIGN

A. Admixtures: Add acceptable admixtures as recommended in ACI 211.1 and at rates recommended or required by manufacturer.

B. Normal Weight Concrete:

1. Compressive Strength, when tested in accordance with ASTM C39/C39M at 28 days:

4,500 pounds per square inch.

2. Total Air Content: 5 percent, +/- 1%, determined in accordance with ASTM C173/C173M.

3. Maximum Slump: 4 inches.

4. Maximum Aggregate Size: 3/4 inch.

2.07 MIXING

A. Transit Mixers: Comply with ASTM C94/C94M.

PART 3 EXECUTION

3.01 EXAMINATION

A. Verify lines, levels, and dimensions before proceeding with work of this section.

3.02 PREPARATION

A. Formwork: Comply with requirements of ACI 301. Design and fabricate forms to support all applied loads until concrete is cured, and for easy removal without damage to concrete.

B. Prepare subbase for new sidewalk with 4 inches of coarse aggregate suitable for this purpose.
