Completing the Qualification Statement
This Request for Qualifications is Phase 1 of a two-step solicitation to select a Construction Manager as Constructor
(CMc) for a comprehensive revitalization of the National Air & Space Museum located at Independence Ave at 6th
Street, SW in Washington, DC (“NASM Building Revitalization”). This Request for Qualification (“RFQ”) is being released to expedite the bid process and selection of a CMc. Phase 2 of this procurement will be an RFP numbered
F16SOL10024, tentatively planned for release in July 2016 with 35% design documents and design continuation narrative. The contract award is anticipated in Fall/Winter 2016.
The information you provide in the Qualification Statement (“Qualification Statement” or “Statement”) will be the basis for the evaluation of your company or entity (“Offeror”). Please be advised the prequalification of offerors is a highly competitive process.
The Evaluation Process. Firm evaluation and selection will be conducted in accordance with FAR Part 15, Best Value
Procurement, utilizing a two step procurement process. This Request for Qualifications is Step 1 of the solicitation.
Step 2 will consist of a Request for Proposals to be issued later this year. This RFQ contains prequalifying criteria to assist the Smithsonian in identifying those offerors that have demonstrated past specialized experience in comparable and non-comparable CMc projects and other relevant qualifying factors. Under this RFQ, the Smithsonian Institution will select the most qualified Offerors to receive the RFP and compete for the anticipated Scope of Work. Qualifications are demonstrable through your prior completed projects in Past Performance (Part III) and Capabilities (Part IV) sections of the Qualification Statement (as described more fully below). Meeting the Minimum Requirements described herein will not guarantee prequalification. Offerors that demonstrate the most relevant Past Performance and confirm capability to perform through Financial Capabilities shall be considered for pre-qualification status. Statements of Qualifications will be evaluated by an Evaluation Team and confirmed by the Contracting Officer.
To assure your Statement is given full consideration, you must do the following:
Read this package carefully to make sure you understand what is required.
Complete the entire Statement.
Provide your information on the attached forms or in the same format.
Do not leave any portion of the form blank, or indicate N/A if not applicable.
In particular, read the minimum requirements as established in the evaluation criteria. If your firm or partnership do not meet the minimum requirements your entity may not be considered for prequalification.
Include past experience on Comparable Projects. Comparable Projects are those of the same or similar cost, building type, grade of construction, historic significance, complexity of federal, agency, and zoning restrictions, safety requirements and meeting other factors listed in this RFQ for which the Offeror provided construction and pre-design services in the role of Construction Manager as Constructor.
Comparable and Non-Comparable Projects shall be considered relevant under this solicitation to the extent they meet the criteria in this RFQ.
Please be advised that Comparable Experience is more desirable than Non-Comparable Experience. Any additional Comparable Experience submitted that exceeds the minimum requirements for Comparable
Experience will be counted towards the Non-Comparable Experience points.
Include Current references (name, address, and telephone number) for your comparable projects as listed in your submission. If the Evaluation Team is unable to contact the references listed to verify experience and performance, that project may not be considered.
Include information and projects that best illustrate your Entity’s capability, experience and performance to construct the Project. Photographs of comparable projects are desirable but not required.
As a matter of clarification, the Smithsonian Institution reserves the right but not the obligation to consider past performance and qualifications of key personnel submitted in the Qualification Statement during the second phase of this solicitation if appropriate. The Smithsonian also reserves the right to use reference information from Phase 1 during Phase 2 if necessary to evaluate the qualifications of proposed key personnel.
This Qualification Statement consists of four (4) Parts:
Part I - General Information
Part II - Entity’s Background
Part III – Firm Past Experience/Firm Past Performance

B. PROJECT DESCRIPTION
1. General Intent. The CMc selected under Phase 2 of this solicitation shall provide Pre-construction Services and
Construction Services and successfully coordinate with efforts to protect, move & ship collections items as they are impacted by the Project. Total period of performance including Pre-construction and Construction is estimated to be from notice to proceed in Fall 2016 to substantial completion in October 2025. The successful offeror for this contract will be competitively selected using negotiated procurement procedures in accordance with FAR Part 15 and Section
M of the forthcoming Request for Proposals.
2. Scope. Revitalization of the NASM National Mall Building entails a comprehensive building envelope and
HVAC replacement as a consequence of deterioration of both systems, as well as relocation and storage of NASM’s extensive collections (“Project”). The need for the project is required by failure of the building exterior or envelope, occasioned by the distortion and detachment of exterior stone cladding attributed to latent residual stresses and thermal hysteresis. The obsolescence of NASM’s HVAC system is a function of its age, which dates to the building’s opening in 1976.
Critical elements of the work include but are not limited to temporary protection, strict environmental controls of portions of the building that remain open for public visitation; stone procurement, selective demolition, curtain wall fabrication & installation, exterior masonry recladding, structural concrete modifications, HVAC replacement, interior finishes, millwork, life & fire safety systems reconfiguration, asbestos remediation, and artifact logistics. Additional requirements for performance include: procedures and documentation to ensure compliance with the established LEED building criteria; practices, procedures and documentation related to integrated building commissioning; and knowledge of procedures for the use of BIM.
The CMc shall provide preconstruction phase services at a negotiated, firm, fixed price. Construction services shall be awarded thereafter at the option of the Smithsonian, at a firm, fixed price, with construction costs warranted not to exceed an estimated guaranteed maximum price. The GMP shall be set prior to commencement of construction activities. At the conclusion of pre-construction services, the Smithsonian at its sole discretion will determine whether it will proceed to the next phase or terminate CMc services on the project. A detailed scope of services will be included in the Request for Proposals. The following is an outline of services anticipated.
A. Pre-Construction Services. The CMc must provide expertise, labor, materials, and equipment required to support the Project Team and to perform related design phase activities in the best interests of the Smithsonian and using its reasonable professional judgement under the circumstances, to include, but not be limited to:
1) Review and recommend revisions, if appropriate, to the project Master Schedule, Summary Schedule, Stone Risk Analysis, Construction Budget, Artifact Logistics Plan, and other documents developed by the
Smithsonian with its project team. At this time it is anticipated that an Artifact Logistics expert will be retained by the Smithsonian under the terms of a separate contract to protect, pack, ship and store NASM
Artifacts. For the sake of brevity, all such activities are referred to herein as “Artifact Logistics.” For the purposes of clarification, the scope of work under this RFQ requires the CMc to coordinate its construction phase services with separately contracted efforts to de-mount, relocate, protect in place and ultimately re-mount collections items at the NASM Mall Building during the course of the Project.
2) The CMc will provide construction management expertise while accommodating Smithsonian Artifact
Logistics efforts. NASM’s collections are direct, tangible evidence of aviation and space exploration history, held carefully in trust for the education of contemporary and future visitors. The continued physical integrity of NASM’s historic collection is dependent on the stability of temperature, air conditioning and humidification provided by building systems. Put another way, historic artifacts may be damaged or destroyed by exposure to sudden fluctuations in temperatures or humidity. The successful offeror shall demonstrate its capability to successfully and efficiently perform as a CMc as well as its strong commitment to protect NASM artifacts from the initiation of Pre-Construction Services through the entire duration of the Project. The selected offeror may be required accommodate planning for demounting large collections items, to monitor strict environmental controls of portions of the building that remain open for public visitation and to observe on-site protections of collections items too large to be removed from the building. The examples herein are meant to be instructive and are by no means exhaustive.
3) Develop the scope of work and prepare bid packages in concert with the Project Team for each trade to be bid and participate in the prequalification and qualification of each of the subcontractors as required by the
Smithsonian’s procurement requirements. The trade scopes shall likewise be reviewed for overlap, conflicts and duplication.
4) Attend, schedule and lead periodic project meetings and special meetings for the exchange of information concerning the project, and review of design progress, permits and approvals. All meetings shall be held at a location and time convenient to the Smithsonian Project Manager.
5) The CMc will lead partnering sessions throughout the Project to include its subcontractors, Smithsonian staff and contractors, including Artifact Logistics experts retained by the Smithsonian.
6) Review the design documents and other construction documents and make recommendations to the
Smithsonian as to value engineering, constructability, suitability of materials and equipment, scheduling, time, methods and sequence of construction and artifact logistics, and the clarity, consistency and coordination of documentation.
7) Perform periodic detailed cost estimates for the entire construction and for phases or portions of the work as directed by the Smithsonian, and work with the Project Team to reconcile differences.
8) Perform detailed cost estimates and value engineering analyses during the remaining design phases of the project. The CMc shall work with the Project Team to reconcile differences.
9) The Smithsonian may require additional cost estimates to confirm budget due to modifications made via design workshops. The CMc shall work with the Project Team to reconcile differences.
10) The CMC shall assign a professional project scheduler possessing building and site design and construction experience. If deemed qualified by the Smithsonian, the CMC can assign an in-house scheduler. Develop a detailed critical path method (CPM) schedule that identifies all design activities, permits and all other activities required to be completed before construction activities can begin and a preliminary construction schedule. The CPM project schedules shall be developed using Microsoft
Project’s latest version or appropriate project scheduling software as may be approved by the Smithsonian.
11) Develop, in coordination with the Smithsonian, a system for tracking project costs and cash flow.
12) Conduct activities relating to the procurement and award of Trade Contracts and all other contracts for the furnishing of labor, materials, equipment, or other services in connection with the construction and artifact logistics for this project, in accordance with procedures to be developed by the Smithsonian and in a manner that will meet Minority Business Enterprise and Women Business Enterprise goals set by the
Smithsonian for the project. All Trade Contracts awarded by the CMc shall include affirmative covenants to accommodate, support and respect Artifact Logistics activities at all phases of the Project.
13) Construct mock-ups as required for the Smithsonian and agency approvals.
14) Perform directed design for curtain wall construction in BIM templates to be provided by the Smithsonian.
15) The CMc shall assign a BIM Execution Plan and Manager for all related activities.
B. Construction Phase. The CMc must provide expertise, labor, materials, and equipment required to perform the
Project and to perform construction related services in the best interests of the Smithsonian and using its reasonable professional judgement under the circumstances, to include, but not be limited to:
1) Obtain and pay for all required construction related permits.
2) Furnish bonds and insurance as required by the contract documents.
3) Provide and maintain a construction site office and provide all site management and administration.
4) With the supervision and cooperation of Smithsonian Facilities, Smithsonian’s Office of Protective
Services, Artifact Logistics contractors, NASM curatorial and conservation experts, and others, manage and supervise construction activities; coordinate ongoing building security and operations; establish phase-specific and zone-specific environmental monitoring; and related security activities;
5) Provide and continuously update and review logistical issues impacting daily construction activities and schedule impacts,
6) Manage and coordinate all Trades, subcontracts, and others engaged in the performance of the work.
7) Meet the Women Business Enterprise and Minority Business Enterprise participation goals and minority work force goals for the Project.
8) Implement procedures following the Smithsonian’s standards for reviewing and processing requests for information or clarifications and interpretations of the contract documents; shop drawings, samples, and all other submittals, contract schedule adjustments, change order proposals, proposals for substitutions, payment applications, as-built drawings, and maintenance of logs using a system software approved by the
Smithsonian.
